The ability to identify areas nonpliant with Hongkong Tele?s financial and administrative best practice. ? The ability to perform benchmarking analysis and to implement more cost effective practices. ? Immediate identification of financial activities requiring management attention, such as cost over runs and cost/ratio changes affecting price and service. ? Recognition of the full cost of activities for project evaluation and cost/benefit analysis. ? Determination of cost effectiveness by location, product, or client group. will support the decision making process and market intelligence needed to determine areas of future management effort or product distribution, marketing and product life cycle management. ? The introduction of electronic data management technologies as technology bees cost effective, will provide progressive administrative savings and contain costs ads activity increases. Internal control mechanisms will be strengthened by these automated capabilities. ? Savings from more effective internal control systems in moary terms and management productivity. ? The ability to analyze the impact of work expansion with consideration for redeployment of the investment in, and distribution of spares holdings. The system objectives for the Business Support System are recognized by Oracle to: ? Provide the capability to develop high level, intuitive management information presentation on a daily basis enabling immediate identification of trends or activities requiring investigation and action. ? Focus upon management by exception and provision of decision support tools in the long term, placing Hongkong Tele at the forefront of management capability. ? Provide capability to migrate to future modes of operation in a phased and step fashion starting with core operational needs in Logistics. Phased Solution In order to meet Hongkong Tele?s shortterm business needs and deliver an integrated full solution over time, Oracle remends that this solution be implemented in three phases to both address the current business issues and to provide flexibility in terms of the longerterm need to address other business issues and deploy new technologies to support future business needs. Phase 1 will be Logistics implementation. Phase 2 will be Financials implementation. And Phase 3 will be incremental improvement projects as and when required. Besides, in response to Hongkong Tele?s request on Oct 3, 97, we understand that there are two options that interest Hongkong Tele.
