【正文】 月（二）實(shí)施的進(jìn)度安排2011年7月—2012年7月（1）完成擴(kuò)建標(biāo)準(zhǔn)化商品豬舍60000平方米的土建（含附屬用房）及養(yǎng)殖機(jī)械化配套設(shè)施的建設(shè)任務(wù)。糞污處理工程2012年2月—2013年2月，完成糞尿綜合治理和生態(tài)養(yǎng)殖工程，建造雨、污分離系統(tǒng)和有機(jī)肥粗加工工程。十一、土地、規(guī)劃和環(huán)保（一）土地與規(guī)劃項(xiàng)目建設(shè)地屬蕭山區(qū)新灣鎮(zhèn)圍墾用地，與新灣鎮(zhèn)簽訂土地租賃協(xié)議。由于項(xiàng)目在現(xiàn)有場(chǎng)內(nèi)進(jìn)行擴(kuò)建，不涉及土地征用，原豬場(chǎng)范圍內(nèi)進(jìn)行擴(kuò)建，2008年已得到蕭山區(qū)有關(guān)部門的許可。其治理包括三個(gè)方面：一是改進(jìn)工藝，改善設(shè)備，改造豬舍和排污系統(tǒng)，推進(jìn)清潔生產(chǎn)和生態(tài)養(yǎng)殖；二是建造治污工程，場(chǎng)內(nèi)污物、污水處理后達(dá)到排放標(biāo)準(zhǔn)；三是合理消納豬糞，按當(dāng)前都市農(nóng)業(yè)的發(fā)展要求，把豬糞集中堆積發(fā)酵，制作有機(jī)肥（成品或半成品）清潔運(yùn)輸，施用于無(wú)公害蔬菜、瓜果和花卉苗木的種植上。本項(xiàng)目擬建立領(lǐng)導(dǎo)小組和實(shí)施小組，由區(qū)發(fā)改、農(nóng)業(yè)、財(cái)政的主要領(lǐng)導(dǎo)組成領(lǐng)導(dǎo)小組，有關(guān)部門和杭州蕭山之江養(yǎng)殖有限公司組成實(shí)施小組。項(xiàng)目實(shí)施小組對(duì)領(lǐng)導(dǎo)小組負(fù)責(zé)，具體負(fù)責(zé)項(xiàng)目實(shí)施方案的制定與組織實(shí)施，保質(zhì)保量按項(xiàng)目要求如期完成。由公司財(cái)務(wù)科對(duì)項(xiàng)目建設(shè)資金實(shí)行“專項(xiàng)存儲(chǔ)、專項(xiàng)管理”，嚴(yán)格按投資計(jì)劃和實(shí)際工作進(jìn)度劃拔建設(shè)資金，保證?？顚Ｓ?。項(xiàng)目建成投產(chǎn)后，按照現(xiàn)代企業(yè)制度和國(guó)家標(biāo)準(zhǔn)化豬場(chǎng)的規(guī)范要求，建立有效的經(jīng)營(yíng)管理模式。項(xiàng)目建成投產(chǎn)后，實(shí)行現(xiàn)代企業(yè)管理制度，由經(jīng)理負(fù)總責(zé)，生產(chǎn)、技術(shù)、經(jīng)營(yíng)分塊負(fù)責(zé)，并層層推行畜牧生產(chǎn)經(jīng)營(yíng)責(zé)任制。三是建立質(zhì)量追溯管理制度，做好生產(chǎn)檔案記載和動(dòng)物標(biāo)識(shí)工作，完善畜產(chǎn)品安全生產(chǎn)體系。嚴(yán)格規(guī)范操作，切實(shí)執(zhí)行“飼養(yǎng)管理操作規(guī)程”。（三）項(xiàng)目建成后正常運(yùn)行的成本費(fèi)用項(xiàng)目完成投產(chǎn)后年運(yùn)行費(fèi)用600萬(wàn)元，主要用于購(gòu)買飼料、藥劑，支付水、電、工資、修理等日常開支費(fèi)用。每年可向市場(chǎng)銷售優(yōu)質(zhì)商品肉豬50000頭，全年銷售量達(dá)8500噸，年創(chuàng)產(chǎn)值1億元，總收入8000萬(wàn)元，利潤(rùn)800萬(wàn)元。（三）風(fēng)險(xiǎn)預(yù)測(cè)項(xiàng)目建成后，運(yùn)行風(fēng)險(xiǎn)主要為市場(chǎng)風(fēng)險(xiǎn)和疾病風(fēng)險(xiǎn)。只要加強(qiáng)市場(chǎng)拓展，開展優(yōu)質(zhì)服務(wù)，嚴(yán)把質(zhì)量關(guān)，以質(zhì)量占領(lǐng)市場(chǎng)，可抵御風(fēng)險(xiǎn)。疾病風(fēng)險(xiǎn)：引進(jìn)的種豬經(jīng)動(dòng)檢部門嚴(yán)格檢疫，到場(chǎng)后嚴(yán)格隔離飼養(yǎng)。杭州市蕭山區(qū)養(yǎng)豬行業(yè)協(xié)會(huì)在全國(guó)較早實(shí)施對(duì)規(guī)模養(yǎng)豬企業(yè)的生豬防疫互助合作保險(xiǎn)，建立基金，支持各養(yǎng)豬企業(yè)的安全生產(chǎn)。21球還是水球？t any in sight: they had all run away!
