【正文】 ` 湖 南 涉 外 經(jīng) 濟(jì) 學(xué) 院 本科畢業(yè)論文（設(shè)計(jì)） 題目 我國中央銀行反洗錢問題探析 作者 學(xué)院 商學(xué)院 專業(yè) 金融學(xué) 學(xué)號(hào) 指導(dǎo)教師 二〇一五年五月二十一日 I 摘 要 這些年來，隨著我國的經(jīng)濟(jì)的飛速增長，各種跨國違法組織和洗錢集團(tuán)也逐漸滲入中國市場，同時(shí)伴隨著物品走私、毒品、賄賂貪污等犯罪行為的不斷發(fā)生，不是合法的轉(zhuǎn)移資金各種活動(dòng)開始涌現(xiàn)，我國的洗錢問題越來越嚴(yán)重越來越明顯。這種現(xiàn)象不但破壞了我國金融體系的安全損害到我國金融機(jī)構(gòu)的聲譽(yù)，同時(shí)極大地影響到中國經(jīng)濟(jì)秩序的平 穩(wěn)運(yùn)行。而我國因?yàn)闆]有反洗錢提前防范意識(shí)沒有布置相關(guān)監(jiān)控措施，導(dǎo)致不能及早發(fā)現(xiàn)這些犯罪矛頭而丟失相應(yīng)的線索，從而影響了追查、打擊洗錢犯罪及其上面犯罪和追回這些犯罪分子非法轉(zhuǎn)移的資金。本文首先進(jìn)行了我國中央銀行反洗錢的機(jī)理分析；接著介紹了我國中央銀行反洗錢的現(xiàn)狀并進(jìn)行了問題分析；闡述了國外中央銀行反洗錢的經(jīng)驗(yàn)借鑒；最后對(duì)我國中央銀行反洗錢的對(duì)策和思路提出了幾點(diǎn)建議。 關(guān)鍵詞 ：中央銀行反洗錢； 國外經(jīng)驗(yàn)借鑒；對(duì)策思路 II ABSTRACT Over the years, with the rapid growth of our country39。s economy, all kinds of illegal anizations and transnational money laundering group is gradually entering into the Chinese market, at the same time acpanied by items smuggling, drugs of corruption, bribery and other crimes, not a legal transfer funds activities have begun to emerge, money laundering problem more and more serious in China is more and more phenomenon not only damage the security of our financial system will damage the reputation of the financial institutions in our country, at the same time greatly affect China39。s economic order running our country because of the lack of money laundering prevention and monitoring measures, lead to can39。t help identify the crime against lost corresponding clues, which affect the study, to crack down on the crime of money laundering crime and its upstream crime and article first has carried on the analysis of the mechanism of the central bank39。s antimoney laundering。Then this paper introduces the present situation of our country central bank antimoney laundering and problem analysis。This paper expounds the experience of foreign central Banks antimoney laundering。Finally, China39。s central bank money laundering countermeasures and ideas put forward some Suggestions.
