【正文】 定政府采購協(xié)定信息技術(shù)協(xié)定（國際奶制品協(xié)定）（國際牛肉協(xié)定）民用航空器協(xié)定民用航空器協(xié)定政府采購協(xié)定政府采購協(xié)定信息技術(shù)協(xié)定信息技術(shù)協(xié)定（國際奶制品協(xié)定）（國際奶制品協(xié)定）（國際牛肉協(xié)定）（國際牛肉協(xié)定）3 ：貿(mào)易政策審議機制（ T P R M ）：貿(mào)易政策審議機）附件 4 ：諸邊貿(mào)易協(xié)定（ P T A ）：諸邊貿(mào)易協(xié)定（ ）GATT Article XXIII Nullification or Impairment If any WTO member should consider that any benefit accruing to it directly or indirectly under this Agreement is being nullified or impaired or that the attainment of any objective of the Agreement is being impeded as the result of (a) the failure of another member to carry out its obligations under this Agreement ,or (b) the application by another member of any measure, whether or not it conflicts with the provisions of this Agreement, or (c) the existence of any other situation. 違法之訴（ violation case ） 非違法之訴（ nonviolation case） 情形之訴（ other situation case） 專家組（ Expert Panel） DSB的非常設(shè)機構(gòu)，應(yīng)申請成員的請求就具體爭端的解決而成立的臨時性組織。 （ 1）就爭端事實做出客觀評估； （ 2）就爭端事實之間是否符合有關(guān)協(xié)定的規(guī)定作出客觀評估； （ 3）就爭端的解決作出裁決報告。 上訴機構(gòu)（ Appellate Body） DSB的常設(shè)機構(gòu)，由 7人組成，任期 4年，可連任一次。 職能：僅就專家組報告涉及的法律問題及專家組所作的法律解釋進行審理，可維持、修改或撤銷專家組的裁決。 張月姣，吉林省人，生于 1944年10月， 1968年獲法國漢納大學(xué)學(xué)士學(xué)位， 1981至 1982年赴美國喬治頓法學(xué)院、哥倫比亞大學(xué)法學(xué)院學(xué)習(xí)，獲法學(xué)碩士學(xué)位。 1978年起，張月姣律師在中國國家進出口委員會、中國外國投資委員會參與了起草中外合資企業(yè)法、經(jīng)濟特區(qū)條例等。1984至 1997年，任中國對外經(jīng)濟貿(mào)易合作部條約法律司外資處副處長、外貿(mào)處處長、副司長、司長。參與起草中國的 《 民法通則 》 、 《 涉外經(jīng)濟合同法 》 、 《 公司法 》 、 《 中外合作經(jīng)營企業(yè)法 》 、 《 外貿(mào)法 》 、《 反傾銷條例 》 、 《 反補貼條例 》等法規(guī)；審批外商投資企業(yè)合同；還率中國代表團與外國談判 《 投資保護協(xié)定 》 ；參加制定
