【正文】 6th session in September 1987 in Beijing. 這次在美麗的海濱城市深圳舉行的太平洋地區(qū)核能大會已經(jīng)是第二次在中國召開，記得 15年前，第六屆會議曾于1987年 9月在北京成功召開。首先，我謹代表中國原子能管理局，對會議的成功開幕表示熱烈的祝賀，并對各界代表的到來表示熱烈的歡迎。 ?I would like to take this opportunity to brief you on the present and future development of nuclear energy in China. ? 我想借此機會簡要介紹核能在當前和未來中國的發(fā)展情況。 ?Nuclear power alleviated the power supply shortage in China’ s coastal region and helps promote the local economic development. 核電在中國緩解了沿海地區(qū)電力供應短缺，并有助于促進地方經(jīng)濟發(fā)展 ? The volume of radioactive fluid and solid wastes discharged from the nuclear power plants since they were put into operation more than 10 years ago is far lower than the national standards, and the radiation to the surrounding environment has been maintained at the level of natural background. 從核電廠排放的大量的具有放射性的核廢物，因為它們于 10多年前投入了生產，其放射性遠遠低于國家標準低，以及對周圍環(huán)境輻射影響一直處于天然本底水平。 ?The industrial electron accelerators and Cobalt sources installation maintained a yearly growth rate of more than 20% since 1990, one of the fastest in the world. 自 1990年以來，工業(yè)電子加速器和鈷源裝置每年保持了 20％以上的增長速度，是世界上增長最快的國家之一。 ? The development of nuclear power which is safe, clean, and economical, is of growing importance to diversifying China’ s energy mix, improving energy security, developing energy uses, and promoting sustainable development. 核電的發(fā)展是一種安全，清潔，經(jīng)濟的，是中國日益重視多元化的能源結構，提高能源安全，發(fā)展能源利用，促進可持續(xù)發(fā)展的結果。 ?China’ s nuclear energy application, like in many other countries, develops in “ three steps” (., from thermo neutron reactors to fast neutron breeding reactors and then to controlled fusion reactors). 中國的核能應用與許多其他的國家一樣，發(fā)展分為“三步驟”（即熱中子反應堆，以快中子增殖反應堆，然后到受控聚變反應堆）。 ?Spent fuel from NPPs is planned to be reprocessed in China to make full utilization of uranium. A pilot spent fuel reprocessing plant is under construction and research work of deepunderground disposal of highlevel radioactive waste is active. 中國已經(jīng)著手核電廠的廢燃料再處理，使鈾資源得到充分利用。中方政府一貫堅持 “ 安全，質量第一 ” 的原則和高度重視核工業(yè)的安全，并采取一切有效措施，確保工作人員和公眾的健康和環(huán)境的保護。 ?Capital cost will be further reduced in the future. We are convinced that increased selfreliance and production scale will further cut down the cost and improve the economic petitiveness of nuclear power. 未來核電成本將進一步降低。 and positively participates in the international efforts at nonproliferation. 中國政府一貫奉行的政策是不主張，不鼓勵或涉及核武器擴散或協(xié)助其他國家發(fā)展核武器，并積極參與核不擴散的國際合作。 謝謝。 ?China, a developing country with nuclear industry capability, assists other developing countries within our ability, the demonstration of which is the Chashma NPP successfully constructed with cooperation between China and Pakistan. 國是一個擁有核工業(yè)能力的發(fā)展中國家，愿意在我們的能力范圍內幫助其他發(fā)展中國家，比如中國和巴基斯坦之間的合作成功地建立恰希瑪核電站就是最好的明證。 ? Two nearsurface repositories for lowandintermediate level radioactive waste have been built in Guangdong and Gansu. High level wastes will be disposed in deep geological repository, and relevant studies are under way. 在廣東和甘肅，兩個近地表層的低和中級水平放射性廢物庫已建成。比預期發(fā)電成本較低的核電資源，在東南沿海地區(qū)，為緩解電力供應短缺帶來了經(jīng)濟和社會效益。其產業(yè)規(guī)模和技術水平將得到改善，以充分發(fā)揮其在農業(yè)、生態(tài)環(huán)境、水電資源管理、醫(yī)療衛(wèi)生和健康方面的作用。 ? PWR= Pressurized Water Reactor 開發(fā)熱核反應堆技術的策略是分如下階段：在 2022年以前申請建造的核電廠，繼續(xù)研究先進壓水堆和高溫氣冷實驗堆，發(fā)展具有自主知識產權的先進技術； ?adopting advanced reactor types according to the international trend of nuclear power technology development after 2022 to further improve its safety and economics. 2022年以后預建立的核電廠，根據(jù)核電技術發(fā)展的國際趨勢，將采用先進堆型，以進一步提高其安全性和經(jīng)濟性。 ?In the eastern coastal area with paratively developed economy in particular, nuclear power will bee an important option to optimizing energy mix and alleviating pollution. 在東部沿海經(jīng)濟相對比較發(fā)達的地區(qū)，本著優(yōu)化能源結構，減輕污染為目的，核電將成為一個重要的選擇。 ? China, with a rapid development momentum of nuclear medical appliances, has 7 radioactive medicine manufacture bases and more than 1000 hospitals with nuclear medicine technology. The popularization and promotion of nuclear medicine contributed to improving the people’ s health level. 隨著核醫(yī)學設備的快速發(fā)展，中國已經(jīng)有 7個放射性藥品生產基地和 1000多個核醫(yī)學技術的醫(yī)院。 ?
