Fu Erlin: The background and the ideology of constructing an energyefficient and environmentalfriendly societyVisit to environmental friendly enterprise – Zhujiang Brewery2Presentation given by Chen Guangrong, Deputy Director of the Guangdong Bureau of Environmental ProtectionSelfstudy3Zheng Zhiguo: the ways and methods of constructing an energyefficient and environmentalfriendly societyGroup discussion4Cheng Yuyan: legislation and innovation of constructing an energyefficient and environmentalfriendly societyStudent forum and Qamp。 2) Learned form Canada School of Public Service (CSPS) some of the teaching methods they used。SD, Ecological Compensation, and Public Participation of Eamp。參加項目的主要合作單位包括經(jīng)濟學教研部、研究所、法學教研部、辦公室、教務處、科研處、總務處、信息網(wǎng)路中心、圖書館等。其中2個月學制的班級時間較短，安排12個專題比較適宜；4個月學制的班級可以安排單元或模塊教學。（二）把項目內(nèi)容和中央、省委有關精神融合起來，合理設計和安排教學內(nèi)容黨校是中國干部培訓的專門機構和主要陣地，必須圍繞中央和同級黨委的中心任務來開展工作。會議收到中加雙方研究報告和論文14篇，對領導干部環(huán)境管理績效評估問題進行了深入研究，取得了一批成果。六、加拿大官員和專家在廣東的調研活動從項目立項論證到執(zhí)行過程中，加拿大多位官員、專家和中央黨校有關領導曾到廣東考察，我校負責接待并組織有關會議和參觀考察活動。，向青海研討會提交了論文，并參加了研討會。 、戴燕艷副教授2007年完成論文《環(huán)境可持續(xù)發(fā)展管理跨部門跨區(qū)域協(xié)調》，提交四川研討會。教師在教學過程中不僅從書本學習，而且也向學員學習。增長了資源環(huán)境方面的知識，深化了對一些問題的理解。例如，惠州市的謝遠區(qū)學員（2006）說，通過學習“開闊了視野，增長了見識，得到了啟發(fā)”。表5 2006－2008年環(huán)境可持續(xù)發(fā)展管理培訓人數(shù)年份培訓總人數(shù)廳級干部人數(shù)處級干部人數(shù)20067201485722007127211811542008814134680總計28064002406在主體班培訓總人數(shù)中，有962人是參加34天的模塊教學培訓，1844人參加1天的專題教學培訓，%%，即兩類培訓人數(shù)大體分別占1/3和2/3。其中東江流域生態(tài)補償案例利用了中加合作項目在江西召開的生態(tài)補償機制研討會成果和資料。（一）市廳班和中青一班專題講授式教學市廳級班的學員是地級市副市級和省直機關副廳級領導干部，學制為2個月。這些內(nèi)容受到學員歡迎和好評。小組討論和學員論壇。先后請省環(huán)保局官員和企業(yè)負責人結合教學給中青二班學員做報告。（二）教學方法課堂教學。兩類班累計通過模塊教學培訓962人。五年來,我校在各類主體班先后開設了“建設資源節(jié)約型環(huán)境友好型社會”專題和模塊、“環(huán)境可持續(xù)發(fā)展管理跨部門跨區(qū)域協(xié)調”、“打造宜居廣東，建設美好家園”等專題課。2005年7月3日至15日，鄭楚宣、鄭志國、梁自明、傅爾林、吳舒娜5人到中央黨校接受由加拿大專家授課的培訓。5年共培訓市廳級和縣處級領導干部2806人，其中市廳級400人，縣處級2406人；完成了領導干部環(huán)境可持續(xù)發(fā)展管理政績考核、環(huán)境可持續(xù)發(fā)展管理跨部門跨區(qū)域協(xié)調、生態(tài)補償機制、環(huán)境管理公共參與等課題研究，發(fā)表了一批論著。校領導對該項目非常重視，常務副校長鄭盛廷、副校長陳鴻宇、鄭楚宣等同志多次研究部署該項目執(zhí)行計劃，要求結合廣東實際認真貫徹實施，力爭取得實效?？疾烊藛T感受比較一致的收獲是：了解到加拿大環(huán)境可持續(xù)發(fā)展管理的經(jīng)驗和政策，學習了加拿大公務員學校的一些教學培訓方法，加深了對實施該項目意義的認識并增強了信心。一個學期的教學內(nèi)容包括多個模塊和專題，“建設資源節(jié)約型環(huán)境友好型社會”是其中一個模塊。表2 2006年上學期模塊教學內(nèi)容和日程時間順序上午內(nèi)容下午內(nèi)容第1天鄭志國：說明項目內(nèi)容和教學日程傅爾林：建設資源節(jié)約型環(huán)境友好型社會的背景和總體思路參觀環(huán)境友好型企業(yè)——珠江啤酒廠第2天省環(huán)保局陳光榮副局長報告自學第3天鄭志國：建設資源節(jié)約型環(huán)境友好型社會的途徑和方法學員分組討論第4天程雨燕：建設資源節(jié)約型環(huán)境友好型社會的法制完善與創(chuàng)新學員論壇、教師答疑說明：兩個支部具體日程安排有差異，但內(nèi)容相同。為了解學員對本專題教學的要求，以便更好地實施教學，設計了2份調查問卷，多次在學員中進行調查。參觀時請該集團負責人介紹環(huán)境可持續(xù)發(fā)展管理的經(jīng)驗，豐富了教學內(nèi)容，取得良好效果。例如，2006年第一期中青班二支部的王春生學員是廣東交通實業(yè)投資公司副總經(jīng)理，他在小組討論發(fā)言中介紹了本公司修建廣東梅州至河源高速公路時注意保護環(huán)境的做法，受到大家的好評，被小組推薦為學員論壇發(fā)言人。這種教學方法活躍了教學氣氛，豐富了教學內(nèi)容。2006年由傅爾林教授和程雨燕講師共同負責，在縣處班實行課堂研討式教學，專題為“建設資源節(jié)約型環(huán)境友好型社會”。四、培訓人數(shù)和教學效果自項目實施以來，我校按照計劃安排進行教學培訓，使全省數(shù)千名市廳和縣處領導干部受到了環(huán)境可持續(xù)發(fā)展管理的培訓，經(jīng)多種方法評估，教學效果良好。例如，20062008年鄭志國教授有評教結果的講課40次，其中31次滿意率在80%以上；2006－2008年程雨燕講師講課20次，大部分滿意率在90%以上；2007－2008年戴燕艷講課10次，其中9次滿意率在80%以上；危旭芳20072008年講課12次，其中10次滿意率在80%以上。省人大的李利東學員（2008）認為，要加大環(huán)保執(zhí)法力度，增加環(huán)保投入，發(fā)揮民間環(huán)保組織的作用，實行標本兼治。對一些實際問題進行了有益的探討。其中專著5部；在《中國社會科學》、《人民日報》、《經(jīng)濟日報》等報刊公開發(fā)表論文70多篇（目錄見附1）；由我校教師（項目組成員）按照中加合作項目計劃完成的課題研究主要有以下幾項：，岳芳敏、周立彩、戴燕艷、程雨燕等教師參加，于2007年完成《廣東省黨政領導干部環(huán)境政績考核報告》，多次在中加合作項目有關研討會上介紹該課題研究成果，2008年初由省環(huán)保局報送省委省政府。2008年二人合作完成《在主體功能區(qū)之間構建雙重生態(tài)補償機制》和《建立健全節(jié)能減排四重機制》兩篇論文，提交中國可持續(xù)發(fā)展研究會2008年年會，并在《中國人口、資源與環(huán)境》2008年第18卷發(fā)表。例如，2005－2008年鄭志國教授指導中青班學員撰寫的以可持續(xù)發(fā)展為主題的畢業(yè)論文有20篇。加拿大專家還由我校有關領導和專家陪同參觀了廣州污水處理廠、廣州虎頭電池集團。我校項目組成員先后赴北京、四川、江西、青海等地參加了5次專題研討會，同加方專家就相關專題進行學術交流。2008年又根據(jù)形勢發(fā)展和項目進程開發(fā)了新的專題“打造宜居城鄉(xiāng)，建設美好家園”。例如，溫哥華建設宜居城市的經(jīng)驗和在機場擴建時注意保護候鳥的事例、多倫多節(jié)約用水的做法都在一些班次教學中得到應用；加拿大一些環(huán)保專家的觀點也在講課中被引用。SD by Students of GDPS (20052008)As one of the provincial party schools participating in the CanadaChina Cooperation Project on the Management of Environmental Sustainability, from 2005 to 2008, Guangdong Party School (GDPS) has implemented the project in pliance with the schedule and has achieved significant results. Within the past five years, 2806 cadres in total have taken courses of Eamp。SD and also recognised the aims, the importance, the tasks, the procedures and the methodology of the project. Study visits in CanadaBetween 2005 and 2006, our school sent seven members to conduct study visits on the management of Eamp。SD, and build Guangdong a livable and beautiful province, etc. The topic and module courses of constructing an energyefficient and environmentalfriendly society introduced the background, significance, the ideology, the path, the methods, the legislations and the policies of constructing an energyefficient and environmentalfriendly society. This es in two forms. The first one is to set up a 34 days module course related to constructing an energyefficient and environmentalfriendly society for the Classes B of Young and middleaged Cadres and the classes of section directors of provincial governmental departments. The second is to design a 1day teaching for classes of directorgenerals at municipal level and classes of section directors at prefectural level.II Module Course for the Classes B of Young and Middleaged Cadres and the Classes of Section Directors of Provincial Governmental DepartmentsGDPS had two classes for the training program of young and middleage cadres. Students were consisted of directors and deputy directors. Each class was split up into two study groups with 40 students each. From 20062008, 454 students from classes B of young and middleaged cadres and 508 students from classes of section directors of provincial governmental departments have taken this module course, which totalled 962.
