It is less impossible for developed countries with strong economic strength to carry on the scientific and technology research in all fields and to maintain the prehensive petitive advantage. In view of this, it is necessary to strengthen supervision and control on science and technology project invested and developed by the nation in order to ensure that the limited resources is used to finish science and technology activities in line with the national interests. Scientific and technology activities starts with the scientific and technological project evaluation which can provide decisionmaking basis for the management department. To establish a rational evaluation index system and evaluation methods of scientific and technological project which will increase the scientific nature of the decisionmaking and make management programmed and regulated is one of the prerequisites to achieve the anticipated Ramp。建立合理立項(xiàng)的指標(biāo)體系和 評(píng)價(jià) 方法,使管理程序化、規(guī)范化,增加決策的科學(xué)性,是實(shí)現(xiàn)預(yù)期科研目標(biāo)的先決條件之一,其往往對(duì)計(jì)劃的成敗起關(guān)鍵的作用。有鑒于此,有必要加強(qiáng)對(duì)國家投資開展的科技項(xiàng)目的監(jiān)督和控制, 以 確保有限 的 科技資源用于完成最符合國家利益的科研活動(dòng) 。摘 要 I 摘 要 科學(xué)技術(shù)作為第一生產(chǎn)力,在高新技術(shù)飛速發(fā)展的今天,已日益成為一項(xiàng)耗資巨大的產(chǎn)業(yè),需要強(qiáng)大經(jīng)濟(jì)資源作 為 保證,這個(gè)保證的決定因素就是全社會(huì)的科技投入 。想要進(jìn)行所有領(lǐng)域的科學(xué)研究,并保持全面的競爭優(yōu)勢, 即使對(duì)于發(fā)達(dá)國家,其經(jīng)濟(jì)實(shí)力也不能承受。其中科技項(xiàng)目的立項(xiàng)評(píng)價(jià)是科技活動(dòng)的起點(diǎn),通過立項(xiàng)評(píng)價(jià),可為管理部門提供決策依據(jù)。 本文首先在對(duì)國內(nèi)外有關(guān)財(cái)政科技投入項(xiàng)目立項(xiàng)評(píng)價(jià)理論進(jìn)行研究的基礎(chǔ)上,通過深入分析,明確界定了科技項(xiàng)目立項(xiàng)的涵義;其次根據(jù)科技項(xiàng)目立項(xiàng)及科技項(xiàng)目立項(xiàng)評(píng)價(jià)的涵義,并結(jié)合科技項(xiàng)目立項(xiàng)評(píng)價(jià)的原則,建立了由 15 個(gè)指標(biāo)構(gòu)成的科技項(xiàng)目立項(xiàng)評(píng)價(jià)指標(biāo)體系;再次,根據(jù)科技項(xiàng)目立項(xiàng)評(píng)價(jià)的目的、任務(wù)和評(píng)價(jià)對(duì)象的特點(diǎn),確定了評(píng)價(jià)的步驟和內(nèi)容,并明確了科技項(xiàng)目立項(xiàng)評(píng)價(jià)方法,即采用 層次分析法與熵權(quán)法相結(jié)合 的組合賦權(quán)法 確定指標(biāo)權(quán)重系數(shù)、 采用線性比例變換 法對(duì)指標(biāo)進(jìn)行無量綱處 理、 采用理想點(diǎn)排序法 對(duì) 申報(bào)的科技項(xiàng)目進(jìn)行立項(xiàng) 綜合 評(píng)價(jià);第四,根據(jù)科技項(xiàng)目立項(xiàng)評(píng)價(jià)方法,依據(jù)有關(guān)數(shù)據(jù)資料,對(duì) 20xx 年石家莊市申報(bào)的科技項(xiàng)目進(jìn)行立項(xiàng)評(píng)價(jià),并根據(jù)評(píng)價(jià)結(jié)果對(duì)石家莊市財(cái)政科技投入項(xiàng)目立項(xiàng)情況進(jìn)行了系統(tǒng)、全面地評(píng)價(jià)及分析,在此基礎(chǔ)上 指出 石家莊市財(cái)政科技投入項(xiàng)目立項(xiàng)決策 具有一定的優(yōu)勢,但還 存在 著 不足;最后,對(duì)石家莊市財(cái)政科技投入項(xiàng)目立項(xiàng)決策存在的問題進(jìn)行了深入剖析,指出石家莊市財(cái)政科技投入項(xiàng)目立項(xiàng)決策存在的 主要問題,并 有針對(duì)性地 提出了提高石家莊市科技項(xiàng)目立項(xiàng)評(píng)價(jià)績效的一系列可行的對(duì)策建議。D goal and plays the key role to the successfully planning. Firstly, this text studied the domestic and overseas appraisal theory of the science and technology project evaluation, and based on that, the meaning of the science and technology project evaluation is decided by deeply analyzing. Secondly, the science and technology project evaluation index system including 15 indexes is set up according to the meaning as well as appraisal principle of the scientific and technological project. Thirdly, this text based on appraisal purpose, task, and appraisal object trait of the scientific and technological project evaluation, confirmed its appraisal process and content, and decided the appraisal method of the scientific and technological project evaluation, that is, deciding the index weight by using Analytic Hierarchy Process method and the entropy power method, giving the nounit statement for the science and technology project evaluation index by using the linear ratio transformation method, then appraising by adopting the Topsis Rank Order method. Fourthly, based on the appraisal method of the scientific and technological project evaluation, according to related data, giving the appraisal, and analysis research to the scientific and technological project evaluation of Shijiazhuang based on the measured result after the scientific and technological project evaluation of Shijiazhuang in 20xx, based on that the text pointed out the advantage and Abstract III inferior position of scientific and technological project evaluation of Shijiazhuang. In the end, the analysis is made on the existing problems of Shijiazhuang scientific and technological project evaluation. It pointed out in the scientific and technological project evaluation of Shijiazhuang there exists importent problems, then a series of countermeasure and suggestions which can advance the scientific and technological project evaluation of Shijiazhuang are put forward.
