【正文】 可研編制依據(jù)及研究范圍 編制依據(jù)國(guó)家《化學(xué)工業(yè)十五規(guī)劃》；《市國(guó)民經(jīng)濟(jì)和社會(huì)發(fā)展十五規(guī)劃》； 項(xiàng)目建設(shè)單位關(guān)于本項(xiàng)目的建設(shè)構(gòu)想；國(guó)家關(guān)于工程建設(shè)的相關(guān)規(guī)范、標(biāo)準(zhǔn)及政策性文件。氯堿工業(yè) 主要企業(yè)是市西部氯堿有限公司，其前身是電化廠，成立于1970年，主要由電石路線生產(chǎn)PVC樹脂，因種種原因產(chǎn)量一直在3萬噸左右徘徊。已于2004年建成并網(wǎng)發(fā)電的4330mw第二電廠，為能源轉(zhuǎn)化和煤炭深加工，以及氯堿化工工業(yè)的發(fā)展提供了有利條件。成為我國(guó)優(yōu)質(zhì)無煙煤生產(chǎn)基地和西北地區(qū)動(dòng)力煤、煉焦煤基地，形成了較完整的煤炭工業(yè)體系。2004年，%。其中：煤炭工業(yè)市已探明煤炭的儲(chǔ)量為25億噸，其中“太西煤”，煤炭煤種齊全，煤質(zhì)好。創(chuàng)出了寶山牌鉭粉、鉭絲、恒力牌密封鋼絲繩、寧河牌石灰氮、雙氰胺、石鑫牌硅鐵、沙湖牌面巾紙等一批榮獲國(guó)家級(jí)和自治區(qū)名牌產(chǎn)品。工業(yè)不僅是市國(guó)民經(jīng)濟(jì)的重要支柱，而且是安置就業(yè)的主渠道和地方財(cái)政收入的主要來源。2004年，全市實(shí)現(xiàn)工業(yè)增加值 ，％,， ％。2003年全市總?cè)丝?0萬人，有漢、回、蒙、滿等24個(gè)民族，回族14萬人，占全市總?cè)丝诘?0%，區(qū)域總面積4454km2。年均降水量180～190mm，～1208mm，無霜期153～170天之間，年均日照時(shí)數(shù)3100小時(shí)。 氣候條件市地處內(nèi)陸，屬中溫帶干旱氣候，四季分明，日照充足，晝夜溫差大?？偯娣e4454平方km2。18′～39176。58′～106176。市位于銀川平原北部。為此，我公司提出本項(xiàng)目的建設(shè)是十分必要的。塑料管材尤其是大口徑塑料管材的需求也隨著增長(zhǎng)。正在建設(shè)的年產(chǎn)15萬噸PVC西部氯堿工程，預(yù)計(jì)2005年底即可竣工投產(chǎn)，為本項(xiàng)目的實(shí)施提供了可靠的原料保證。為了充分發(fā)揮當(dāng)?shù)刭Y源優(yōu)勢(shì)，走規(guī)模化發(fā)展的道路，特提出建設(shè)本項(xiàng)目?，F(xiàn)已發(fā)展成為年產(chǎn)2100噸塑料管材；年產(chǎn)400噸塑料薄膜的股份制企業(yè)。我廠始建于1974年，是由集體小企業(yè)逐步發(fā)展起來的。2003年塑料管道增長(zhǎng)幅度超過23%，高于塑料制品增幅8個(gè)百分點(diǎn)，也高于塑料制造業(yè)中主要品種的增幅。其中萬噸級(jí)產(chǎn)能的生產(chǎn)企業(yè)超過70家，10萬噸級(jí)的企業(yè)也有10家左右，其中PVCU管材生產(chǎn)企業(yè)年生產(chǎn)規(guī)模超過1萬噸的企業(yè)60多家。目前，國(guó)內(nèi)各種塑料管道生產(chǎn)企業(yè)近1000家，生產(chǎn)線已達(dá)3000多條，生產(chǎn)能力初步估計(jì)達(dá)350萬噸，占全國(guó)各類管道應(yīng)用量的50%以上，在城鎮(zhèn)建筑業(yè)、水利建設(shè)和農(nóng)牧業(yè)生產(chǎn)等領(lǐng)域大量應(yīng)用，成為國(guó)民經(jīng)濟(jì)可持續(xù)發(fā)展不可缺少的新型管道，越來越顯示出無可比擬的優(yōu)越性。塑料管道是化學(xué)建材重要的門類之一，種類多，增長(zhǎng)幅度大，市場(chǎng)前景看好，發(fā)展空間廣闊。而我國(guó)農(nóng)業(yè)用水浪費(fèi)仍然十分嚴(yán)重，灌溉水利用系數(shù)低，全國(guó)灌溉水利用系數(shù)僅為43％左右，遠(yuǎn)低于歐洲等發(fā)達(dá)國(guó)家70％至80％的水平，全國(guó)渠道輸水損失占灌區(qū)用水損失的80％以上。目前全國(guó)每年缺水量近400億m3，其中農(nóng)業(yè)缺水約300 m3。用磚和水泥襯砌渠道，可將渠系水的利用率提高20%；該渠道輸水為管道輸水可提高水的利用率30%40%。但從水源到農(nóng)田輸水過程中水的損失量很大，全國(guó)平均為50%，其中水量損失包括滲漏、蒸發(fā)和跑水。本項(xiàng)目符合國(guó)家產(chǎn)業(yè)政策，屬于國(guó)家鼓勵(lì)發(fā)展的建設(shè)項(xiàng)目。本項(xiàng)目擬選廠址位于市河濱工業(yè)園區(qū)，項(xiàng)目占地20畝，距原料生產(chǎn)廠家僅6km?！　」炯捌渲鲗?dǎo)產(chǎn)品先后獲得”上海名牌產(chǎn)品四連冠”、”國(guó)家機(jī)械工業(yè)部名牌產(chǎn)品”、”上海高新技術(shù)企業(yè)”、上海市和全國(guó)的”用戶滿意企業(yè)”及”上海市文明單位”等稱號(hào)。其中切紙機(jī)械在機(jī)械結(jié)構(gòu)、裁切門幅、控制方式、配套服務(wù)等方面，享有“切紙機(jī)王國(guó)”的美稱；SJZ、GF、YF系列錐形雙螺桿塑料擠出機(jī)及輔機(jī)被認(rèn)定為國(guó)家級(jí)新產(chǎn)品，其質(zhì)量與性能已接近國(guó)際先進(jìn)水平；塑料型材生產(chǎn)線均采用歐美先進(jìn)技術(shù)研制，能適應(yīng)高速型材生產(chǎn)的需求?！　≡摴鞠群螳@得了ISO9001質(zhì)量保證體系的認(rèn)證證書和歐洲標(biāo)準(zhǔn)化組織（CEN）頒發(fā)的“CE”安全標(biāo)準(zhǔn)證書。上海申威達(dá)機(jī)械有限公司是以生產(chǎn)“飛達(dá)”牌切紙機(jī)械、包裝機(jī)械、塑料機(jī)械三大類系列產(chǎn)品為主的生產(chǎn)型中外合資企業(yè)。多年來，尤其是企業(yè)改制以后，企業(yè)領(lǐng)導(dǎo)班子，以加快企業(yè)發(fā)展為第一要?jiǎng)?wù)，以提高經(jīng)濟(jì)效益為中心，以挖潛改造和節(jié)能降耗為提高企業(yè)市場(chǎng)競(jìng)爭(zhēng)力的有效手段，潛心研究塑料加工產(chǎn)品的發(fā)展趨勢(shì)，以市場(chǎng)為導(dǎo)向，緊緊圍繞技術(shù)創(chuàng)新的主線，帶領(lǐng)企業(yè)職工加快企業(yè)發(fā)展，使企業(yè)由小到大，由弱到強(qiáng)，從一個(gè)年產(chǎn)幾百噸的小廠，發(fā)展成為產(chǎn)品較為齊全的塑料加工企業(yè)，現(xiàn)已成為較大的塑料制品生產(chǎn)企業(yè)。供電、供水、供暖設(shè)施齊全。管理及技術(shù)人員中具有高級(jí)職稱3人，中級(jí)職稱12人，初級(jí)職稱5人。企業(yè)位于市康樂路，占地面積4067m2，建筑面積2007m2，截至2004年底，企業(yè)資產(chǎn)總額1500萬元，資產(chǎn)負(fù)債率60%，2004年企業(yè)實(shí)現(xiàn)銷售收入1600萬元，稅后利潤(rùn)60萬元，上繳稅金40萬元。L: Nowadays any country can take part if their athletes are good enough.
