【正文】 件與可行性研究報(bào)告一同送交項(xiàng)目審批部門審批。通過項(xiàng)目法人與承包方簽訂明確雙方私利義務(wù)的經(jīng)濟(jì)合同。 本項(xiàng)目資金主要由項(xiàng)目單位自行籌措解決，但是由于項(xiàng)目規(guī)模較大，根據(jù)《中華人民共和國(guó)招標(biāo)投標(biāo)法》以及相關(guān)的配套法規(guī)規(guī)定，必須招標(biāo)。前者稱為工程項(xiàng)目的建設(shè)全過程總承包或“交鑰匙工程承包”，簡(jiǎn)稱總承包，后者稱為單項(xiàng)工作內(nèi)容承包。一般來說，經(jīng)常由于總承包方限于專業(yè)特點(diǎn)、實(shí)施能力等條件限制，合同履行過程中不可避免地要采用分包方式實(shí)施。這種發(fā)包方式通常適用于業(yè)主對(duì)項(xiàng)目建設(shè)過程中的管理能力較差的中小型工程項(xiàng)目，業(yè)主基本不參與建設(shè)過程中的管理。 單項(xiàng)工作內(nèi)容承包一般適用于工程規(guī)模大或工作內(nèi)容復(fù)雜的建設(shè)項(xiàng)目，業(yè)主將需要實(shí)施的全部工作內(nèi)容按照不同階段的工作、單位工程或不同專業(yè)工程的工作內(nèi)容進(jìn)行分別招投標(biāo)，分別發(fā)包給不同性質(zhì)的承包商。另外，業(yè)主直接參與各個(gè)階段的實(shí)施管理，可以保障項(xiàng)目的建設(shè)順利實(shí)施。 何種發(fā)包方式最適合項(xiàng)目的目標(biāo)，取決于項(xiàng)目的性質(zhì)和復(fù)雜程度，投資來源、業(yè)主的技術(shù)和管理能力。 招標(biāo)的組織形式有自行招標(biāo)和委托招標(biāo)兩種形式。本項(xiàng)目在實(shí)施階段委托具有相應(yīng)資質(zhì)證書的建設(shè)工程招標(biāo)代理機(jī)構(gòu)進(jìn)行招標(biāo)。 ①公開招標(biāo) 公開招標(biāo)又稱無限競(jìng)爭(zhēng)性招標(biāo)。 這種招標(biāo)方式的優(yōu)點(diǎn)是：業(yè)主可以在較廣的范圍內(nèi)選擇承包實(shí)施單位，投標(biāo)競(jìng)爭(zhēng)激烈，因此有利于將工程項(xiàng)目的建設(shè)任務(wù)交予可靠的承包商實(shí)施，并取得有競(jìng)爭(zhēng)性的報(bào)價(jià)。因此通常大型工程項(xiàng)目的施工采用公開招標(biāo)方式選擇實(shí)施單位。 邀請(qǐng)投標(biāo)對(duì)象是項(xiàng)目法人對(duì)資質(zhì)信譽(yù)、技術(shù)水平、過去承擔(dān)過類似工程的實(shí)踐經(jīng)驗(yàn)、管理能力等方面比較了解，信任他有能力完成所委托任務(wù)的單位。盡管不設(shè)置資質(zhì)預(yù)審程序，為了體現(xiàn)投標(biāo)人在投標(biāo)書內(nèi)報(bào)送表明其資質(zhì)能力的有關(guān)證明材料，作為評(píng)標(biāo)時(shí)的評(píng)審內(nèi)容之一，邀請(qǐng)招標(biāo)的缺點(diǎn)是，投標(biāo)競(jìng)爭(zhēng)的激烈程度相對(duì)較差，有可能提高中標(biāo)的合同價(jià)。 本項(xiàng)目投資額較大，為了在較大的范圍內(nèi)選擇施工單位，節(jié)約投資成本，建議采用公開招標(biāo)方式。根據(jù)項(xiàng)目的總體布置并結(jié)合資金籌措計(jì)劃，本項(xiàng)目一期工程建設(shè)計(jì)劃12個(gè)月之內(nèi)完成。建設(shè)計(jì)劃分為三個(gè)階段進(jìn)行：第一階段完成前期調(diào)研、項(xiàng)目可研編制、審批、環(huán)境評(píng)估等。第三階段完成土建施工、人員培訓(xùn)等。表121 項(xiàng)目實(shí)施計(jì)劃進(jìn)度表序號(hào) 日期工作內(nèi)容2010年2011年7891011121234561前期調(diào)研2初步設(shè)計(jì)及審批3施工圖設(shè)計(jì)、審查4土建招標(biāo)5土建施工6人員培訓(xùn)7試生產(chǎn)項(xiàng)目實(shí)施由項(xiàng)目法人單位按項(xiàng)目實(shí)施計(jì)劃負(fù)責(zé)組織實(shí)施，并負(fù)責(zé)落實(shí)項(xiàng)目資金和協(xié)調(diào)項(xiàng)目施工建設(shè)。設(shè)辦事機(jī)構(gòu)，負(fù)責(zé)籌建過程中的日常事務(wù)工作。 設(shè)備購置及安裝按項(xiàng)目建設(shè)單位的報(bào)價(jià)估算。工程前期咨詢費(fèi)、工程監(jiān)理費(fèi)、建設(shè)單位管理費(fèi)和工程勘察設(shè)計(jì)費(fèi)等咨詢費(fèi)用，按工程費(fèi)用的8%計(jì)取。 本項(xiàng)目一期工程建設(shè)總投資為2000萬元?！　№?xiàng)目固定資產(chǎn)投資為1500萬元，其中：　　建筑工程費(fèi)：730萬元 設(shè)備購置費(fèi)：339萬元安裝工程費(fèi)：65萬元土地使用費(fèi)：250萬元　　工程建設(shè)其它費(fèi)用：64萬元基本預(yù)備費(fèi)估算為52萬元。資金由項(xiàng)目建設(shè)單位自籌。資金籌措和使用計(jì)劃、借款還本付息計(jì)劃詳見表132投資使用計(jì)劃及資金籌措。 項(xiàng)目建設(shè)期1年，經(jīng)濟(jì)計(jì)算期為18年，項(xiàng)目財(cái)務(wù)內(nèi)部基準(zhǔn)收益率取10%。項(xiàng)目第一年生產(chǎn)負(fù)荷為66%，年產(chǎn)值為5280元。 銷售收入和銷售稅金詳見附表7《銷售收入和銷售稅金及附加和增值稅估算表》。 ②、燃料動(dòng)力費(fèi)：正常年份燃料動(dòng)力費(fèi)需200萬元 ③、工資福利費(fèi)：項(xiàng)目定員100人，按人均工資福利費(fèi)2萬元計(jì)，全年工資福利費(fèi)需200萬元。詳見附表4《固定資產(chǎn)折舊估算表》。攤銷費(fèi)為25萬元。⑦、其它營(yíng)業(yè)費(fèi)用：其它營(yíng)業(yè)費(fèi)用廣告宣傳費(fèi)用，正常年份估算為192萬元。成本估算詳見附表4《總成本費(fèi)用估算表》。項(xiàng)目提取法定盈余公積金從稅后利潤(rùn)中按10%提取。②敏感性分析主要就價(jià)格、投資、成本、產(chǎn)量等四個(gè)主要因素進(jìn)行分析，分析結(jié)果詳見附表11 “單因素敏感性分析表”。但即使售價(jià)降低5％，內(nèi)部收益率(稅后)％。通過盈虧平衡分析和敏感性分析項(xiàng)目有較好的抗風(fēng)險(xiǎn)能力。本項(xiàng)目有較好的經(jīng)濟(jì)效益和社會(huì)效益。本項(xiàng)目符合國(guó)家產(chǎn)業(yè)政策。項(xiàng)目選址合理。%，財(cái)務(wù)凈現(xiàn)值（ic=10%），稅前投資回收期（含建設(shè)期），項(xiàng)目建設(shè)具有一定的社會(huì)效益和經(jīng)濟(jì)效益。 建議有關(guān)部門給項(xiàng)目提供政策支持，使項(xiàng)目早日建設(shè)和運(yùn)營(yíng)，發(fā)揮其良好的經(jīng)濟(jì)效益和社會(huì)效益。 you don39。 your employer dismisses you and you think that you have been dismissed unfairly.For more information about dismissal and unfair dismissal, seetagainst the disciplinary action your employer has taken against you.
