【正文】 目前擔(dān)任本市農(nóng)產(chǎn)品質(zhì)量安全監(jiān)測(cè)工作的質(zhì)檢機(jī)構(gòu)，不僅分散在市區(qū)縣各個(gè)角落，而且單個(gè)質(zhì)檢機(jī)構(gòu)面積狹小，直接形成了目前人員分散，設(shè)備陳舊，檢測(cè)工作質(zhì)量和效率差強(qiáng)人意的局面。多年來，上海在農(nóng)業(yè)部的統(tǒng)一部署和指導(dǎo)下，以加強(qiáng)食用農(nóng)產(chǎn)品安全監(jiān)管工作為切入點(diǎn)，全面推進(jìn)和執(zhí)行無公害食品行動(dòng)計(jì)劃，進(jìn)一步加大 了 監(jiān)管力度，全面提高 了 食用農(nóng)產(chǎn)品安全監(jiān)管工作水平。 “瘦肉精豬肉 ”、 “毒大米 ” 、 “三鹿 奶粉 ”、 “高農(nóng)殘蔬菜 ”等農(nóng)產(chǎn)品安全事件的披露， 使得 食用農(nóng)產(chǎn)品的安全 已 越來越引起社會(huì) 的 廣泛關(guān)注 ，并成為政府 、老百姓關(guān)注的焦點(diǎn)。 加強(qiáng)本市農(nóng)產(chǎn)品質(zhì)量安全監(jiān)測(cè) ,保障 農(nóng)產(chǎn)品質(zhì)量 安全、保護(hù)人民身體健康的 迫切 需要 上海是一個(gè)擁有 1800 多 萬常住人口、 600 多萬流動(dòng)人口的特大型城市 。同時(shí)隨著經(jīng)濟(jì)全球化和國(guó)際農(nóng)產(chǎn)品貿(mào)易的增加，農(nóng)產(chǎn)品安全已成為全球性的重大戰(zhàn)略性問題，各國(guó)都制定了嚴(yán)格的食品安全技術(shù)法規(guī)和標(biāo)準(zhǔn)，對(duì)進(jìn)口食品的質(zhì)量安全提出了越來越高的要求。這 也 是樹立和落實(shí)科學(xué)發(fā)展觀，建設(shè)和諧社會(huì)的客觀要求。 在農(nóng)產(chǎn)品質(zhì)量安全評(píng)價(jià)、農(nóng)業(yè)行政執(zhí)法、農(nóng)村市場(chǎng)監(jiān)管和農(nóng)產(chǎn)品貿(mào)易等方面擔(dān)負(fù)著重要的技術(shù)支撐職責(zé) 。安全控制技術(shù)方面實(shí)行了過程控制、動(dòng)物疾病的控 制、食品中農(nóng)獸藥物殘留的控制、環(huán)境和污染物的控制、致病微生物的控制、第三國(guó)食品準(zhǔn)入的管理和管制。于 2021 年 11 月 13 日召開的市委擴(kuò)大會(huì)議更是將加快本市農(nóng)產(chǎn)品質(zhì)量安全建設(shè)作為上海市擴(kuò)大內(nèi)需的八項(xiàng)舉措之一。 后者主要為： 有利于優(yōu)化環(huán)境與生態(tài)、完善 并提升 上海國(guó)際性大 their owncdtsvlpha,mxukgf.()ybTqCzjSAX都市的形象和地位 ,從而達(dá)到 吸引外資 、 改善投資環(huán)境 的目的。第二步通過機(jī)構(gòu)改革和后續(xù)項(xiàng)目對(duì)水產(chǎn)、食用菌、飼料、轉(zhuǎn)基因及花卉等五家質(zhì)檢機(jī)構(gòu)進(jìn)行整合。本可行性研究報(bào)告所涉及的內(nèi)容均為一期項(xiàng)目。項(xiàng)目建設(shè)達(dá)到國(guó)內(nèi)一流，接軌國(guó)際。 建設(shè)任務(wù)： （ 1）承擔(dān) 國(guó)家和市政府農(nóng)產(chǎn)品質(zhì)量安全監(jiān)督檢測(cè)任務(wù) ； （ 2）承擔(dān)農(nóng)產(chǎn)品檢驗(yàn)檢測(cè)技術(shù)的研發(fā)和標(biāo)準(zhǔn)的制 、 修訂，加強(qiáng)國(guó)際合作交流； （ 3）承擔(dān)農(nóng)產(chǎn)品質(zhì)量安全認(rèn)證檢驗(yàn)、仲裁檢驗(yàn)、 一般委托檢驗(yàn) 、鑒定和評(píng)價(jià)； （ 4）承擔(dān)有關(guān)農(nóng)產(chǎn)品質(zhì)量安全方面的技術(shù)咨詢和技術(shù)服 務(wù)； （ 5）接受政府和有關(guān)部門下達(dá)的農(nóng)產(chǎn)品安全性評(píng)價(jià)檢測(cè)任務(wù)。規(guī)劃總 建筑面積 12188m2,主要投資建設(shè)內(nèi)容為：實(shí)驗(yàn)、辦公、配套用房及相應(yīng)的配套設(shè)施，新增實(shí)驗(yàn)儀器設(shè)備及配套設(shè)施。 投資估算 本工程總投資 萬元，資金來源為： 國(guó)家投資 900 萬元、市建設(shè)財(cái)力建設(shè)資金 萬元 ,市財(cái)政專項(xiàng)資金 2499..24 萬元 。并對(duì)提高上海市農(nóng)產(chǎn)品出口創(chuàng)匯、促進(jìn)國(guó)民經(jīng)濟(jì)、環(huán)境與社會(huì)的綜合可持續(xù)發(fā)展 起到推動(dòng)作用。 2021 年受到市委市政府高度關(guān)注的重大工程項(xiàng)目 — 上海市農(nóng)產(chǎn)品質(zhì)量安全檢測(cè)中心 ，建設(shè)的目的就 是在整合本市農(nóng)產(chǎn)品質(zhì)量安全檢測(cè)資源力量的基礎(chǔ)上， 新建一個(gè)綜合性的覆蓋農(nóng)產(chǎn)品 從生產(chǎn)、加工到市場(chǎng)流通 全過程的檢測(cè)機(jī)構(gòu)。雖然隨著國(guó)家和上海市政府對(duì) 農(nóng)產(chǎn)品質(zhì)量 安全監(jiān)控力度的逐步加大，國(guó)內(nèi)和本市 農(nóng)產(chǎn)品質(zhì)量 安全檢驗(yàn)和檢測(cè)手段 及能力正逐年提高，但與發(fā)達(dá)國(guó)家相比還存在較大差距 ，具體表現(xiàn)為 ： 法律法規(guī)體系不夠健全；微生物和化學(xué)污染的情況較嚴(yán)重； 農(nóng)產(chǎn) their owncdtsvlpha,mxukgf.()ybTqCzjSAX品質(zhì)量 安全衛(wèi)生標(biāo)準(zhǔn)滯后；疫情防治和監(jiān)控及農(nóng)、獸藥殘留監(jiān)控體系不完全；檢測(cè)設(shè)備差，檢測(cè)靈敏度低； HACCP 和 GMP 的推廣使用幅度 與發(fā)達(dá)國(guó)家比較還存在較大差距 。 對(duì)農(nóng)業(yè)結(jié)構(gòu)調(diào)整、農(nóng)產(chǎn)品質(zhì)量升級(jí)，農(nóng)產(chǎn)品消費(fèi)安全、提升農(nóng)產(chǎn)品市場(chǎng)競(jìng)爭(zhēng)力 起著 重要的技術(shù)保障作用。農(nóng)業(yè)是自然生產(chǎn)和經(jīng)濟(jì)活動(dòng)相互交織的產(chǎn)業(yè)。 Sel ect ion.
