【正文】 南大學(xué)學(xué)生社團(tuán)聯(lián)合會(huì)理事會(huì)理事長(zhǎng)行使的權(quán)利。上述機(jī)構(gòu)在西南大學(xué)學(xué)生社團(tuán)代表大會(huì)和學(xué)生社團(tuán)聯(lián)合會(huì)理事會(huì)閉會(huì)期間對(duì)西南大學(xué)學(xué)生社團(tuán)聯(lián)合會(huì)主席團(tuán)負(fù)責(zé)，處理具體學(xué)生社團(tuán)事務(wù)，為學(xué)生社團(tuán)服務(wù)。 第三條 社團(tuán)聯(lián)合會(huì)設(shè)理事長(zhǎng)、主席、副主席、部長(zhǎng)等職務(wù)，處理社聯(lián)日常事務(wù)。 9) 社團(tuán)聯(lián)合會(huì)干事有選舉和被選舉的權(quán)利，有權(quán)對(duì)本部工作進(jìn)行建議、批評(píng)和監(jiān)督。 2) 主席負(fù)責(zé)統(tǒng)籌處理社聯(lián)日常事務(wù)，協(xié)調(diào)整個(gè)社團(tuán)聯(lián)合會(huì)運(yùn)轉(zhuǎn)。 10 4) 活動(dòng)部負(fù) 責(zé)活動(dòng)的策劃準(zhǔn)備及開展。 第十三條 ： 社團(tuán)聯(lián)合會(huì)成員必須準(zhǔn)時(shí)出席例會(huì)，因故不能參加必須提前半天請(qǐng)假并得到副主席以上的干部批準(zhǔn)，社團(tuán)聯(lián)合會(huì)將保留干事的假條，以規(guī)范內(nèi)部運(yùn)轉(zhuǎn)。 第二十二條 ： 每次活動(dòng)結(jié)束后須做總結(jié)留檔，以便以后汲取經(jīng)驗(yàn)教訓(xùn)。 第十章 值班制度 第三十條 ： 值班時(shí)間為： 周一 ~周五 17： 30~18： 30（夏日作息時(shí)間） 17： 00~18： 00（冬日作息時(shí)間） 第三十一條 ： 值班地點(diǎn)為社團(tuán)聯(lián)合會(huì) 辦公室，值班時(shí)間由辦公室安排，各部輪流值班，辦公室佩戴工作證。 第四條 西南大學(xué)學(xué)生社團(tuán)的基本任務(wù)是： 貫徹和執(zhí)行黨的教育方針，促進(jìn)大學(xué)生德、智、體全面發(fā)展，提高學(xué)生綜合素質(zhì)。 第九條 學(xué)生社團(tuán)聯(lián)合會(huì)收到本條例第七條所列全部有效文件，報(bào)校團(tuán)委批準(zhǔn)后，并予以公告，社團(tuán)方可正式成立。 第十七條 學(xué)生社團(tuán)的網(wǎng)站（主頁(yè)）不得違反國(guó)家法律法規(guī)、校紀(jì)校規(guī)和其他有關(guān)的規(guī)定。 新籌備 成立的社團(tuán)，暫由籌備人負(fù)責(zé)，待機(jī)構(gòu)完整后，由會(huì)員按社團(tuán)章程再進(jìn)行選舉產(chǎn)生負(fù)責(zé)人。 第五章 學(xué)生社團(tuán)的活動(dòng) 第二十五條 學(xué)生社團(tuán)必須 在憲法，各項(xiàng)法律法規(guī)和校規(guī)校紀(jì)許可的范圍內(nèi)開展活動(dòng)，不得從事與本社團(tuán)無(wú)關(guān)的活動(dòng)；各社團(tuán)活動(dòng)應(yīng)自覺接受學(xué)生社團(tuán)聯(lián)合會(huì)及學(xué)生社團(tuán)理事會(huì)的監(jiān)督，服從工作的全局安排。 第三十二條 學(xué)生社團(tuán)不得開展任何以盈利為目的的商業(yè)活動(dòng)，也不等開展超出其宗旨的活動(dòng)。社團(tuán)財(cái)產(chǎn)為社團(tuán)集體所有，任何人不可侵占、私分或 23 挪用學(xué)生社團(tuán)的財(cái)產(chǎn)。 第四十四條 學(xué)生社團(tuán)出現(xiàn)下列情況之一時(shí)，學(xué)生社團(tuán)聯(lián)合會(huì)將令其強(qiáng)行注銷： 違反國(guó)家法律政策，嚴(yán)重觸犯校規(guī)校紀(jì)，利用社團(tuán)名義從事非法活動(dòng)； 背離社團(tuán)活動(dòng)宗旨，影響惡劣； 成員人數(shù)不足十人； 連續(xù)兩個(gè)學(xué)期未進(jìn)行正常活動(dòng)，機(jī)構(gòu)癱瘓； 盜用掛靠指導(dǎo)單位或其他組織名義，引起嚴(yán)重后果； 出現(xiàn)其他應(yīng)予解散的情形； 第四十五條 學(xué)生社團(tuán)注銷后的財(cái)產(chǎn)，按照有關(guān)規(guī)定處理 。 二、活動(dòng)程序 1． 每學(xué)年初新會(huì)員登記結(jié)束后，各社團(tuán)將會(huì)費(fèi)報(bào)學(xué)生社團(tuán)聯(lián)合會(huì)入帳。 9． 社團(tuán)創(chuàng)辦刊物，須校團(tuán)委批準(zhǔn)方可創(chuàng)刊。社團(tuán)購(gòu)買貴重器材需經(jīng)社團(tuán)聯(lián)合會(huì)批準(zhǔn)。 3． 活動(dòng)評(píng)審表及財(cái)物預(yù)算表的填寫要求： （ 1）書寫認(rèn)真、內(nèi)容具體，字跡工整。 二、 各社團(tuán)所收會(huì)費(fèi)須上交社團(tuán)聯(lián)合會(huì)財(cái)務(wù)部，由社團(tuán)聯(lián)合會(huì)統(tǒng)一管理。 八、 各社團(tuán)登記后指定負(fù)責(zé)人到指定商店購(gòu)買物品，每學(xué)期由社團(tuán)聯(lián)合會(huì)財(cái)務(wù)部統(tǒng)一結(jié)賬。 十五 、本細(xì)則自通過(guò)之日起生效。 三、 經(jīng)費(fèi)管理 協(xié)會(huì)所爭(zhēng)取的贊助需?？顚Ｓ谩? 六、 若私自爭(zhēng)取社會(huì)贊助，一經(jīng)發(fā)現(xiàn)，會(huì)長(zhǎng)及負(fù)責(zé)此次活動(dòng)的負(fù)責(zé)人將承擔(dān)全部責(zé)任，且交書面檢討一份，同時(shí)所爭(zhēng)取的贊助經(jīng)費(fèi)全部上繳校社團(tuán)聯(lián)合會(huì)。 六、 會(huì)后須認(rèn)真、積極地貫徹、執(zhí)行會(huì)議精神。 35 附則六： 社團(tuán)器材管理細(xì)則 為了有效地管理各社團(tuán)器材的設(shè)置、使用、移交、保管、更新，保證各社團(tuán)器材的高效、合理地使用，特制定本細(xì)則。 七、 社團(tuán)換屆前，由社團(tuán)聯(lián)合會(huì)對(duì)其器材進(jìn)行核實(shí)，器材完好無(wú)缺，方可進(jìn)行移交工作。s leadership, to solve the masses of the people reflect a focus on the problem.
