【正文】 故橡膠壩壩址處二十年一遇洪峰流量為420m3/s，五十年一遇洪峰流量為570m3/s。 本工程主要分為以下幾個(gè)部分：橡膠壩工程；邊墻工程；控制室工程；河道疏浚工程。（一）橡膠壩工程根據(jù)莊浪縣2007年建設(shè)計(jì)劃，本次暫做1～3橡膠壩設(shè)計(jì)，以后逐步實(shí)施。根據(jù)北洛河城區(qū)段總體規(guī)劃要求，盡量增加水深和蓄水量，1橡膠壩控制水面洄水至自來水公司截水廊道，2橡膠壩控制水面洄水至1橡膠壩，3橡膠壩控制水面洄水至2橡膠壩。經(jīng)綜合考慮，確定1～3橡膠壩均為單跨，1，，凈長(zhǎng)91 m；2，，凈長(zhǎng)94 m；3，，凈長(zhǎng)95 m。1～3橡膠壩基礎(chǔ)均置于新鮮巖石上，采用C20鋼筋砼現(xiàn)澆，底板以下為C15混凝土基礎(chǔ)，壩底板順?biāo)鞣较蜷L(zhǎng)度分別為10m、9m、10m，、采用651型止水帶止水，伸縮縫采用2cm厚閉孔泡沫板。該橡膠壩壩袋采用雙錨固形式錨固，錨固槽為暗槽設(shè)置，壩袋上下游錨固線采用外錨固，端部堵頭錨固線采用內(nèi)錨固。（二）邊墻工程左、右岸邊墻結(jié)構(gòu)型式完全相同，、基礎(chǔ)座于基巖上，1，；2，；3，；邊墻結(jié)構(gòu)為重力式擋土墻結(jié)構(gòu)，采用C20鋼筋混凝土現(xiàn)澆。（三）河道疏浚工程根據(jù)實(shí)測(cè)河道中心線縱斷面圖及橡膠壩設(shè)計(jì)指標(biāo)，本次河道疏浚長(zhǎng)度為785m，其中：1橡膠壩以上疏浚長(zhǎng)度為300m，河道設(shè)計(jì)比降為1/72；1～2橡膠壩之間疏浚長(zhǎng)度為282m，河道設(shè)計(jì)比降為1/86；2～3橡膠壩之間疏浚長(zhǎng)度為203m，河道設(shè)計(jì)比降為1/94。（四）控制室工程控制室是操縱橡膠壩充脹和排空坍落的機(jī)電設(shè)備及附屬設(shè)施的維護(hù)結(jié)構(gòu)。為了節(jié)約投資和方便交通，控制室布置在3橡膠壩的右岸壩端，矩形結(jié)構(gòu)，共三層，。一層位于臺(tái)地下，為設(shè)備層，主要放置充排壩袋的水泵、電機(jī)及測(cè)壓設(shè)備等，；二層為配電層，主要放置配電柜等設(shè)備；三層管理層，為操縱及看護(hù)橡膠壩人員的住所。樓板為整體現(xiàn)澆式板梁結(jié)構(gòu)，各層之間采用內(nèi)置懸臂式鋼筋混凝土樓梯連接。供水水源為自來水，采用兩臺(tái)ISG80125（I）型單級(jí)單吸管道離心泵，一臺(tái)備用，用Φ150mm直縫卷制電焊鋼管為供水管，經(jīng)埋于壩底板下方的供（排）水管路，向壩體供水。控制室內(nèi)布置3臺(tái)300S12A型單級(jí)雙吸中開式離心泵，經(jīng)埋于壩底板下方的供排水管路，排放壩內(nèi)水體。控制室10KV電源引自，距離約150米，單回路供電，架空10KV線路選用LGJ350電纜，室外柱上變壓器選擇S9100/10一臺(tái)，其容量為100KVA，水泥電桿長(zhǎng)12米，檔距為50米。配電屏安裝有GGD125（改）總控制屏(兼進(jìn)線柜)， 寬度均為800mm，所有電氣設(shè)備均在屏上操作。 施工組織該工程位于主河槽上，受氣候條件限制較大，需在短期內(nèi)突擊完成，原則上以機(jī)械化施工為主，人工施工為輔；專業(yè)隊(duì)伍施工為主，民工施工為輔，爭(zhēng)取在2007年6月底以前竣工并投入運(yùn)用。工程在項(xiàng)目管理上嚴(yán)格按照基本建設(shè)程序，在本工程施工過程中，必須認(rèn)真細(xì)致地嚴(yán)把質(zhì)量關(guān)，建立項(xiàng)目管理責(zé)任制和質(zhì)量管理保證體系，確保工程質(zhì)量，力爭(zhēng)工程按期順利完工。 工程管理該工程屬于Ⅳ等工程，根據(jù)中華人民共和國水利部《水利工程管理單位編制定員試行標(biāo)準(zhǔn)》（SLJ705—81），設(shè)管理人員6人，分設(shè)所長(zhǎng)（股級(jí)），工程管理及水情調(diào)度，財(cái)務(wù)供應(yīng)、行政辦公及建筑物維修養(yǎng)護(hù)、護(hù)壩、水工觀測(cè)、水庫調(diào)度運(yùn)行等人員。工程管理機(jī)構(gòu)為“莊浪縣北洛河城區(qū)段橡膠壩工程管理所”， 該管理所由莊浪縣政府領(lǐng)導(dǎo)，業(yè)務(wù)隸屬于縣水務(wù)局，管理所負(fù)責(zé)工程安全調(diào)度、工程維修、水工觀測(cè)及資料整編等工作。管理方法上實(shí)行定崗、定員、定責(zé)，該工程投資較大，必須保證工程自身及運(yùn)行安全，需按照國家有關(guān)技術(shù)規(guī)范及操作規(guī)程的要求，制定工程管理細(xì)則，并進(jìn)行專業(yè)技術(shù)和職業(yè)道德培訓(xùn)。在莊浪縣城區(qū)段修建橡膠壩，進(jìn)行梯級(jí)開發(fā)，水量豐富，河道泥沙淤積量小，水質(zhì)良好，環(huán)境優(yōu)美。工程建成后常年擋水，形成人工湖，兼有凈化空氣的作用，同時(shí)與紫荊公園風(fēng)景區(qū)交相輝映，共同構(gòu)筑一個(gè)小型景區(qū)，為當(dāng)?shù)匕l(fā)展旅游事奠定了良好的基礎(chǔ)。工程施工過程中，對(duì)施工現(xiàn)場(chǎng)的生態(tài)環(huán)境會(huì)有暫時(shí)的一定程度的破壞；施工后及時(shí)對(duì)環(huán)境進(jìn)行保護(hù)和恢復(fù)，可以將其不利影響消除或降低到最低限度?？傊?，工程建成后，具有較好的生態(tài)效益和社會(huì)效益，宜盡快實(shí)施。 工程量及投資，，。，。工程主要材料量：水泥3416T，鋼材144T， m3。2 基本資料 流域概況水洛河屬渭河二級(jí)支流，上游分為南洛河和北洛河兩條支流,兩支流于莊浪縣城處匯合，匯合后稱下洛河。南洛河發(fā)源于關(guān)山西麓莊浪縣韓店鄉(xiāng)的灶火溝，由東向西，流經(jīng)韓店鄉(xiāng)、南坪鄉(xiāng)和水洛鎮(zhèn)，，年均徑流量 ，；北洛河發(fā)源于寧夏回族自治區(qū)隆德縣蘇臺(tái)鄉(xiāng)馬鹿溝和黃草溝，由東北流向西南，于莊浪縣通邊鄉(xiāng)佛崖灣峽流入莊浪縣境，流經(jīng)通邊鄉(xiāng)、通化鄉(xiāng)、良邑鄉(xiāng)和水洛鎮(zhèn)，河長(zhǎng)31Km，流域面積278km2，；下洛河由東北向西南，流經(jīng)朱店鎮(zhèn)、萬泉鄉(xiāng)至徐家城納入清水河，經(jīng)靜寧縣周家峽口、出清水峽，至仁大川高溝村注入葫蘆河。水洛河 （），（）,，年均輸沙量395萬t。本次可研設(shè)計(jì)橡膠壩壩址位于北洛河末端，壩址以上控制流域面積278Km，年均徑流量2974萬m3。 氣象莊浪縣位于內(nèi)陸腹地，屬大陸性季風(fēng)氣候區(qū)，全年盛行西北風(fēng)，歷年最大風(fēng)速為20m/s。氣候干燥，晝夜溫差大，夏季氣溫高，多冰雹、雨洪，夏秋季雨水集中?！?，最熱月為7月，℃，℃；最冷月為1月，平均氣溫－℃，極端最低氣溫－23℃，最大凍土深63cm，多年平均無霜期142天。，年內(nèi)分布極不平衡，冬春降水稀少，10月至翌年4月降水僅占全年降水的20％，全年降水量60％以上集中在7－9三個(gè)月。（口徑20cm）。有關(guān)氣象統(tǒng)計(jì)資料見表2－1。 年徑流水洛河流域年徑流多由降雨補(bǔ)給，大多以暴雨形式出現(xiàn)，年內(nèi)分配極不均勻，多集中在7－9月。全年可分為3－5月為春汛期，由上游冰雪融水和降雨補(bǔ)給，6－9月為夏秋洪水期，以降雨補(bǔ)給為主，10－11月為秋季枯水期，以地下水補(bǔ)給及河槽儲(chǔ)蓄量為主，12月至次年3月為冬季枯水期，以地下水補(bǔ)給為主。由于北洛河無實(shí)測(cè)水文資料，故利用《甘肅省水文圖集》進(jìn)行年徑流計(jì)算。按圖勾繪出流域分水線，并定出流域中心位置，用直線內(nèi)插法求得北洛河流域多年平均徑流深為107mm。多年平均徑流量：用公式Q=（1000FY）/T計(jì)算出平均流量，再由公式W=QT計(jì)算多年平均徑流量。式中：Q——多年平均流量（m3/s） F——流域面積，為278Km2 Y——多年平均徑流深，為107mm T——計(jì)算時(shí)段長(zhǎng)，106s，并求得多年平均徑流量分別為2974萬m3。to the branch on a regular basis to inspect and guide the party building work system, and meets at least quarterly and team meetings or conferences.
