【正文】 equipment (PPE) shall be worn when identified by the risk assessment and/or plan. Personal protective equipment should not be used as a substitute for engineering, work practice, and/or administrative controls. Personal protective equipment may be used in conjunction with these controls. The chemical MSDS will assist appropriate selection of PPE. Refer to Procedure HP053 Personal Protective Equipment. Training shall be provided on the protective limitations of personal protective equipment, and on its proper use and maintenance. Responsible Officer Spill Management Personnel handling chemicals shall be aware of the basic spill management requirements for the chemical being used. These are: ? Protect yourself and the environment if a spill occurs. ? Control the spill, contain it, and arrange clean up. ? Where necessary, warn others nearby and call for help. This may require calling emergency services if the situation gets out of control. ? Ensure that the incident is reported to your supervisor. Specific guidance on spill management, including reporting requirements, is provided in the site Emergency Information Manual and HSEP0920 Oil and Fuel Management. Responsible Officer Monitoring Monitoring may be required as part of risk control where it is necessary to obtain a quantitative estimate of exposure, or to determine the effectiveness of measures to control exposure. Monitoring shall be carried out in situations where employees are exposed to significant quantities of Hazardous Substances. This is done to ensure that control measures are operating effectively and providing an appropriate level of control. Records shall be kept of all monitoring undertaken and shall be accessable to relevant employees. Specific guidance on auditing of fuel storages is given in Fuel Storage Tank Checklist. Responsible Officer Health Surveillance Health surveillance is required for employees who have been identified as exposed to Hazardous Substances as defined in Regulations 22 of Workplace Health and Safety Regulations 1998 for Hydro Tasmania’s operations in Tasmania. These materials shall be managed as described in HSEP0914 Resource Use and Waste Management. Environmental Operations Manager, Project Manager Provision of Information For Hazardous Substances The following information shall be readily accessible to employees for all Hazardous Substances present in the workplace. a) Register of Hazardous Substances (in Hazard Register)。 b) Material Safety Data Sheets (MSDS) from Chemical Information Service in Hydro Tasmania’s Insite。 c) Reports prepared as a result of workplace risk assessments。 d) The results of monitoring。 e) The results of health surveillance programs, provided that medical confidentiality is maintained。 and f) Any other relevant information. Responsible Officer 9 Roles amp。 Responsibilities Accountable Person has the responsibility for following this procedure whenever chemicals are managed or used in the workplace. Project Manager has the responsibility for following this procedure whenever chemicals are managed or used within the delivery of the project under their control. Environmental Operations Manager (EOM) has the responsibility for implementation of this procedure. Also for development of work place risk registers which include Dangerous Goods and hazardous substances, for each work site within their area of authority and for conducting a risk assessment for each job to be done in their area to determine whether work is to be done using these materials. Responsible Officer has the responsibility to ensure that all persons managing, handling or using chemicals ply with this procedure and with any work instructions or plans arising out of it. 10 Definitions Accountable Person: any person who has control of a workplace or has a responsibility or an obligation for the health and safety of any person(s) in a workplace or for environmental impacts of the activities undertaken.
