【正文】 Times New Roman 9 磅 Abstract II ABSTRACT Public infrastructure facilities is the foundation of national economy. Entering 21 century ,with entering WTO, China bees more international, national economy remains developing rapidly. The level of urbanization raises continually. The bottleneck action of public infrastructure facilities to economic development is outstanding day by day . So, it is a pressing matter of the moment to strengthen the building of public infrastructure facilities. The paper analyses the present situation that the lack of funds for construction on public infrastructure facilities and the inefficiency of management. It points out that general adoption of the market principle reform must be enforced. Introducing theories of project classification and marketability into it, the paper introduces some management models which are used in different kinds of public infrastructure facilities, including BOT model, project acting build model, BT model. The paper analyses the concept, apply scope, basic characters, significance, financing pattern, process, capital management and so on. Meanwhile, it analysis the problems that exists in the use of MT model in China. It points that BT model is not equal to paying before contract, the model that investor is constructor has both advantages and disadvantages. How to control construction cost and quality of projects? How to invade repurchase risk? To deal with the outstanding problems existing, The paper puts forward a proposal of BT financing project acting build model on these questions. ?? Finally, the paper gives the cases of asses project of Shanghai external ring tunnel , reconstruction of Shanghai subway Line 1 south station, project of the changjiang river bridge in Chongqing Caiyuan Dam to make a authentic proof analysis .Showing the superiority of BT model , deficiency in practice and advice related.
