【正文】 本 科 學(xué) 生 畢 業(yè) 論 文 2022 年 4 月 30 日 論文題目： 行政誠信對清明社會建設(shè)的基礎(chǔ)作用 學(xué) 院： 法學(xué)院 年 級： 2022 級 專 業(yè)： 行政管理 姓 名： 楊金政 學(xué) 號： 20226320 指導(dǎo)教師： 教軍章 I 摘要 黨的十八大提出社會主義核心價值觀，并進(jìn)一步確立了依法治國的地位。這就要求政府要做到行政誠信。對清明社會來說，目前行政失信等問題的存在對其的實現(xiàn)產(chǎn)生了嚴(yán)重的阻礙作用。能否實現(xiàn)行政誠信，不僅影響著整個社會的安定同時也直接決定了清明社會能否 實現(xiàn)。 本文共分為四個部分。第一部分主要介紹行政誠信及清明社會的概念，奠定了全文的理論基礎(chǔ)。第二部分介紹了行政誠信在我國發(fā)展的現(xiàn)狀，指出我國行政誠信所帶來的積極作用，并重點介紹了行政失信的情況和其產(chǎn)生原因：政府對道德要求的教育并未產(chǎn)生實際上的作用，并逐漸被忽視；隨著社會主義市場經(jīng)濟(jì)的深入改革，我國的行政誠信制度也在隨之發(fā)生改變，到目前為止雖然取得了一定的成果，但行政誠信體系并不完善；公眾與政府間的信任程度降低等。第三部分重點分析了行政誠信對構(gòu)建清明社會的作用。從經(jīng)濟(jì)與政治兩大方面著手，指出行政誠信是構(gòu)建清明 社會的重要部分、是政府建設(shè)的必要條件、是依法治國的基本手段、是社會誠信的重要前提同時也是是穩(wěn)定市場經(jīng)濟(jì)的重要保證。第四部分則在上述基礎(chǔ)上從意識與制度兩方面提出了促進(jìn)行政誠信的完善和提高的三大措施：提高行政誠信覺悟，強化行政人員的誠信意識；建立并完善行政誠信體系；健全行政誠信的監(jiān)督機制。 本文在已有的觀點與研究基礎(chǔ)上，從行政學(xué)、法學(xué)、經(jīng)濟(jì)學(xué)、政治學(xué)等不同學(xué)科進(jìn)行了多角度的討論與研究，并針對時事與我國的特色闡述了行政誠信的意義與作用。在事實基礎(chǔ)上對行政失信行為進(jìn)行了詳細(xì)的解釋說明與歸納總結(jié)，并對其產(chǎn)生原因進(jìn)行了分析。概括出“清明社會”的內(nèi)涵與精神，并將行政誠信對其產(chǎn)生的作用進(jìn)行了較全面的分析。 關(guān)鍵詞 行政誠信；清明社會；公共監(jiān)督；法治行政 II Abstract The socialist core values is put forward, the party39。s eighteen and further establish the position of governing the country according to law.
