【正文】 第四章 煙葉產(chǎn)業(yè)鏈中煙農(nóng)利益分析 １４ 第四章 煙葉產(chǎn)業(yè)鏈中煙農(nóng)利益分析 煙農(nóng)收 益的影響因素分析 如表 4－ 1 所示， 2021 年云南省煙農(nóng)人均銷(xiāo)售收入 938 元， 比 2021 年 增長(zhǎng) ％ ，人均銷(xiāo)售利潤(rùn) 元，比上年增長(zhǎng) %； 2021 年 煙農(nóng)人均 銷(xiāo)售 收入 1145 元，比 2021 年增長(zhǎng)%，人均銷(xiāo)售利潤(rùn) 元，比上年增長(zhǎng) %。與計(jì)劃經(jīng)濟(jì)體制下“行政系統(tǒng) ＋ 農(nóng)戶(hù)”的經(jīng)營(yíng)管理模式相比，它克服了以前盲目生產(chǎn)、 產(chǎn)銷(xiāo)脫節(jié)的缺點(diǎn)，而且在這種模式下煙葉企業(yè)與農(nóng)戶(hù)的經(jīng)濟(jì)關(guān)系簡(jiǎn)單。隨著實(shí)行“兩煙雙控”后，全省的烤煙面積、產(chǎn)量、產(chǎn)值驟減， 到 2021 年煙葉種植面積降至 千公頃，產(chǎn)量 萬(wàn)噸，產(chǎn)值 62 億元；與 1997年相比，以上指標(biāo)分別下降 40%左右。目前，全國(guó)共有近 2021 家縣級(jí)煙草公司， 300 多家地區(qū)級(jí) 煙草公司。 表 2－ 1 煙葉收購(gòu)價(jià)格與煙糧比價(jià)的關(guān)系 單位 ： 元 /50kg 年份 1990 1991 1992 1993 1994 1995 1996 1997 煙糧比價(jià) 烤煙收購(gòu)價(jià)格 年份 1998 1999 2021 2021 2021 2021 2021 2021 煙糧比價(jià) 烤煙收購(gòu)價(jià)格 注：①煙糧比價(jià)為上一年度值；②收購(gòu)價(jià)格為實(shí)際收購(gòu)價(jià)格 。我國(guó)煙葉價(jià)格實(shí)行的是中央管理的政府定價(jià)政策，是一種指令性?xún)r(jià)格。為了了解煙草公司及煙農(nóng)實(shí)際收益情況，筆者對(duì) 云南省 AN 市進(jìn)行了深入調(diào)查。 此外，黎志成和趙傳良 [1]還分析了我國(guó)煙葉特產(chǎn)稅的歷史變革及現(xiàn)狀，并針對(duì)我國(guó)煙葉稅存在的問(wèn)題提出了分兩階段、以調(diào)低煙葉農(nóng)特稅稅率及改變其征稅環(huán)節(jié)為主要措施的改革建議。并提出，要解決我國(guó)煙草市場(chǎng)的結(jié)構(gòu)的低效率狀況，必須解決三個(gè)關(guān)鍵性的問(wèn)題：一是如何處理財(cái)政效率與市場(chǎng)效率的矛盾；二是如何處理好市場(chǎng)結(jié)構(gòu)與企業(yè)產(chǎn)權(quán)結(jié)構(gòu)的關(guān)系；三是正確理解政府在煙草行業(yè)產(chǎn)業(yè)競(jìng)爭(zhēng)力提升過(guò)程中的作用。 據(jù)統(tǒng)計(jì)，在云南省的 109 個(gè)縣中（包括 29 個(gè)民族自治縣）， 國(guó)家貧困縣高達(dá) 73 個(gè)， 加上云南省確定的 5 個(gè)，共有 78 個(gè)貧困縣，占全省總縣數(shù)的 %。同時(shí)，煙葉是地方財(cái)政稅收的重要來(lái)源，也是煙農(nóng)的主要收入來(lái)源。 為了尋找背后的原因，本文用委托 代理機(jī)制分析了煙草公司與國(guó)家及煙農(nóng)間的委托代理關(guān)系，認(rèn)為煙草公司與煙農(nóng)之間信息嚴(yán)重不對(duì)稱(chēng)以及監(jiān)督者缺位是造成煙農(nóng)利益受到侵害的根本原因，而國(guó)家為獲得穩(wěn)定的高額利稅收入，在煙草公司和煙農(nóng)的權(quán)衡上更傾向于公司，從而促使煙農(nóng)利益長(zhǎng) 期受到忽視。 關(guān)鍵詞 ： 煙葉產(chǎn)業(yè) ， 影響因素 ， 利益分配 ， 委托 － 代理關(guān)系 中國(guó)農(nóng)業(yè)大學(xué)學(xué)士學(xué)位論文 英文摘要 Abstract Tobacco industry is the only industry that has a state monopoly system in China. In the industry, the tobacco manufacturers and businesses reap excessive profits, and the state also gained tremendous benefits from the high tobacco tax. However, the interests of peasants who are in the bottom of the tobacco industry has long been neglected. Currently, domestic researches on tobacco industry are mainly on the perspective of the state and manufacturers, and the real concern on the interests of peasants is little. Thus, this paper takes Yunnan province as the research subject to study the main factors that affect peasants ’interests and the distribution pattern of the benefits in tobacco industry .Through the analysis, the writer finds the interests that peasants gain is very poor and the benefit distribution between tobacco businesses and peasants is remarkably unreasonable. In order to find the veiled reasons, the writer analyses the principalagent relationship between tobacco businesses and the state, and the principalagent relationship between the tobacco businesses and peasants. Through the study, the writer finds serious asymmetry of information and the absence of supervisors is the essential reasons why the interests of peasants is violated. And to obtain stable profits and tax ine, the state tends to be partial to businesses, which leads to the benefits of peasants being neglected for long time.
