【正文】 三、探放水質(zhì)量檢查驗收領(lǐng)導(dǎo)組要嚴(yán)格根據(jù)探放孔設(shè)計認(rèn)真檢查核對并在探放水驗收表上簽字，提出合理化意 見，發(fā)現(xiàn)問題及時整改，當(dāng)場不能解決的問題限期整改。特對井下探放水工作驗收規(guī)定如下： 一、探放水設(shè)計必須合理、規(guī)范，在《探放水設(shè)計及安全技術(shù)措施》未經(jīng)各部門領(lǐng)導(dǎo)審批之前，嚴(yán)禁擅自進(jìn)行探放水作業(yè)。 1，鉆孔傾角不符合要求的不予以驗收。驗收時如果發(fā)現(xiàn)沒有按設(shè)計要求進(jìn)行鉆孔，且鉆孔長度小于《探放水安全確認(rèn)移交簽字表》中鉆孔長度，考核探放水隊現(xiàn)場負(fù)責(zé)人罰款 1000 元，考核探放水隊長罰款 1000 元。 ，必須對其鉆孔長度進(jìn)行驗收 。 ，如果出現(xiàn)抱鉆、塌孔等現(xiàn)象，無法繼續(xù)鉆進(jìn)，探放水隊現(xiàn)場負(fù)責(zé)人必須通知地測科，由地測科現(xiàn)場確認(rèn)。 ，必須按要求填寫現(xiàn)場交接班記錄，并將當(dāng)班詳 細(xì)情況向下班匯報。經(jīng)地測科現(xiàn)場確認(rèn)，確實需要調(diào)整和改變鉆孔參數(shù)時，由地測科對設(shè)計參數(shù)進(jìn)行變更，探放水隊按設(shè)計變更后的參數(shù)進(jìn)行施工。 ，施工中不得隨意更改設(shè)計。未按規(guī)定驗收，或在驗收過程中弄虛造假的，考核責(zé)任人罰款 1000 元。 、安全科、探放水隊、分管探放水礦領(lǐng)導(dǎo)、跟班礦長、駐礦安監(jiān)員、安全指揮中心主任、采掘隊隊長等單位共同進(jìn)行驗收。 （三）探放水 作業(yè)質(zhì)量驗收制度 （含單孔和循環(huán)孔） 為認(rèn)真貫徹落實“預(yù)測預(yù)報、有掘必探、先探后掘、先治后采”的探放水方針，確保我礦探放水工作的有效開展，特制定本制度。 現(xiàn)場情況有變的沒有及時匯報的人員，罰款 200 元。 對制止違章作業(yè)、違章指揮的人員，對揭發(fā)隱瞞事故真相的人員，對安全監(jiān)察檢查人員進(jìn)行漫罵、毆打及借故進(jìn)行報復(fù)的人員開除處分。 沒有組織工人學(xué)習(xí)探放水措施單位相關(guān)負(fù)責(zé)人罰款 200元。 防治 水措施執(zhí)行不到位，探水眼沒有按照相關(guān)設(shè)計施工的，單位罰款 500 元，個人罰款 100 元，留礦查看，如有下次給予開除。 （四）有下列情形之一的，給予有關(guān)領(lǐng)導(dǎo)和當(dāng)事人處罰。 對于全年每班堅持“預(yù)報預(yù)測、 有掘必探、先探后掘、their own coditsevlphra,mxukgf.()ybTwqCzjSAreX先治后采 ”原則的職工獎勵 500 元。 模范遵守國家有關(guān)政策法令、認(rèn)真貫徹探放水制度和各項防治水安全措施，在礦井防治水工作方面做出顯著成績的。處罰依據(jù)探放水相關(guān)標(biāo)準(zhǔn)和制度等。 （一）安全獎罰制度兼顧責(zé)任、權(quán)利、義務(wù)，規(guī)定明確，獎罰分明，利用經(jīng)濟(jì)、體現(xiàn)重獎重罰。 二、 考核制度 探放水工作是煤礦安全工作重要內(nèi)容之一，所以必須建立健全安全獎罰制度。 1檢查人員要認(rèn)真對待防治水隱患排查工作，確保我礦井防治水工作安全、有效，無水害事故發(fā)生。 their own coditsevlphra,mxukgf.()ybTwqCzjSadapt o m arket petiton, the sense of urgency, im prove the abilty to respond to m arket petiton, im prove m anagem ent and operation of the m arket. Serious research about social support he developm ent of cultural undertakings in the country and the XX policy, especially the policy of industrial developm ent, financial investm ent policy, financial policy and tax policy, and actively seek policy, projects and funds, enterprise and industry group m ison to prom ote leapfrog developm ent. 25 1必須認(rèn)真貫徹執(zhí)行重點防治水區(qū)域防治水安全技術(shù)措施及年度防治水計劃。 1各單位必須高度重視防治水工作，要嚴(yán)格按照防治水專項整治的設(shè)施方案要求做好日常隱患排查工作，確保排水系統(tǒng)暢通，排水設(shè)施完好。 1雨季來臨之前做好礦井周邊廢棄礦井、河道、積水地區(qū)水位測量工作。 供應(yīng)科準(zhǔn)備足夠的防洪袋、鐵鍬、水管、雨衣、鐵絲、沙土等材料。 在雨季來臨前 10 天內(nèi)，礦井取得與防汛、防洪、氣象單位建立災(zāi)害性天氣預(yù) 警預(yù)報聯(lián)系。 their own coditsevlphra,mxukgf.()ybTwqCzjSAreX防治水隱患排查時，根據(jù)《煤礦安全規(guī)程》、《防治水規(guī)定》和防治水質(zhì)量標(biāo)準(zhǔn)化要求進(jìn)行，檢查完后及時將現(xiàn)場檢查原始表報防治水科，由防治水科長負(fù)責(zé)進(jìn)行歸類匯總，并提出處理意見，經(jīng)批復(fù)后，以書面形式下發(fā)有關(guān)單位進(jìn)行限期整改，防治水科安排專人對落實情況進(jìn)行監(jiān)督檢查。 防治水日常巡檢由探水隊及防治水人員按巡視路線逐項檢查各作業(yè)地點是否正常，特殊情況下應(yīng)增加檢查次數(shù)。 防治水工作安排時，要把提高防治水工作質(zhì)量、杜絕事故發(fā)生作為重點，同時措施到位、責(zé)任落實到人。 在交接單上負(fù)責(zé)人未進(jìn)行簽字的不得進(jìn)行作業(yè)。 工作面施工負(fù)責(zé)人如發(fā)現(xiàn)工作面現(xiàn)場未進(jìn)行探水的或探水孔不符合設(shè)計要求有權(quán)拒絕施工。 探水隊必須根據(jù)探水結(jié)果在移交單上填寫防治水安全技術(shù)措施。 探水隊必須按設(shè)計要求在工作面布置探水鉆孔。 所有設(shè)備、儀器，到使用年限或精度達(dá)不到要求，必須報廢。 儀器實行專人管理，發(fā)放和收回要有嚴(yán)格的檢查登記手續(xù)； 若損壞儀器、工具，要按事故追查。 their own coditsevlphra,mxukgf.()ybTwqCzjSAreX在室內(nèi)存放儀器要裝箱、加鎖、入柜。 井下使用鋼尺時，不準(zhǔn)在巷道里拖動，每次拉緊前，要認(rèn)真檢查是否有扭結(jié)，折斷鋼尺要追查原因。 在井下或野外使用儀器時，由主測人員對儀器安全負(fù)責(zé)，做到輕拿輕放，不懂儀器性能的同志，不得單獨操作。在重大工程開工前或?qū)x器性能產(chǎn)生懷疑時，應(yīng)及時檢校。 地測防治水設(shè)備、儀器、工具使用、 管理、發(fā)放及報廢制度 應(yīng)有通風(fēng)良好、環(huán)境清潔的儀器保管室，室內(nèi)有防火器材。 their own coditsevlphra,mxukgf.()ybTwqCzjSadapt o m arket petiton, the sense of urgency, im prove the abilty to respond to m arket petiton, im prove m anagem ent and operation of the m arket.
