Since the late 90s of last century, a new hotel format—budget hotel which has existed for a long time in foreign countries, started to emerge in our country’s large and medium cities. Both domestic investors and foreign show their interests in this present, China39。s budget hotel is still in a stage of development. On one hand, there are broad prospects for development, on the other hand, many problems has been revealed in the process of development. How to succeed in a market which is full of fierce petition and, how to construct budget hotels and make them develop in a healthy, rapid and stable way have bee urgent problems to be solved. Therefore, we should be clear about the connotations and characteristics of the budget hotel, and at the same time analyze its current situations and problems in order to find a proper solution finally. In this paper,we try to propose a initial concept by conserdering the situations of budget hotel in and broad and generalizing the features of our country,analyze the social conditions and market conditions of developing budget hotel,and put forward some suggestions and strategies so as to promote a orderly and sustainable development of budget hotel. In the first chapter (chapter one), which is a brief introduction on our country’s budget hotel, we make clearly of the scope, sort and feature of the budget hotels through analyzing the rating system of hotels in and abroad with the consideration of our national condition. In part two (chapter two), by analyzing the existing problems in running the budget hotels, the author put forward the connotation of this kind of hotel. That is a hotel with low investment, small scale and guestroom service. The features are tidy, clean, fort, safe, cheap renting fee but good service. The hardware of the hotel is close to two or three star hotel. The third part (includes chapter three and four), the author makes analysis on the social conditions and marketing conditions for running the hotel. Also the analysis on SWOT for the development of the budget hotel is included. The author work out that the marketing is large but the supplement is not enough. With more challenges than threatens, there is a unique opportunity to develop. The forth part (chapter five) mainly focuses on the strategy of developing of our own national budget hotel about the positioning of the hotel and marketing, the management of human source, the enhancement of corporate culture, and its brand and collectivize. The fifth part (chapter six), using Ru Jia as an example to illustrate some references for other budget hotels by analyzing its development, strategy and challenges.
