Lack of Public Sense On this point, from infancy to maturity education, the teacher or the elder tell the student or Younger generation less. There are so many people who think that the money they contribute will certainly not go to the needy, it is attained by government officials! The child and the guardian make a phone to her, and urge her not to gives the money to the school, for if she gives 1000yuan to the school, the local child only receives 400yuan .These donors who track the donation situation more or less have met similar doubts. Imperfect Legal System Chinese philanthropy management also has the bottleneck. Now the laws like Welfare Donations Law of the People39。s Republic of China and Regulation of the People’s Republic of China for Controlling the Registration of Enterprise as Legal Persons, it could not meet the need of philanthropy’s swift development. To be a charitable anization, the procedures of cognizance, register, management and surveillance are very plex. At present, there is no corresponding law which can do it better. However, the Regulations for the Management of Foundation stipulate that the primitive fund we should be doesn’t less than 8 million Yuan if someone wants to establish a nationwide anization. Moreover, they must have the moary fund. That is a critical condition. The tax revenue measure is unreasonable. Interim Regulations of People’s Republic of China on Ine Tax of the Private Enterprise stipulates that if the taxpayer donates money to the public welfare and relief they can get some reward. But the reward is so little that the enterprise loses the interest. And the enterprise feels that the good intention can’t obtain the return, which suppresses the enthusiasm of the enterprise inevitably. Although there are a few enterprises which donate money obtain the treatment of total taxfree, the contributor has little choice scope, which increases the cost of philanthropy. Ⅲ . Promotion of the Chinese Charity A. Much Propaganda of Philanthropy First we should let more people know the philanthropy not only helps the poor people but also benefits for the whole society.
