Informationbased and integral construction demands speedier, more accurate and newer battle situation, such as the powerdriven, guarantee, equipment transport works as a main longdistance powerdriven for land defends and the future war. Its speed, accuracy, safety and confidentiality rely on a precise transport project and transport guarantee project. A tran sport projectare and a guarantee project are both important ponents of military railway transport, and the basis for the cooperation and management among relative unites. In the past, the project of railway transport was worked out manually, requiring many trained and experienced experts and taking much time, which can not conform to the powerdriven demand of modern war. From all above, we can see, for speed, efficiency and accuracy, developing a prehensive railway transport management system for the troops is the demand ofinformationbase construction. The prehensive railway transport management system in the thesis adopts database managementIt is a database application system, and can be used to work out transport project and transport guarantee project on the basis of a transport task and the exsisting transport situation.
