Therefore, information construction of the institution is an inevitable tend. The information system will advance tacit knowledge convert to explicit knowledge, manage and facilitate the exchange of the knowledge. The uses have bee the core of the information construction of the institution. The institution not only due to manage a large number of knowledge documents of various types, but also has to deal with plex workflow to achieve paperless office and office automation. This paper introduces workflow into the knowledge management system in order to provide the user more convenient in knowledge exchange and official business. A knowledge management system is designed and developed in this paper in order to confirm the trend of institution management and the requirement of the user. This system is based on the theory of workflow management. This paper introduced research status and development trends of the knowledge management and related technology of workflow. The knowledge management system is analyzed in detail and modeled in this paper with use case diagram. A knowledge management system based workflow is designed and developed in this paper. The major work of this paper is that the workflow technology is introduced in the development of this system, and that the office automation is implemented. The developed mode and, structure of the system and the related data are designed according to one of the flows. C, , Ajax and SQL Server technology are applied, and the structure of B/S is adopted. This system has been successfully applied in daily use of the institution at present. It improves the efficiency of the institution greatly and achieves paperless office. What’s more, the exchange of knowledge is promoted and the petitiveness of the institution is improved.
