【正文】 時加蓋出境驗訖章，驗訖章日期應(yīng)為旅客、船員實際入、出境日期），并在擬入境旅客的出入境證件資料頁復(fù)印件上加蓋入境驗訖章(驗訖章日期為旅客實際入境日期)。根據(jù)船方的申請通知邊檢站為船員簽發(fā)登陸證件（申請登陸的船員如系掌握出入境動態(tài)以外的在控對象，不予簽發(fā)）。采取隨船檢查方式時，對發(fā)現(xiàn)的查控對象要周密處置，確保安全。對于不準入境人員，通知船方及梯口監(jiān)護人員禁止其登陸，已辦理入境手續(xù)的，注銷其證件上的驗訖章，收回加蓋了入境驗訖章的出入境證件資料頁復(fù)印件；對于阻止出境或持用宣布作廢證件人員，通知船方為其辦理離船手續(xù)，離船時收回其加蓋了入境驗訖章的出入境證件資料頁復(fù)印件，收繳被宣布作廢的證件；對于扣人或網(wǎng)上追逃的人員，不得提前驚動當事人和船方，郵輪靠泊后邊檢站增派人員攜帶手銬等約束性警械登輪（或提前從錨地登輪），以適當理由和方式予以控制并迅速帶離郵輪。船員憑本人出入境證件及邊防檢查機關(guān)簽發(fā)的《船員登陸證》（如需要）從船員通道登陸和返船，檢查人員憑船員出入境證件及船員電子身份卡刷卡時的資料實施人證對照。第十四條 郵輪出港檢查船方或其代理公司、境內(nèi)旅游接待公司應(yīng)提前將新登船的旅客、船員名單報送邊檢站，并復(fù)印其出入境證件資料頁。出境港邊檢站為上述人員辦理出境手續(xù)。對出港的旅客、船員實施純查控時，如發(fā)生查控報警，處理方法參照本辦法第十三條（二）中的相關(guān)規(guī)定。在制作紙質(zhì)邊封的同時，還應(yīng)向下一港邊檢站發(fā)送電子邊封。上傳數(shù)據(jù)的文件命名統(tǒng)一采用“邊檢站名（**站）+郵輪名稱+旅客（船員）數(shù)據(jù)+日期”的格式。導(dǎo)入前應(yīng)與船方或代理公司提供的旅客、船員名單進行核對，防止導(dǎo)入錯誤數(shù)據(jù)。郵輪靠泊后，檢查人員登輪了解船舶航行及旅客、船員等情況，收取上一港口邊檢站《邊封》，對《邊封》載明的內(nèi)容核對無誤后，辦理郵輪入港手續(xù)。船員憑本人出入境證件及邊防檢查機關(guān)簽發(fā)的《船員登陸證》（如需要）從船員通道登陸和返船，檢查人員憑船員出入境證件及船員電子身份卡刷卡時的資料實施人證對照。（二）對于采用隨船驗證方式時已同時加蓋了入、出境驗訖章的旅客，出境時不再查驗其證件，上述旅客返船時邊檢站憑旅客本人加蓋了入境驗訖章的出入境證件資料頁復(fù)印件及電子身份卡刷卡時的資料進行人證對照，船舶離泊前將上述旅客入境時的檢查數(shù)據(jù)導(dǎo)入梅沙系統(tǒng)實施出境檢查。旅客在本港登陸后，船方將上述人員的出入境證件集中交給邊檢站。在保證數(shù)據(jù)準確的前提下，出境港邊檢站也可將從上一港邊檢站接收的旅客電子數(shù)據(jù)導(dǎo)入梅沙系統(tǒng)實施出境檢查，不再重新錄入旅客證件資料。辦理船員出境手續(xù)時，將從上一港邊檢站接收的船員電子數(shù)據(jù)導(dǎo)入梅沙系統(tǒng)實施出境檢查。（四）不具備現(xiàn)場通道檢查條件的，對新登船旅客可采取由船方、郵輪代理公司或境內(nèi)旅游接待公司提前將新登輪旅客的出入境證件集中交給邊檢站實施出境查驗、登輪時實施人證對照的檢查方法。（六）辦理郵輪出境手續(xù)時，邊檢站應(yīng)了解旅客、船員返船和船舶靠泊期間上下人員等情況，核對旅客、船員人數(shù)，向船舶或代理公司收取《總申報單》、《旅客名單》、《船員名單》等單證及《船員登陸證》。對離船入（過）境及新登船船員，必須逐一實行人證對照檢查。邊檢站對郵輪實施梯口監(jiān)護管理。同時，要加強與其他崗位檢查人員的配合，及時掌握禁止登陸人員的相關(guān)情況，協(xié)調(diào)船方共同做好禁止登陸人員的控制工作。此前我局下發(fā)的規(guī)定與本辦法不一致的，以本辦法為準。告 郵 輪 船 長 書NOTICES TO THE CAPTAIN OF CRUISE中華人民共和國**出入境邊防檢查站** Immigration Inspection StationPeople39。貴輪在中國港口停泊期間，中國邊防檢查機關(guān)將提供盡可能的便利。二、為便利旅客及船員通行，請貴輪協(xié)助做好以下工作：預(yù)計抵達中國口岸48小時前（航程不足48小時的，在駛離上一口岸時），將抵達時間、停泊地點、靠移泊計劃及完整、準確的旅客、船員名單報送邊防檢查機關(guān)。保證旅客、船員電子身份卡中的姓名、照片、證件號碼等信息與提交邊防檢查機關(guān)的本人證件資料完全一致。告知旅客、船員辦理入出境邊防檢查手續(xù)的注意事項，并及時組織其接受檢查。三、隨貴輪入境后在中國國內(nèi)港口不登陸的旅客，可以免辦入出境邊防檢查手續(xù)，但貴輪需采取必要措施確保其不離開船舶。四、經(jīng)批準登陸的船員，憑本人有效證件及邊防檢查機關(guān)簽發(fā)的《船員登陸證》（如需要）登陸；外國籍船員前往港口所在城市以外地區(qū)的，需到公安機關(guān)出入境管理部門申辦簽證并經(jīng)邊防檢查機關(guān)查驗。六、貴輪在中國港口停泊期間，需加強管理，認真檢查登陸、登輪人員證件。感謝您及您的同事對我們的大力配合，并歡迎對我們的工作進行監(jiān)督。s Republic of facilitate the necessary immigration clearance for passengers or crewmembers, please refer to the following A predeclaration from the vessel is required 48 hours prior to the arrival of port(alternatively, right after the departure at the last clearance port if the navigational time is less than 48 hours).The said predeclaration is including the estimated time of arrival, berthing schedule and location, pleted and accurate manifest of passengers or crewmembers onboard(including name in full, gender, date of birth, nationality, number of travel document which is applied for the entry and exit clearance, and the designated serial numbers of passengers or crewmembers on the manifests).
