許多蓄滯洪區(qū)圍堤標(biāo)準(zhǔn)低,缺少進(jìn)退洪工程和避洪安全設(shè)施,難以及時(shí)有效啟用。在防洪工程體系方面,仍然存在諸多突出薄弱環(huán)節(jié)。我國(guó)現(xiàn)有耕地中,半數(shù)以上仍為沒有灌溉設(shè)施的“望天田” ,還有一些水土資源條件相對(duì)較好、適合發(fā)展灌溉的地區(qū),由于投入不足,農(nóng)業(yè)生產(chǎn)的潛力沒有得到充分發(fā)揮?,F(xiàn)有的灌溉排水設(shè)施大多建于上世紀(jì) 50 年代至 70 年代,由于管護(hù)經(jīng)費(fèi)短缺,長(zhǎng)期缺乏維修養(yǎng)護(hù),工程壞損率高,效益降低,大型灌區(qū)的骨干建筑物壞損率近40%,因水利設(shè)施老化損壞年均減少有效灌溉面積約 300 萬(wàn)畝。我國(guó)正處在快速發(fā)展期,用水需求呈剛性增長(zhǎng),加之用水效率還不高,水資源對(duì)經(jīng)濟(jì)社會(huì)發(fā)展的約束將更加凸顯。根據(jù)全國(guó)水資源綜合規(guī)劃成果,現(xiàn)狀多年平均缺水量為 536 億立方米,工程性、資源性、水質(zhì)性缺水并存,特別是北方地區(qū)缺水嚴(yán)重。全國(guó)用水總量已近 6000 億立方米,其中農(nóng)業(yè)用水約占 62%。據(jù)統(tǒng)計(jì),近 20 年來(lái),洪澇災(zāi)害導(dǎo)致的直接經(jīng)濟(jì)損失高達(dá) 萬(wàn)億元,約占同期 GDP 的 %,而美國(guó)僅占 %。當(dāng)今我國(guó)的科學(xué)技術(shù)突飛猛進(jìn),水利已經(jīng)作為國(guó)家的基礎(chǔ)產(chǎn)業(yè)得到飛速發(fā)展,但由于國(guó)民經(jīng)濟(jì)和工農(nóng)業(yè)等的急劇發(fā)展,城鄉(xiāng)用水的供應(yīng)仍然有供不應(yīng)求的現(xiàn)象。In order to country39。為了有效的提高各級(jí)水利部門管理農(nóng)村水利資源的效率和反應(yīng)能力,我們進(jìn)行了農(nóng)村水利綜合管理的系統(tǒng)的課題研究。但是由于水資源不足,農(nóng)村很多地區(qū)都嚴(yán)重缺水,我國(guó)農(nóng)田水利建設(shè)特別是管理信息系統(tǒng)的建設(shè)還比較弱,在許多地方信息不對(duì)稱,基于提高建設(shè)管理水平及資金使用效率、確保資金使用安全的要求,實(shí)現(xiàn)了數(shù)據(jù)上報(bào)下達(dá)、項(xiàng)目申報(bào)審批、項(xiàng)目建設(shè)跟蹤,以及滿足各級(jí)農(nóng)村水利行政主管部門以及管理單位的合理調(diào)度、科學(xué)管理的需求,也實(shí)現(xiàn)了在線監(jiān)測(cè)、數(shù)據(jù)采集、數(shù)據(jù)分析的功能。網(wǎng)絡(luò)和數(shù)據(jù)庫(kù)是推行農(nóng)村水利系統(tǒng)的重要手段,對(duì)于推動(dòng)我國(guó)農(nóng)村經(jīng)濟(jì)的發(fā)展和穩(wěn)定起到一定的作用。s
