國內(nèi)學(xué)術(shù)界十分重視現(xiàn)代遠(yuǎn)程教育這一研究課題,自 20 世紀(jì) 70 年代末,鄧小平提出,“要制訂加速發(fā)展電視、廣播等現(xiàn)代化教育手段的措施,這是多快好省發(fā)展教育事業(yè)的重要途徑,必須引起充分的重視。國內(nèi)外對這一課題十分重視,一直作為現(xiàn)代教育的一個(gè)重要的研究領(lǐng)域和分支來研究,無論是研究的內(nèi)容和研究方法都已經(jīng)進(jìn)入一個(gè)相對成熟的狀態(tài)。它是將信息技術(shù)和現(xiàn)代教育思想有機(jī)結(jié)合的一種新型教育模式。現(xiàn)代遠(yuǎn)程教育具有開放性、延伸性、靈活性、手段中介性和管理性格的特點(diǎn)。現(xiàn)代遠(yuǎn)程教育的教學(xué)手段比早起的函授教育、廣播電視教育等豐富的多,教學(xué)內(nèi)容覆蓋生活的方方面面,打破傳統(tǒng)教育體制時(shí)間和空間限制,打破了以教師傳授為主的教育模式,有利于個(gè)性化學(xué)習(xí),擴(kuò)大了受教育對象的范圍。本文主要涉及“現(xiàn)代遠(yuǎn)程教育”和“農(nóng)村黨員干部現(xiàn)代遠(yuǎn)程教育”兩個(gè)基本概念,因此有必要在此進(jìn)行界定: 遠(yuǎn)程教育遠(yuǎn)程教育是指受教育者和教育者之間、受教育者和教育組織之間相互分離的,教育者提供教學(xué)計(jì)劃和教學(xué)內(nèi)容,通過多種傳播手段向受教育者傳遞知識、信息,連接教與學(xué)的過程,是工業(yè)化時(shí)代的產(chǎn)物。第四,開展農(nóng)村黨員干部現(xiàn)代遠(yuǎn)程教育發(fā)展現(xiàn)狀及前景研究,對羅莊區(qū)乃至臨沂市的農(nóng)村黨員干部現(xiàn)代遠(yuǎn)程教育工作做一個(gè)階段性的回顧與總結(jié),發(fā)現(xiàn)問題,彌補(bǔ)不足,進(jìn)一步促進(jìn)羅莊區(qū)和臨沂市農(nóng)村黨員干部現(xiàn)代遠(yuǎn)程教育健康發(fā)展,鞏固黨的執(zhí)政基礎(chǔ),增強(qiáng)黨的群眾基礎(chǔ),讓農(nóng)村黨員干部現(xiàn)代遠(yuǎn)程教育為我國的社會主義現(xiàn)代化建設(shè)和全面建成小康社會貢獻(xiàn)應(yīng)有的力量,本文試圖通過分析研究,進(jìn)一步加強(qiáng)這項(xiàng)利國利民的德政工程推廣的科學(xué)性和可操作性。利用遠(yuǎn)程教育教學(xué)網(wǎng)絡(luò)及技術(shù)設(shè)施可為農(nóng)村黨員干部提供先進(jìn)實(shí)用技術(shù),市場經(jīng)濟(jì)知識、經(jīng)營管理知識、政策法律知識和政治思想理論等方面的培訓(xùn),提高農(nóng)村黨員干部的政策理論水平,增強(qiáng)他們?yōu)槿罕姺?wù)的意識和帶領(lǐng)群眾脫貧致富奔小康的能力。在經(jīng)濟(jì)社會的快速發(fā)展和信息技術(shù)的飛速進(jìn)步下,黨的基層組織建設(shè)與管理的手段等也要發(fā)生相應(yīng)的變化,運(yùn)用現(xiàn)代遠(yuǎn)程教育手段開展農(nóng)村黨員干部教育,是加強(qiáng)基層組織建設(shè)的有效手段。農(nóng)村基層組織是黨在農(nóng)村各項(xiàng)工作和戰(zhàn)斗力的基礎(chǔ),基層組織的建設(shè)狀況如何,直接關(guān)系到黨的各項(xiàng)政策的落實(shí)及經(jīng)濟(jì)社會發(fā)展的穩(wěn)定。第一,開展農(nóng)村黨員干部現(xiàn)代遠(yuǎn)程教育研究,有利于創(chuàng)新農(nóng)村基層組織活動內(nèi)容和工作方式,開辟農(nóng)村基層黨組織聯(lián)系群眾、組織群眾、服務(wù)群眾的新1 胡錦濤, 《十七大報(bào)告:全面推進(jìn)黨的建設(shè)新的偉大工程》 ,2022 年。 選題意義農(nóng)村黨員干部現(xiàn)代遠(yuǎn)程教育是國家推動經(jīng)濟(jì)發(fā)展和社會進(jìn)步的一項(xiàng)已付諸于實(shí)踐的項(xiàng)目,是一項(xiàng)利國利民的德政工程。不僅促進(jìn)對黨員干部和群眾的教育,而且開辟了農(nóng)村各種信息資源和開發(fā)利用的通道,形成農(nóng)村經(jīng)濟(jì)和社會事業(yè)發(fā)展的綜合平臺,具有很強(qiáng)的現(xiàn)實(shí)操作性。開展黨員干部現(xiàn)代遠(yuǎn)程教育的目標(biāo)是建設(shè)一支守信念、講奉獻(xiàn)、 有本領(lǐng)、重品行的農(nóng)村基層干部隊(duì)伍,培養(yǎng)有文化、懂技術(shù)、會經(jīng)營的新型農(nóng)民。黨的十七大報(bào)告明確指出,要在全國農(nóng)村普遍開展黨員干部現(xiàn)代遠(yuǎn)程教育。黨和政府對這一項(xiàng)涉及“三農(nóng)”根本問題的工程給予了充分的重視。 modern longdistance education。 Implementation of distance education “online assessment system research and development project , to carry out the new farmers prosperity project, the implementation of distance education three , three advancing’ distance education activities expanded function fruitful. The subject of party members and cadres in rural areas of modern distance education is a new action our party takes according to the new situation and new tasks.As one of the important projects of “three rural”, modern longdistance education contributes a lot to party members and cadres’ excellence in petition, as well as a reasonable solution to problems of rural areas, farmers and agriculture. It attaches great importance to this topic at home or abroad, it has been as an important area of research and branch in modern education to study, whether the contents or the way of study has entered a relatively mature state. It has been eight years since LuoZhuang District was selected as a pilot area for party members and cadres of modern longdistance education in rural area of LinYi. The eightyear course of development of modern longdistance education in rural party members and cadres in LuoZhuang District, involves the course of development of modern longdistance education of party members and cadres in rural areas, the development of specific practice, development effectiveness, and the existence of difficulties .Difficulties arise in the development process proposed the corresponding countermeasures and suggestions on the future development prospects. From 2022 to the present, the development of modern distance education for rural party members and cadres in luoZhuang District has experienced site construction, transformation of sound management mechanism, mature three stages, each stage has its own emphasis to work.
