農(nóng)村行政區(qū)劃發(fā)展新模式——基于山東省諸城市農(nóng)村社區(qū)建設(shè)的實(shí)證調(diào)研【寒假社會(huì)實(shí)踐報(bào)告-預(yù)覽頁(yè)
【正文】 治安是和諧社會(huì)發(fā)展的重要衡量標(biāo)準(zhǔn)之一，良好的社會(huì)治安是人民幸福生活的保障，山東省諸城市從解決農(nóng)村地區(qū)人民群眾共同安全需求日益增長(zhǎng)與警察服務(wù)短缺低效之間的突出矛盾入手，創(chuàng)新建立了“以社區(qū)群眾共同安全需求為導(dǎo)向、以社區(qū)群眾滿意為目標(biāo)”的農(nóng)村社區(qū)警務(wù)體制、機(jī)制，傾力打造以農(nóng)村社區(qū)警務(wù)室為平臺(tái)的2公里警察服務(wù)圈”，取得了明顯效果。同時(shí)，吸納村內(nèi)治安志愿者，參與治安巡邏，擔(dān)負(fù)村內(nèi)治安巡防、緊急情況處置。方便群眾反映問(wèn)題。過(guò)去村里沒(méi)有什么體育設(shè)施，大家干農(nóng)活就是很好的鍛煉。實(shí)行農(nóng)村社區(qū)化后，取消了村級(jí)單位，相鄰的幾個(gè)村全部集中到一起，就統(tǒng)一建了一些體育設(shè)施供村民空閑時(shí)間鍛煉身體。具體來(lái)說(shuō)，諸城市政府在以下方面做出努力。注重發(fā)揮農(nóng)業(yè)部門作用，強(qiáng)力推進(jìn)農(nóng)業(yè)產(chǎn)業(yè)化進(jìn)程，全市農(nóng)業(yè)產(chǎn)業(yè)化水平大幅提升。二是幫助龍頭企業(yè)搞好申報(bào)，爭(zhēng)取各級(jí)扶持。近年來(lái)，諸城堅(jiān)定不移地走“工業(yè)強(qiáng)市”之路，不斷拓展工業(yè)發(fā)展空間，調(diào)整優(yōu)化工業(yè)結(jié)構(gòu)，努力轉(zhuǎn)變?cè)鲩L(zhǎng)方式，增強(qiáng)企業(yè)核心競(jìng)爭(zhēng)力，實(shí)現(xiàn)了工業(yè)經(jīng)濟(jì)的又好又快發(fā)展。在社區(qū)建設(shè)的實(shí)踐中，村改居產(chǎn)生的宅基地主要用于復(fù)墾，以置換建設(shè)用地，集中住樓后騰出的部分宅基地則用于房地產(chǎn)開(kāi)發(fā)，尤其是面向市場(chǎng)后，土地的性質(zhì)也已發(fā)生了改變。農(nóng)民上樓，一次性補(bǔ)償比較到位，短期安置可以做到，但是如果長(zhǎng)期不能穩(wěn)定就容易成為流民。將農(nóng)民集中到社區(qū)居住，大量村鎮(zhèn)企業(yè)的興建，使農(nóng)業(yè)用地銳減，失地農(nóng)民的就業(yè)面臨難題。只有全面把握、深刻領(lǐng)會(huì)建設(shè)農(nóng)村社區(qū)的精神實(shí)質(zhì)和豐富內(nèi)涵，提高認(rèn)識(shí)水平和認(rèn)知能力，才能避免基層干部認(rèn)識(shí)上“錯(cuò)位”，工作“不到位”的現(xiàn)象，才能提高群眾的配合度，減少社區(qū)建設(shè)中的群眾與政府糾紛。加強(qiáng)社區(qū)工作人員管理與培訓(xùn)，全面提高社區(qū)工作人員的整體素質(zhì)和服務(wù)技能；積極拓展服務(wù)內(nèi)容，逐步推行村級(jí)事務(wù)社區(qū)化管理。完備的組織體系不僅需要資金來(lái)完成建立，更大的資金投入還應(yīng)當(dāng)放在這一組織體系的運(yùn)用和完善上，這樣才能避免出現(xiàn)各種社區(qū)服務(wù)項(xiàng)目的空置，出現(xiàn)花架子的現(xiàn)象，真正使其服務(wù)廣大農(nóng)民群眾，使農(nóng)民成為社區(qū)的受益者。A 18歲以下 B 18—40歲 C 4060歲 D 60歲以上D 多向上級(jí)政府反映群眾真實(shí)意見(jiàn) Further help. ation about dismissal and unfair dismissal, seeagainst the disciplinary action your employer has taken against you.
