The author believes that the financing predicament above could not be deal with within the existed financing system due to existed adverse selection and moral hazard under the market environment of information asymmetry, and the outlet lied in institutional innovation and credit governance. Because there exist, the credit governance plays a great role in solving of the financing problem.
