This paper analyzes the background and development of domestic and foreign development status of emergency management information systems, bined with the existing situation briefly describes the main problems to be solved. In summary describes the system as a whole on the basis of overall demand, further pleted the function module needs analysis and architecture design, and the main function modules detailed design description. The system uses ASP and SQL Server2008 to implement the relevant functional modules, development tools selection Dreamweaver8, related functions include: Register and Login Module, emergency submit module, individual center module, emergency case base module, emergency knowledge base module, the emergency plan library module Announcement module, basic information database module, the initial realization of the government to deal with public emergencies required capabilities to help the government better and more accurate for emergency management.Key words：Emergency Management,Emergencies,Information systemIV1項(xiàng)目概述突發(fā)公共事件是指突然發(fā)生，造成或者可能造成重大人員傷亡、財(cái)產(chǎn)損失、生態(tài)環(huán)境破壞和嚴(yán)重社會(huì)危害，危及公共安全的緊急事件。隨著經(jīng)濟(jì)的發(fā)展，我們的社會(huì)變得越來越現(xiàn)代化，城市各種事故、自然災(zāi)害、各種疾病等突發(fā)事件的多發(fā)成為一種客觀趨勢(shì)，我國的應(yīng)急管理也有了初步的成效。本系統(tǒng)的主要目的是能夠?qū)崿F(xiàn)管理機(jī)制和設(shè)計(jì)的現(xiàn)代化，由管理員登錄到該應(yīng)急管理信息系統(tǒng)，進(jìn)行應(yīng)急基本信息的管理，針對(duì)各種應(yīng)急事件進(jìn)行所有的管理和規(guī)劃，如此一來便可以減輕有關(guān)管理人員的工作強(qiáng)度和難度，用戶可以通過該系統(tǒng)查看過往歷史應(yīng)急事件的處理方式、將自己做出的應(yīng)急預(yù)案共享給其他用戶、學(xué)習(xí)相關(guān)應(yīng)急管理知識(shí)和法律法規(guī)、查看數(shù)據(jù)源等。應(yīng)急管理信息系統(tǒng)應(yīng)該說是比較典型的管理信息系統(tǒng)（MIS），對(duì)于后臺(tái)數(shù)據(jù)庫的建立來說，需要數(shù)據(jù)庫的數(shù)據(jù)一致性和完整性比較強(qiáng)，數(shù)據(jù)的安全性比較好：對(duì)于前臺(tái)界面功能的開發(fā)來說，在于需要界面的各項(xiàng)功能比較齊全，方便著手使用。近幾十年，各個(gè)國家多種突發(fā)公共事件層出不窮，現(xiàn)在各國政府亟待解決的
