The amount of the Bank’s disbursed equity investments shall not at any time exceed an amount corresponding to its total unimpaired paidin subscribed capital and general reserves.第十三條 業(yè)務(wù)原則Article 13 Operating Principles銀行應(yīng)依據(jù)下列原則開展業(yè)務(wù)：The operations of the Bank shall be conducted in accordance with the principles set out below.（一）銀行應(yīng)按照穩(wěn)健的銀行原則開展業(yè)務(wù)；1. The Bank shall be guided by sound banking principles in its operations.（二）銀行業(yè)務(wù)應(yīng)主要是特定項目或特定投資規(guī)劃融資、股權(quán)投資以及第十五條規(guī)定的技術(shù)援助；2. The operations of the Bank shall provide principally for the financing of specific projects or specific investment programs, for equity investment, and for technical assistance in accordance with Article 15.（三）銀行不得在成員反對的情況下，在該成員境內(nèi)開展融資業(yè)務(wù)；3. The Bank shall not finance any undertaking in the territory of a member if that member objects to such financing.（四）銀行應(yīng)保證其從事的每項業(yè)務(wù)均符合銀行的業(yè)務(wù)和財務(wù)政策，包括但不僅限于針對環(huán)境和社會影響方面的政策；4. The Bank shall ensure that each of its operations plies with the Bank’s operational and financial policies, including without limitation, policies addressing environmental and social impacts.（五）銀行審議融資申請時，應(yīng)在綜合考慮有關(guān)因素的同時，適當(dāng)關(guān)注借款人以銀行認(rèn)為合理的條件從別處獲得資金的能力；5. In considering an application for financing, the Bank shall pay due regard to the ability of the recipient to obtain financing or facilities elsewhere on terms and conditions that the Bank considers reasonable for the recipient, taking into account all pertinent factors.（六）銀行在提供或擔(dān)保融資時，應(yīng)適當(dāng)關(guān)注借款人及擔(dān)保人未來按融資合同規(guī)定的條件履行其義務(wù)的可能性；6. In providing or guaranteeing financing, the Bank shall pay due regard to the prospects that the recipient and guarantor, if any, will be in a position to meet their obligations under the financing contract.（七）銀行在提供或擔(dān)保融資時，應(yīng)采取銀行認(rèn)為對該項融資和銀行風(fēng)險均適宜的融資條件，包括利率、其他費用和還本安排；7. In providing or guaranteeing financing, the financial terms, such as rate of interest and other charges and the schedule for repayment of principal shall be such as are, in the opinion of the Bank, appropriate for the financing concerned and the risk to the Bank.（八）銀行不應(yīng)對普通業(yè)務(wù)或特別業(yè)務(wù)中銀行融資項目的貨物和服務(wù)采購進(jìn)行國別限制；8. The Bank shall place no restriction upon the procurement of goods and services from any country from the proceeds of any financing undertaken in the ordinary or special operations of the Bank.（九）銀行應(yīng)采取必要措施保證其提供、擔(dān)?；騾⑴c的融資資金僅用于融資所規(guī)定的目標(biāo)，并應(yīng)兼顧節(jié)約和效率；9. The Bank shall take the necessary measures to ensure that the proceeds of any financing provided, guaranteed or participated in by the Bank are used only for the purposes for which the financing was granted and with due attention to considerations of economy and efficiency.（十）銀行應(yīng)盡可能避免不均衡地將過多資金用于某一或某些成員的利益；10. The Bank shall pay due regard to the desirability of avoiding a disproportionate amount of its resources being used for the benefit of any member.（十一）銀行應(yīng)設(shè)法保持其股權(quán)資本投資的多樣化。1. The Bank may provide technical advice and assistance and other similar forms of assistance which serve its purpose and e within its functions.二、如遇提供上述服務(wù)的費用無法補償時，銀行可從其收益中支出。6. The Bank shall ensure that every security issued or guaranteed by the Bank shall bear on its face a conspicuous statement to the effect that it is not an obligation of any Government, unless it is in fact the obligation of a particular Government, in which case it shall so state.（七）根據(jù)理事會通過的信托基金框架，在信托基金的目標(biāo)與銀行宗旨和職能一致的前提下，銀行可接受其他相關(guān)方的委托，成立并管理該信托基金。4.
