Third, there may be a number of different externalities that are derived from different redistribution schemes that may produce benefits for society that far outweigh, or at the very least partly or wholly offset , any efficiency losses that are the result of the redistribution. Some examples are education externalities, technology externalities, externalities related to population congestion and overcrowding, and so on. Fourth, efficiency may not be the only goal or the most important goal of a particular society. A country may believe that resources should be used as well as possible whenever possible but may also believe that certain social goals may also be important. A different way of saying this is that there may be tradeoff but that tradeoff may be acceptable. Some of these other social goals that may be relevant to regional development and the elimination or reduction of regional disparities are: ? The belief that people should be able to live where they want to live without loss on account of their choice. ? The belief that all citizens of a country should enjoy a minimum level of government services regardless of where they live. ?The belief that people of a country deserve equal opportunity to succeed regardless of where they may live. ?The belief that certain regions that are populated by minority ethnic groups shou
