INTRODUCTION 引言 This Quality Plan has been developed to ply with the 業(yè)主 /PMCContract requirements, together with the members of the XXX Quality Assurance Manual. 本質(zhì)量計劃的編寫符合 業(yè)主 /PMC合同規(guī)定，以及 XXXX質(zhì)量保證手冊的要求。 PURPOSE 目的 The purpose of the Project Quality Plan is to outline the overall framework of the XXX Quality System(s), the project anizations and the division of responsibilities for the implementation of the QA policies as related to the execution of the definition phase project activities executed from Houston and Reading. 本項目質(zhì)量計劃的編寫是為了體現(xiàn)： XXXX整個質(zhì)量體系，項目組織，責(zé)任分配的框架，以及按照休 斯頓條約執(zhí)行質(zhì)量保證方針的情況。 SCOPE 范圍 The quality plan is for the 業(yè)主 XX Petrochemicals Project XX tanks project. 質(zhì)量計劃適用于 XX石化項目 XX罐項目。 PROJECT QUALITY SYSTEM 項目質(zhì)量體系 It is the policy of XXX, in executing the 業(yè)主 XX Petrochemicals Project, to implement a Quality Management System plying with ISO 9001: 1994 to demonstrate that the services provided by XXX ply with the specified contractual, safety and legal requirements of 業(yè)主 and good engineering practice, Project management system requirements for Health, Safety and conservation of the Environment are detailed separately within the Project HSE Management System, The XXX Project manager shall be accountable and responsible for the effective anization and functioning of Project resources, and shall have primary responsibility for Quality and shall provide objective evidence of its achievement XXXX在 XX石化項目中的方針是按照 ISO 901： 1994執(zhí)行質(zhì)量管理體系。本質(zhì)量計劃說明 XXXX提供的服務(wù)遵守 業(yè)主 具體的合同，安全和法律規(guī)定，并提供優(yōu)質(zhì)的設(shè)計服務(wù)， 以及項目的健康，安全管理體系的規(guī)定。有關(guān)環(huán)境保護的內(nèi)容在 HSE管理體系中有詳細論述。XXXX項目經(jīng)理對項目的有效組織以及資源的運作負責(zé)，并對質(zhì)量和項目進度證據(jù)的客觀性 負有根本責(zé)任。 The XXX Quality Management System places heavy emphasis on the prevention of problems (proactive) rather than dependence on detection once the problems have arisen (reactive). Two important verification activities shall be conducted throughout the project: XXXX質(zhì)量管理體系著重強調(diào)防范于未然，而不能等問題出現(xiàn)后才去解決。下列兩項審查將貫穿整個項目的實施： ? Verification of Project Deliverables Verification of the Project Quality Management System ? 審查項目質(zhì)量管理體系交工驗收 It is recognized that the Quality Management System must be reviewed by means of audit at regular intervals throughout Project execution. The Project Quality Assurance Manager shall coordinate the Audit and Activity Program to ensure effective coverage of the key quality areas. In addition, the Project Quality Assurance Manager shall report as necessary/ as appropriate to the XXX Project Manager and the PMCQuality Assurance Manager with analyses of QA activities. The Project Quality Assurance Manager shall have the anizational freedom to identify and record Quality problems。 initiate, remend or provide solutions。 and monitor system performance in order to confirm that any deficiency or unsatisfactory condition has been corrected. The Project Quality Assurance Manager shall have access to the Quality Assurance Manager for advice and in the event of unresolved differences. Verification of Project Deliverables Project Deliverables shall be subject to checking and approval during their development and subsequent issue at progressive revisions.
