higher education institutions are always influenced by the policies as education has been a significant area which the governments most concern about. That is to say, a good policy can have a positive impact on development of university. In South Korea, The higher education has been significantly improved in the quality and quantity buring the last 60 years (Shin, 2011). One of the reasons is the governmental policy support. In the mid1990s, the government launched the education reform which proposed 120 reform agendas and most of them are referred to higher education (Shin, 2011). In the later time, the policy pays attention to building modern and hightech universities and research projects. For example, the programs of Brain Korea 21 (BK 21) and World Class University, Humanity Korea (HK), Social Science Korea (SSK) were proposed by the Korean government in the late 2000s(Shin, 2011). As a consequence, there is an increasing number of overseas students in Korean universities and the reputation of korean universities have became higher than before. Also in Malaysia, recently the government established a National Higher Education Fund (NHEF) to support the poor family which can not pay for the tuition fees. Besides, government also encourage students study aboard to e back to Malaysia (Postiglione, 2011). Therefore, it can be seen that governmental policies is significant for higher education developing. Without the governmental policy support, the other assistance such as financial and cultural supports is hardly achiveable.ConclusionIn summary, the whole text gave the reasons why university should serve society and the suggestions for how this service can be achieved. From the historical review, universities has changed with society changing and also provided relevant service to society. This general trend illustrates a clear relationship between universities and society. While in this relationship, society plays a key role as it contribute to the development of university in general. To be more specific, participants such as teachers, students or managers in university are human being with social nature. Therefore, universities are endowed with social gene and should serve human society. Then in what ways it can be achieved? From the universities side, give high quality education to the individual is the first step. Following that, universities should also concern about what the entire society need from education such as massive trained manpower and the new technology. Finally, a balance between academic tradition and social paticipation should be maintain when universities serve society. With regards to the society, the most important things for society to do is that offer policy support.
