年凈增70家,僅規(guī)模工業(yè)和商貿(mào)企業(yè)每年對用工的需求缺口就大,相對對待遇較高期望值的外資企業(yè)來說,招工更難。二是用工結(jié)構(gòu)性問題加劇供需矛盾突出。用工缺口最大的是一般性生產(chǎn)崗位,而且以女工居多,這主要是由我市外資企業(yè)多為勞動密集型行業(yè)決定的,而勞動量相對較小和勞動環(huán)境相對較好的服務(wù)業(yè)比起倒班和面臨噪聲灰塵等問題的工業(yè)企業(yè)更具吸引力;隨著人口老齡化,我市近幾年企業(yè)民營化改制后下崗的大多為50人員,80后年輕人待崗的大多為高不成低不就的具有一定高學(xué)歷的人才,而外資企業(yè)需要的都是40以下和人力成本低的低學(xué)歷人員。三是待遇不具有明顯比較優(yōu)勢。外資企業(yè)大多處于創(chuàng)業(yè)初期,企業(yè)效益還不夠明顯,因此難以高薪養(yǎng)人高薪留人,大多數(shù)具有一技之長和年輕的硬勞力都愿意“孔雀東南飛”,南下或東進(jìn)到我國經(jīng)濟(jì)發(fā)達(dá)城市淘金去了,剩下的不多且有些還是“老弱病殘”的企業(yè)非招工對象。三、解決外商投資企業(yè)勞動用工問題的意見和建議一是拓寬用工渠道。協(xié)調(diào)農(nóng)民和勞動部門,通過春風(fēng)行動和農(nóng)村勞動力轉(zhuǎn)移就業(yè)技能培訓(xùn),培訓(xùn)企業(yè)急需的崗位人員;定期舉辦“返鄉(xiāng)農(nóng)民工專場招聘會”,政府搭臺,組織企業(yè)現(xiàn)場招聘,實現(xiàn)供需直接見面;通過多種方式為企業(yè)在媒體上發(fā)布用工需求信息,開辟免費專欄或者予以財政補(bǔ)貼于各種招工及其培訓(xùn)費用。二是改進(jìn)用工形式。針對社會上不同剩余勞動力的特點,采取不同的崗位和方式用工,如對在校大中專生、技校、職高學(xué)生有一技之長的,可以在寒暑假用于打短工,解決生產(chǎn)季節(jié)性強(qiáng)的企業(yè)用工燃眉之急;也可以不需招聘,通過獎勵老職工特別是周邊山區(qū)農(nóng)村來的老職工介紹、引薦,直接帶動其知根知底的親戚、朋友、同鄉(xiāng)來試崗。三是提高勞動待遇。這是最有效最直接的引人留人方法,可以通過加薪,也可以通過增加實物分配等社會福利和勞保,還可以通過發(fā)紅包、發(fā)加班費等“人情化”辦法,或優(yōu)化公共設(shè)施如免費游泳館、球場、影院、舞廳等措施來吸引人、挽留人。
