【正文】 本科 畢業(yè) 設(shè)計(jì) 特種設(shè)備安全管理評(píng)價(jià)體系研究 李 哲 長(zhǎng)春建筑學(xué)院城建學(xué)院 20xx 年 6 月 8 日 畢業(yè) 設(shè)計(jì) 特種設(shè)備安全管理評(píng)價(jià)體系研究 STUDY ON THE SAFETY MANAGEMENT AND EVALUATION SYSTEM FOR SPECIAL EQUIPMENT 學(xué) 生：李 哲 指導(dǎo)教師：劉 新 專 業(yè)：安全工程 所在單位：城建學(xué)院 答辯日期： 20xx 年 6 月 11 日 長(zhǎng)春建筑學(xué)院 畢業(yè)設(shè)計(jì)（論文） I 摘 要 特種設(shè)備是國(guó)民經(jīng)濟(jì)和人民群眾生活的重要基礎(chǔ)設(shè)施，特種設(shè)備的安全直接關(guān)系到保障人民生命財(cái)產(chǎn)安全，也關(guān)系到國(guó)家經(jīng)濟(jì)運(yùn)行安全和社會(huì)穩(wěn)定，一旦發(fā)生事故，經(jīng)濟(jì)損失慘重、社會(huì)影響惡劣。同時(shí)，隨著人們對(duì)安全、健康和環(huán)境的要求越來(lái)越高，特種設(shè)備的安全正在受到越來(lái)越多的關(guān)注，因此保障特種設(shè)備安全、提高特種設(shè)備安全監(jiān)察的科學(xué)化水平和增強(qiáng)特種設(shè)備安全監(jiān)察工作的能力與效率，己經(jīng)成為一項(xiàng)具有研究?jī)r(jià)值的課題。 安全評(píng)價(jià)體系是實(shí)現(xiàn)特種設(shè)備科學(xué)監(jiān)管的基礎(chǔ)，是提高監(jiān)管效能，促進(jìn)政府科學(xué)決策的重要依據(jù)。構(gòu)建安全評(píng)價(jià)體系，旨在科學(xué)準(zhǔn)確地開(kāi)展特種 設(shè)備安全狀況等級(jí)分析，指導(dǎo)建立不同設(shè)備的風(fēng)險(xiǎn)評(píng)估、監(jiān)控措施和事故預(yù)警、防范對(duì)策，研究制訂有針對(duì)性的監(jiān)管方式，保障安全，降低管理成本，提高工作效率，為政府科學(xué)決策提供依據(jù)，促進(jìn)國(guó)民經(jīng)濟(jì)和社會(huì)進(jìn)步的協(xié)調(diào)發(fā)展。 本文首先介紹了特種設(shè)備的基本知識(shí)和我國(guó)特種設(shè)備的概況，對(duì)近年來(lái)我國(guó)特種設(shè)備的安全狀況進(jìn)行了詳細(xì)的分析，并與國(guó)外發(fā)達(dá)國(guó)家的安全管理水平進(jìn)行了比較，使我們清醒地認(rèn)識(shí)到，我國(guó)目前特種設(shè)備的安全形勢(shì)仍令人擔(dān)憂，改進(jìn)安全管理方式，建立特種設(shè)備安全評(píng)價(jià)體系勢(shì)在必行。其次，對(duì)安全評(píng)價(jià)及評(píng)價(jià)方法進(jìn)行了深入的研究，并將層次 分析法引入到安全評(píng)價(jià)體系中。通過(guò)對(duì)特種設(shè)備安全影響因素的分析，設(shè)計(jì)了特種設(shè)備安全評(píng)價(jià)指標(biāo)體系及各項(xiàng)指標(biāo)的權(quán)重，建立了安全評(píng)價(jià)模型，完善了一整套的特種設(shè)備安全評(píng)價(jià)體系。最后，為了檢驗(yàn)安全評(píng)價(jià)體系的可行性和實(shí)用性，將基于層次分析法構(gòu)建的特種設(shè)備安全評(píng)價(jià)體系應(yīng)用于廣州威爾弗汽車(chē)制造有限公司的特種設(shè)備安全風(fēng)險(xiǎn)的綜合評(píng)價(jià)，對(duì)企業(yè)進(jìn)行安全評(píng)價(jià)分析和風(fēng)險(xiǎn)分級(jí)，得出該企業(yè)的特種設(shè)備安全風(fēng)險(xiǎn)的綜合評(píng)價(jià)等級(jí)，從而為特種設(shè)備安全管理部門(mén)有針對(duì)性對(duì)企業(yè)特種設(shè)備進(jìn)行安全管理提供了依據(jù)，同時(shí)驗(yàn)證了該方法的有效性和實(shí)用性。 關(guān)鍵詞 特種 設(shè)備；層次分析法；安全評(píng)價(jià)體系；安全風(fēng)險(xiǎn)評(píng)價(jià) ；安全管理 長(zhǎng)春建筑學(xué)院 畢業(yè)設(shè)計(jì)（論文） II Abstract Special equipment is an important infrastructure of the national economy and people39。s life, the safety of special equipment directly related to the protection of people39。s lives and property safety, but also related to economic security and social stability of the country, in the event of accidents, economic losses and social influence. Also, with the development of the safety, health and the environment have bee increasingly demanding, special equipment safety is receiving more and more attention, and thus ensure the safety of special equipment, improve the scientific level of the special equipment safety supervision and enhance capability and efficiency of the special equipment safety supervision, has bee a task of great research value. Safety assessment system is the basis of scientific supervision of special equipment, is to improve the efficiency of supervision, promote an important basis for scientific decisionmaking by the Government. Construction of safety evaluation system aimed at scientific and accurate analysis of special equipment safety grades, guiding the establishment of different equipment risk assessment, monitoring and early warning, prevention, study and formulate a targeted form of regulation, security, reduce management costs, and increase productivity, provide a basis for government scientific decisionmaking, promote the coordinated development of the national economy and social progress.
