【導(dǎo)讀】八所、三亞、湛江、北海、防城、南京、鎮(zhèn)江、張家港、南通。為發(fā)貨人或收貨人。貿(mào)進出口貨物），在水路運輸全過程中只征收一次港口建設(shè)費。建設(shè)費費率表》執(zhí)行。人核收運雜費時，一并核收港口建設(shè)費。代收單位收到費款后，應(yīng)在三日內(nèi)向代征單位結(jié)算交付，不得截留、挪用。第九條港口建設(shè)費的收入列為交通部專戶。日內(nèi)將征收的費款存入專戶，按月劃繳交通部。收的費款只能存入和劃轉(zhuǎn)，不能動支。資金的使用，由交通部按照國家有關(guān)規(guī)定統(tǒng)一安排。有漏征、錯征時，必須及時補征、訂正。繳費款外，可酌情處以應(yīng)繳費款五倍以下的罰款。定繳費，然后向交通部申請復(fù)議，或直接向人民法院起訴。第十五條本辦法自一九八六年一月一日起施行。３．港口建設(shè)費的起碼收費額為０．１０元。共和國涉外法規(guī)匯編》.
