Our pany sticks to HSE policy of “Safety First, Precaution Primary”, implements various rules upon safe construction of the State Dept., the Ministry of Construction and the local government and defines safe construction in construction plan and management plan to ensure safety and health of construction workers to promote construction through safety. Meanwhile, our pany will strengthen construction safety management, cascade responsibilities to specific persons, inspect regularly and rectify in earnest to prevent accident from occurring. Due to plenty of overlapped construction and difficulties of site management, our pany will conduct site management on the basis of actual situations and according to requirements of safe and civilized construction of the State Dept., the Ministry of Construction, local govt. and Owner’s.本項目施工過程的任何失誤都將影響業(yè)主的使用計劃和企業(yè)形象。我公司在施工中,將始終貫徹“安全第一、預防為主”的安全生產(chǎn)工作方針，認真執(zhí)行國務院、建設部、當?shù)卣I(yè)主、管理公司關于建設項目施工企業(yè)安全生產(chǎn)管理的各項規(guī)定，把安全生產(chǎn)工作納入施工組織設計和施工管理計劃，保證施工人員在施工過程中的安全與健康,嚴防各類事故發(fā)生，使安全服務于施工，以安全促施工。同時我公司將強化施工安全管理，通過組織落實、責任到人、嚴格控制、定期檢查、認真整改，杜絕任何事故。本工程施工現(xiàn)場由于交叉施工較多，現(xiàn)場管理難度較大，根據(jù)實際情況我司將按照國務院/建設部/當?shù)卣?業(yè)主/管理公司關于安全文明工地的標準進行現(xiàn)場管理。Section 1 Owner’s and NTCC’s HSE Policy and Commitment第一節(jié) 業(yè)主和公司HSE方針、目標、承諾1. HSE responsibilities 項目施工安全職責定義 Project Manager 項目經(jīng)理1．He is the first leading responsible person for HSE management.項目經(jīng)理是項目施工安全管理的第一責任人，對項目施工安全管理負有領導責任；2．He is responsible for setting up HSE management team and defining HSE responsibilities.項目經(jīng)理負責組建項目施工安全管理團隊和制定項目施工安全管理責任定義；3．He should fill in “Construction Hazardous Behavior Observation Sheet” and participate in weekly safety inspection, evaluation, review and remedy meetings. 主動填寫“項目施工風險行為觀察表”，參與周項目現(xiàn)場施工安全檢查/評比/審查/整改例會；4．He should review and approve HSE documents and support HSE management financially and in terms of resources. 審查和批準項目施工安全相關文件，從物質和經(jīng)濟上對項目施工安全管理予以支持；5．Comment on HSE management and execution status at weekly meeting and ask related persons to rectify defects, if any.在項目周施工綜合會議上對項目施工安全管理和執(zhí)行狀態(tài)進行講評并責成相關人員予以整改和落實；6．He should, together with HSE Manager, participate in HSE meetings or activities hold by the local government and Owner.會同項目施工安全經(jīng)理參加當?shù)卣?業(yè)主主持的項目施工
