This Specifications covers the technical requirements for the functional design, construction, performance, installation and missioning of the bypass dampers with accessories system. 本技術規(guī)范所提出的是最低限度 的技術要求，并未對一切技術細節(jié)做出規(guī)定，也未充分引述有關標準和規(guī)范的條文。供方保證提供符合本技術規(guī)范要求和現(xiàn)行中國或國際通用標準的優(yōu)質產品。 The contents of the specification are the minimum requirements, neither providing any technical details, nor referring to provisions of the relevant standards/specifications. The Supplier shall develop and supply qualified products based on the specification and present international codes and standards. 供方保證提供的設備應完全符合本技術規(guī)范的要求。 The Supplier shall guarantee that the supplied equipment is in full pliance with this the requirements herein. 供方提供的設備應是全新的和先進的，并經過 2 年以上運行實踐已證明是完全成熟可靠的產品。同時必須滿足國家的有關安全、環(huán)保等強制性法規(guī)、標準的要求。 All equipments and ponents shall be advanced, new, plete in technology and process with experience at least two (2) years and reliable products. In addition, the delivery shall be conducted in accordance with the pelling requirements of applicable safety and environment laws and standards. 凡在供方設計范圍之內的外購件或外購設備，供方應至少要推薦 2 至 3 家產品供需方確認，且需方具有選擇的權利，而且需方有權單獨采購，但技術上均由供方負責歸口協(xié)調。 For any equipment and parts to be imported, within the Supplier’s scope of design work, the Supplier shall remend at least 2 –3 manufacturers for the confirmation of the Buyer. And the Buyer shall have right to choose the manufacturer and to solely purchase materials. However, the Supplier shall offer interface and coordination technically. 在簽訂合同之后，到供方開始制造之日的這段時間內，需方有權提出因規(guī)范、標準和規(guī)程發(fā)生變化而產生的一些補充修改要求，供方應遵守這個要求，具體內容由供需雙方共同商定。 During the time period from the conclusion of contract to the mencement of the Supplier’s fabrication, the Buyer is entitled to request modification due to the change of specifications, standards and/or codes. The Supplier shall ply with the request. 本技術規(guī)范所使用的標準，如遇到與供方所執(zhí)行的標準不一致時，按較高的標準執(zhí)行，但不應低于最新國家標準。如果本技術規(guī)范與現(xiàn)行使用的有關中國標準以及中國部頒標準有明顯抵觸的條文，供方及時書面通知需方進行解決。對于引進技術的產品，應按照引進技術所在國的相關標準執(zhí)行。 In the event that the standards adopted by this specification are different from those used by the Supplier, the more stringent governs, but not lower than the latest national standards. 所有文件中的單位均采用國際單位制。設備標識采用 KKS 系統(tǒng)。 The international unit system shall be applied for measurements and KKS used for identification. 如果供方沒有以書面方式對本規(guī)范書的條文提出異議，均被視為接受和同意。如有差異之處，無論多么微小，均應進行說明和澄清。 All contents of this specification shall be considered accepted and agreed if there is no disagreement in writing presented from the Supplier. In case of discrepancy, no matter how minor it is, it shall be explained and clarified. 合同中同一參數(shù)出現(xiàn)不一致時，將按照滿足工程質量及有利于需方要求的原則修改確定。 In the event that the values of a parameter are inconsistent in the contract, its value shall be modified and determined in a way most favorable to quality and the Buyer. 2 General Description of Project 工程概況 概述 general 河北大唐王灘發(fā)電廠一期工程建設 4 600MW 燃煤汽輪發(fā)電機組，留有再建設2400MW 的可能。 Hebei Datang Wangtan Plant Phase I Project consists of 4 600MW coalfired turbine power units, with a possibility of future construction of another 4 600Mw units. 場地條件和自然條件 Site and natural conditions 廠址概述 Plant site description 河北大唐王灘發(fā)電廠位于唐山市海港開發(fā)區(qū)境內（樂亭縣王灘鎮(zhèn)），距海邊約 1 公里，西北距唐山市 95 公里，東北距秦皇島港 73 海里，西南距天津新港 84 海里。 Hebei Datang Wangtan Power Plant is at Tangshan Haigang developing zone (Leting county Wangtan Town), about 1km away from the sea, 95km from Tangshan city (northwest), 73 miles from Qinhuangdao harbor (northeast) and 84 miles from Tianjin Xingang harbor (southwest).
