In accordance with relevant laws and regulations, AQSIQ shall evaluate food safety and the corresponding management system of a country (or region) from where dairy products are exported to China. The General Administration of Quality Supervision (AQSIQ) shall take charge of the nationwide supervision and management of imported and exported dairy products. 國家質(zhì)檢總局設(shè)在各地的出入境檢驗檢疫機(jī)構(gòu)（以下簡稱檢驗檢疫機(jī)構(gòu)） 負(fù)責(zé)所轄地區(qū)進(jìn)出口乳品檢驗檢疫監(jiān)督管理工作。其中，由生乳加工而成、加工工藝中無熱處理殺菌過程的產(chǎn)品為生乳制品。 Raw milk refers to normal milk which is obtained from healthy dairy stock according to China’s requirements and whose ponents remain the same. Dairy products referred to in this regulation include raw milk and milk products. 生乳是指從符合中國有關(guān)要求的健康奶畜乳房中擠出的無任何成份改變的常乳。進(jìn)出口乳品檢驗檢疫監(jiān)督管理辦法 The supervision and management regulation of imported and exported dairy products （征求意見稿） 第一章 總 則 Chapter I General Rules 第一條 為了加強(qiáng)進(jìn)出口乳品檢驗檢疫監(jiān)督管理，根據(jù)《中華人民共和國食品安全法》 (以下簡稱食品安全法 )及其實施條例、《乳品質(zhì)量安全監(jiān)督管理條例》、《中華人民共和國進(jìn)出口商品檢驗法》及其實施條例、《中華人民共和國進(jìn)出境動植物 檢疫法》及其實施條例、《國務(wù)院關(guān)于加強(qiáng)食品等產(chǎn)品安全監(jiān)督管理的特別規(guī)定》 (以下簡稱特別規(guī)定 )等法律法規(guī)規(guī)定，制定本辦法。 第二條本辦法所稱乳品包括生乳和乳制品。產(chǎn)犢后七天的初乳、應(yīng)用抗生素期間和休藥期間的乳汁、變質(zhì)乳不得用作生乳。乳制品包括但不限于以 下產(chǎn)品種類：巴氏殺菌乳、滅菌乳、調(diào)制乳、發(fā)酵乳、干酪及再制干酪、奶油、煉乳、乳粉、乳清粉和乳基嬰幼兒配方食品 等。 Milk products refer to the food which is processed from milk (including raw milk, reconstituted milk, or liquid milk that has only undergone sterilization). AQSIQ requires overseas food producers that export dairy products to China to register in its system. The registration shall be implemented as required by the general administration. 進(jìn)口乳品的境外生產(chǎn)企業(yè)應(yīng)當(dāng)經(jīng)出口國家（地區(qū)）官方批準(zhǔn)設(shè) 立，并符合出口國家（地區(qū)）法律法規(guī)相關(guān)要求。證書應(yīng)當(dāng)包括下列內(nèi)容： Article 8. Dairy products exported to China shall be given a health certificate provided by the department in charge in export country (or region). The certificate shall contain the following inforamtion: （一）乳品原料來自健康動物； （二）乳品經(jīng)過加工處理不會傳帶動物疫??； （三）乳品生產(chǎn)企業(yè)處于所在地官方機(jī)構(gòu)的監(jiān)管之下； （四）乳品經(jīng)檢驗可供人類 食用； （五）乳品符合 中國食品 國家標(biāo)準(zhǔn)。 2. The dairy products shall not carry or spread animal diseases。 4. The dairy products shall be edible for human after inspection。 The certificate shall be duly stamped by an anization in charge or signed by an authorized person.
