【正文】 而言是一把雙刃劍，從短期看是弊大于利，從長期看是利大于弊。 雖然在短期內(nèi)對企業(yè)出口帶來壓力，但 通過這些措施的實施，無疑會使國 內(nèi)企業(yè) 在進行對外貿(mào)易時加強 “ 綠色 ” 概念，注重對生態(tài)環(huán)境的保護，最終實現(xiàn)我國 經(jīng)濟 建設 的可持續(xù)發(fā)展。特別是嚴格的技術標準，細化的技術要求，再加上持續(xù)不斷的升級，會對出口國貿(mào)易產(chǎn)品順利通關形成強烈的壓力，從而迫使其既要不斷研制新品，又要對原有產(chǎn)品的生產(chǎn)流程、工藝和方法進行革新，實現(xiàn)產(chǎn)品的更新?lián)Q代，并通過產(chǎn)品結構的調(diào)整帶動和實現(xiàn)產(chǎn)業(yè)結構的調(diào)整和優(yōu)化。通過實施技術性貿(mào)易措施，起到 限制國外達不到國內(nèi)相關標準的有關商品進入國內(nèi)市場的作用，從而規(guī)范我國進出口市場，保護消費者的合法權益。 而 根據(jù)美國商務部 1998 年的報告和歐盟的研究，僅受技術法規(guī)影響的出口產(chǎn)品就占世界出口總額的 25%，全世界出口因此減少 15%25%，因標準和認證減少的出口相當于出口總 額的 %%。 在世貿(mào)組織爭端解決案例中，有 28 個是與技術壁壘有關的。相關調(diào)查顯示： 2021 年，中國有 71%的出口企業(yè)遭遇到國外技術性貿(mào)易壁壘不同程度的限制，有 39%的出口產(chǎn)品受到不同程度的影響，造成的損失逾 170 億美元，這相當于去年出口總額的 %。湖南、貴州等內(nèi)陸地區(qū)接受調(diào)查的進出口企業(yè) 100%認為出口受到技術壁壘的影響；浙江、山東、福建等沿海地區(qū)接受調(diào)查的進出口企業(yè)分別有 86%、 76%、 68% 6 認為出口受到國外技術壁壘的影響。 三、我國出口產(chǎn)品屢遭技術性貿(mào)易壁壘限制的原因 有些學者認為，近年來我國出口貿(mào)易迅速發(fā)展，一些發(fā)達國家為了保護本國市場和產(chǎn)業(yè)，而對我國產(chǎn)品實施技術性貿(mào)易措施，其實不然，我國產(chǎn)品屢遭國外技術性貿(mào)易措施限制的主要原因是： （一）我國出口產(chǎn)品和產(chǎn)業(yè)的相對弱質(zhì)性 近年來，盡管我國外貿(mào)出口有了長足發(fā)展，但由于總體科技發(fā)展水平相對落后，許多出口產(chǎn)品技術含量低，質(zhì)量不高，相對于國外同類產(chǎn)品的生產(chǎn)技術，產(chǎn)品質(zhì)量 與標準的不斷提高，我國出口產(chǎn)品的弱質(zhì)性就會明顯表現(xiàn)出來 。據(jù)商務部 調(diào)查顯示，歐盟、美國、日本是實施技術性貿(mào)易壁壘的主要國家和地區(qū)，其對中國出口企業(yè)造成的損失占比達 95%，所采用的主要方式有 “ 提高標準 ” 、 “ 增加檢驗檢疫項目 ” 和 “ 技術法規(guī)變化 ” 等，并有不斷調(diào)高和提高技術要求的趨勢。 （四）對技術貿(mào)易壁壘的重視不夠 我國宏觀管理層次上存在某些漏洞，對國際通用的國際標準和技術管理措施知之甚少，對主要貿(mào)易對象國的技術手段缺乏了解 ，不能對我國出口企業(yè)在宏觀上予以指導 。這 在一定程度上 反映了發(fā)達國家技術水平和環(huán)保意識的持續(xù)提高，也存在某些國家利用技術性貿(mào)易壁壘搞貿(mào)易保護主義的傾向。同時，鑒于技術壁壘，不僅涉及諸多技術問題，而且涉及行政管理問題，技術性、政策性很強，一般出口企業(yè)往往不甚了解，也提不出有針對性的對策，在這方面，政府應起主導作 用，協(xié)助企業(yè)打破國外的技術壁壘，擴大出口。例如，美國的國家標準技術院，向幾個主要國家派出代表，調(diào)查研究駐在國的標準化、技術法規(guī)的情況，美國還派人常駐布魯塞爾，專門收集歐洲標準化和認證的情況；日本、澳大利亞、新西蘭等國也密切注視歐洲標準化和認證工作的發(fā)展動向，以便研究對策。我國應充分利用這個窗口，了解各成員的政府、工商、經(jīng)貿(mào)團體采取的技術壁壘的細節(jié)，為國內(nèi)企業(yè)提供服務，特別是可通過因特網(wǎng)進行咨詢，及早得到其他成員制訂的技術法規(guī)和合格評定的信息，及早采取相應的措施。 整頓外貿(mào)進出口秩序 針對國內(nèi)有部分企業(yè)為一己私利，往往不顧行業(yè)整體的利益， 惡意傾銷，給出口市場造成極大的危害，國家應 及時制止外貿(mào)企競相殺價、惡性競爭 ，維持外貿(mào)出口的健康發(fā)展。在我國的出口商品結構中，粗加工、低附加值的初級產(chǎn)品仍占很大比例，相當一部分農(nóng)副產(chǎn)品及 11 工業(yè)品達不到進口國的產(chǎn)品、環(huán)境標準。通過獲得相關國際標準的認證，有利于促進我國質(zhì)量管理水平向國際 水平靠攏， 取得通往國際市場的通行證 ，獲得良好的國際市場信譽。 ll wait in the line for one hour to get a ticket, and another two hours at the site, to only see a tiny bit of the place due to the crowds.
