Now the guidelines on how to carry on the assessment of safety risk and environmental risk were not issued by responsible authorities. To ment many assessment reports as a whole, the contents of and methodologies used for the safety risk assessment and environmental risk assessment on the same construction project were garbled, which was not benefit to the emphasizing the different risk and to the full assessment of the risk. The relativity of the content, process and method of the environment risk assessment and safety risk assessment were discussed with author’s experience.Keywords: Environmental risk assessment Safety risk assessment Relativity我國環(huán)境和安全的相關(guān)法律法規(guī)要求，對具有安全危險和潛在重大環(huán)境危害的工程建設(shè)項目既要求進(jìn)行安全評價又要求進(jìn)行環(huán)境風(fēng)險評價[15]。實際上，兩類風(fēng)險評價既有相同點，也有不同點。 風(fēng)險評價風(fēng)險評價是指確定危害事件發(fā)生概率（機(jī)率）和模擬事件的危害程度。 安全風(fēng)險評價安全風(fēng)險評價是利用系統(tǒng)工程方法對擬建或已有工程、系統(tǒng)可能存在的危險性及其可能產(chǎn)生的后果進(jìn)行綜合評價和預(yù)測，并根據(jù)可能導(dǎo)致的事故的風(fēng)險的大小，提出相應(yīng)的
