Their responsibilities related to CCC are： — to supervise CCC of products within their respective jurisdictions — to investigate and sanction violence of laws and regulations related to CCC 11 三 強制性產(chǎn)品認證制度的建立與實施體系 Part 3 CCC: Responsibilities and Obligations 4． 指定認證機構(gòu)及檢測、檢查機構(gòu) Designated certification, testing and inspection bodies 指定認證機構(gòu)是強制性認證工作實施的主體，其主要職責為： ― 按照認證實施規(guī)則的要求實施具體產(chǎn)品的強制性認證活動 ― 向獲證產(chǎn)品及相關企業(yè)頒發(fā)強制性產(chǎn)品認證證書 ― 對獲證產(chǎn)品及相關生產(chǎn)廠進行跟蹤檢查 ― 暫停、注銷和撤消認證證書 ― 處理有關方面對認證產(chǎn)品及認證申請人的投訴、申訴 The responsibilities of designated CBS are: — To do certification in accordance with Implementation Rules for CCC — To issue to enterprises CCC certificates for certified products — To do surveillance of certified products and their factories — To suspend, cancel and withdraw certificates — To deal with plaints and appeals about certified products and certification applicants 12 三 強制性產(chǎn)品認證制度的建立與實施體系 Part 3 CCC: Responsibilities and Obligations 為認證機構(gòu)提供服務的檢測、檢查機構(gòu)接受認證機構(gòu)的委托為其提供認證產(chǎn)品的檢測報告、認證產(chǎn)品生產(chǎn)廠的工廠審查報告。 Contracted testing laboratories and inspection bodies of the certification body provide test reports and factory inspection reports. 認證機構(gòu)對強制性產(chǎn)品認證證書負責。 The certification body is responsible for CCC certificates it issues. 13 三 強制性產(chǎn)品認證制度的建立與實施體系 Part 3 Responsibilities and Obligations 5． 指定認證標志發(fā)放機構(gòu) CCC Mark Issuing Center ― 根據(jù)企業(yè)提供的認證證書，發(fā)放認證標志 ― 接受國家認證認可監(jiān)督管理委員會的委托，對于非標準規(guī)格的認證標志以及模壓等其他方式使用的認證標志的使用方案進行核準 ― 為地方質(zhì)檢機構(gòu)提供執(zhí)法所需的信息 — to issue CCC Mark — to approve the use of nonstandard CCC Marks — to provide information need for law enforcement 14 三 強制性產(chǎn)品認證制度的建立與實施體系 Part 3 CCC: Responsibilities and Obligations 6. 指定認證機構(gòu)、檢測機構(gòu)、檢查機構(gòu)在強制性產(chǎn)品認證工作中的義務： Obligations of designated CBs, testing labs and inspection bodies 1） 接受國家認監(jiān)委的監(jiān)督 to accept supervision by CNCA 2） 在指定范圍內(nèi)開展相應工作 to do certification, testing or inspection within the designated scope 3） 保證認證、檢測、檢查結(jié)果的準確性，承擔相關法律責任 to ensure accuracy of certification, test or inspection results and bear relevant legal liabilities 4） 保守認證產(chǎn)品、申請人、生產(chǎn)廠的技術秘密 to protect confidentiality of technical secrets of certified products, certification applicants and the factories 15 三 強制性產(chǎn)品認證制度的建立與實施體系 Part 3 CCC: Responsibilities and Obligations 5） 未經(jīng)許可不得向其他機構(gòu)轉(zhuǎn)讓認證受理、認證決定、檢測、檢查權(quán)力 not to subcontract its rights of acceptance and decision of certification, testing and inspection without authorization 6） 不得從事與本機構(gòu)業(yè)務相關的咨詢服務 not to do consultancy related to its own business 7） 不得擅自與其他機構(gòu)簽署關于認證結(jié)果、檢測結(jié)果、檢查結(jié)果的相互承認協(xié)議 not to recognize results of certification, testing and inspection of other bodies without authorization 8） 配合執(zhí)法部門的監(jiān)督檢查工作 to support market surveillance by law enforcement authorities 9） 建立申訴、投訴機制，公正處理認證爭議 to set up mechanisms for plaints and appeals, and deal with certification disputes 16 三 強制性產(chǎn)品認證制度的建立與實施體系 Part 3 CCC: Responsibilities and Obligations 7.〈 目錄 〉 內(nèi)產(chǎn)品的生產(chǎn)者、銷售者、進口商和經(jīng)營活動的使用者在強制性產(chǎn)品認證制度實施過程中的義務： Obligat
