Many modern Chinese, particularly youngsters, seem to know more about St Valentine39。通過(guò)獲得相關(guān)國(guó)際標(biāo)準(zhǔn)的認(rèn)證 ，有利于促進(jìn)我國(guó)質(zhì)量管理水平向國(guó)際水平靠攏， 取得通往國(guó)際市場(chǎng)的通行證 ，獲得良好的國(guó)際市場(chǎng)信譽(yù)。 整頓外貿(mào)進(jìn)出口秩序 針對(duì)國(guó)內(nèi)有部分企業(yè)為 一己私利，往往不顧行業(yè)整體的利益，惡意傾銷(xiāo)，給出口市場(chǎng)造成極大的危害，國(guó)家應(yīng) 及時(shí)制止外貿(mào)企競(jìng)相殺價(jià)、惡性競(jìng)爭(zhēng) ，維持外貿(mào)出口的健康發(fā)展。例如，美國(guó)的國(guó)家標(biāo)準(zhǔn)技術(shù)院，向幾個(gè)主要國(guó)家派出代表，調(diào)查研究駐在國(guó)的標(biāo)準(zhǔn)化、技術(shù)法規(guī)的情況，美國(guó)還派人常駐布魯塞爾，專(zhuān)門(mén)收集歐洲標(biāo)準(zhǔn)化和認(rèn)證的情況；日本、澳大利亞、新西蘭等國(guó)也密切注視歐洲標(biāo)準(zhǔn)化和認(rèn)證工作的發(fā)展動(dòng)向，以便研究對(duì)策。這 在一定程度上 反映了發(fā)達(dá)國(guó)家技術(shù)水平和環(huán)保意識(shí)的持續(xù)提高，也存在某些國(guó)家利用技術(shù)性貿(mào)易壁壘搞貿(mào)易保護(hù)主義的傾向。據(jù)商務(wù)部 調(diào)查顯示，歐盟、美國(guó)、日本是實(shí)施技術(shù)性貿(mào)易壁壘的主要國(guó)家和地區(qū)，其對(duì)中國(guó)出口企業(yè)造成的損失占比達(dá) 95%，所采用的主要方式有 “ 提高標(biāo)準(zhǔn) ” 、 “ 增加檢驗(yàn)檢疫項(xiàng)目 ” 和 “ 技術(shù)法規(guī)變化 ” 等，并有不斷調(diào)高和提高技術(shù)要求的趨勢(shì)。湖南、貴州等內(nèi)陸地區(qū)接受調(diào)查的進(jìn)出口企業(yè) 100%認(rèn)為出口受到技術(shù)壁壘的影響；浙江、山東、福建等沿海地區(qū)接受調(diào)查的進(jìn)出口企業(yè)分別有 86%、 76%、 68% 6 認(rèn)為出口受到國(guó)外技術(shù)壁壘的影響。 在世貿(mào)組織爭(zhēng)端解決案例中，有 28 個(gè)是與技術(shù)壁壘有關(guān)的。通過(guò)實(shí)施技術(shù)性貿(mào)易措施，起到 限制國(guó)外達(dá)不到國(guó)內(nèi)相關(guān)標(biāo)準(zhǔn)的有關(guān)商品進(jìn)入國(guó)內(nèi)市場(chǎng)的作用，從而規(guī)范我國(guó)進(jìn)出口市場(chǎng)，保護(hù)消費(fèi)者的合法權(quán)益。 雖然在短期內(nèi)對(duì)企業(yè)出口帶來(lái)壓力，但 通過(guò)這些措施的實(shí)施，無(wú)疑會(huì)使國(guó) 內(nèi)企業(yè) 在進(jìn)行對(duì)外貿(mào)易時(shí)加強(qiáng) “ 綠色 ” 概念，注重對(duì)生態(tài)環(huán)境的保護(hù)，最終實(shí)現(xiàn)我國(guó) 經(jīng)濟(jì) 建設(shè) 的可持續(xù)發(fā)展。 歐共體的一些成員國(guó)較早地認(rèn)識(shí)到技術(shù)性壁壘對(duì)成員國(guó)間貿(mào)易產(chǎn)生的不利影響。 為了保證和審核產(chǎn)品質(zhì)量，各國(guó)都制定了許多技術(shù)標(biāo)準(zhǔn)，建立了產(chǎn)品質(zhì)量認(rèn)證制度，進(jìn)而擴(kuò)展到安全認(rèn)證。因此我國(guó)應(yīng)加強(qiáng)對(duì)技術(shù)性貿(mào)易 壁壘 的管理，提高我國(guó)出口產(chǎn)品的競(jìng)爭(zhēng)力。 一、技術(shù)性貿(mào)易壁壘的含義及產(chǎn)生的背景 （一）技術(shù)性貿(mào)易壁壘的含義 技術(shù)性貿(mào)易壁壘（ Technical Barriers To Trade— TBT）是指各國(guó)為維護(hù)其本國(guó)家或區(qū)域安全、保障人類(lèi)健康和安全、保護(hù)動(dòng)植物生命和健康、保護(hù)環(huán)境等目的，通過(guò)頒布有關(guān)法律法規(guī)、標(biāo)準(zhǔn)、實(shí)施認(rèn)證、檢驗(yàn)檢疫等技術(shù)措施，對(duì)進(jìn)出口貿(mào)易活動(dòng)進(jìn)行控制的技術(shù)性限制措施 。隨著多邊貿(mào)易談判的推進(jìn)，關(guān)稅壁壘不斷削減， 出口配額等 非關(guān)稅壁壘的 作用也受到很大的限制 。幾乎所有的技術(shù)性貿(mào)易壁壘都有積極和消極兩種影響，只強(qiáng)調(diào)某一方面是不妥的，我 3 們應(yīng)當(dāng)采取措施，強(qiáng)化積極影響，抑制消極影響。 國(guó)內(nèi) 大部分企業(yè)已開(kāi)始采取相應(yīng)措施，提高自身素質(zhì)，以應(yīng)對(duì)國(guó)外技術(shù)性貿(mào)易壁壘，增強(qiáng) 其 出 4 口產(chǎn)品的國(guó)際競(jìng)爭(zhēng)力 。聯(lián)合國(guó)貿(mào)發(fā)會(huì)議的一個(gè)研究報(bào)告指出，海關(guān)程序和相關(guān)活動(dòng)所需的成本占貿(mào)易總額的 7%10%，對(duì)這些 5 程序進(jìn)行協(xié)調(diào)并簡(jiǎn)化可以降低 25%的成本，相當(dāng)于貿(mào)易總額的%%。而 2022 年相關(guān)數(shù)字分別為 66%、 25%和 110 億美元。 據(jù)材料顯示，目前我國(guó)出口的工業(yè)制成品中，勞動(dòng)密集型產(chǎn)品仍占相當(dāng)大的比重，約 %，我國(guó)工業(yè)標(biāo)準(zhǔn)約有 70%仍低于國(guó)際或國(guó)外先進(jìn)標(biāo)準(zhǔn)，因此即使發(fā)達(dá)國(guó)家制定的技術(shù)標(biāo)準(zhǔn)不復(fù)雜、不苛刻，也足以將我們的許多出口產(chǎn)品拒之門(mén)外。有關(guān)專(zhuān)家分析指出，目前出口企業(yè)在應(yīng)對(duì)中還面臨諸多困難和問(wèn)題：如 36%的企業(yè)認(rèn)為跨越技術(shù)性貿(mào)易壁壘的主要困難是 “ 信息不靈 ” ， 38%的企業(yè)認(rèn)為 主要困難在于“ 缺乏可以達(dá)到對(duì)方指標(biāo)要求的解決方案 ” 。 （一）政府應(yīng)應(yīng)對(duì)技術(shù)性貿(mào)易壁壘的作為 針對(duì)我國(guó)主要的或大宗的出口商品，研究主要貿(mào)易伙伴國(guó)的技術(shù)性貿(mào)易壁壘的狀況，以提出對(duì)策建議 美國(guó)、日本、歐盟等我國(guó)主要貿(mào)易伙伴，貿(mào)易技術(shù)壁壘問(wèn)題十分龐雜，要想都搞得清清楚楚，不太可能也沒(méi)有必要，要重點(diǎn)抓住我國(guó)主要出口行業(yè)和出口產(chǎn)品，按行業(yè)或產(chǎn)品分類(lèi)，研究主要貿(mào)易伙伴的 9 有關(guān)技術(shù)法規(guī)體系、標(biāo)準(zhǔn)體系和認(rèn)證體系，主動(dòng)與其接軌。在遵守世貿(mào)組織有關(guān)規(guī)則的同 時(shí)，應(yīng)靈活運(yùn)用有關(guān)世界貿(mào)易組織有關(guān)協(xié)議賦予的權(quán)利，特別是對(duì)發(fā)展中國(guó)家的特殊待遇和差別待遇； 10 也要利用其它國(guó)際公約，尤其是國(guó)際環(huán)保公約等賦予的權(quán)利，制訂保護(hù)措施。因此，必須大力提高技術(shù)水平，優(yōu)化商品出口結(jié)構(gòu)，提高出口產(chǎn)品在國(guó)際市場(chǎng)上的競(jìng)爭(zhēng)力。s largest virgin forest, and known for its spring and ecological environment, Arxan is marveled at by many tourists as the purest land on earth.
