abbreviations。（二十六）進(jìn)一步加強(qiáng)部門協(xié)調(diào)配合。（二十五）切實提高外商投資企業(yè)監(jiān)管執(zhí)法統(tǒng)一性。五、加快完善服務(wù)外商投資企業(yè)發(fā)展的體制機(jī)制（二十三）進(jìn)一步擴(kuò)大外商投資企業(yè)登記管理授權(quán)范圍。繼續(xù)深入推進(jìn)廣告市場整治工作，進(jìn)一步加大對損害消費(fèi)者和外商投資企業(yè)合法權(quán)益的虛假違法廣告的查處力度，切實維護(hù)文明誠信的廣告市場秩序。授權(quán)省級工商行政管理局進(jìn)行外商投資廣告企業(yè)項目審批，完善審批規(guī)定，建立備案制度，推行格式化審批，加強(qiáng)外商投資廣告企業(yè)項目審批工作的指導(dǎo)和監(jiān)督檢查。依法公正裁決涉外商標(biāo)評審案件，切實維護(hù)境外當(dāng)事人的合法商標(biāo)權(quán)益。積極引導(dǎo)外商投資企業(yè)建立健全消費(fèi)糾紛和解等消費(fèi)維權(quán)自律制度，及時化解消費(fèi)爭議，自覺履行維護(hù)消費(fèi)者合法權(quán)益的社會責(zé)任，提升企業(yè)聲譽(yù)，樹立良好企業(yè)形象。加強(qiáng)對外商投資企業(yè)知名字號的保護(hù)，制止擅自使用知名字號從事不正當(dāng)競爭的行為。推行外商投資企業(yè)分類年檢，對重?zé)狳c(diǎn)行業(yè)以及信用等級較低的外商投資企業(yè)加強(qiáng)審查；對守法經(jīng)營、無不良記錄的外商投資企業(yè)簡化年檢手續(xù)，建立守法經(jīng)營激勵機(jī)制和違法經(jīng)營懲戒機(jī)制。在監(jiān)管環(huán)節(jié)，依法糾正外商投資企業(yè)擅自從事限制類產(chǎn)業(yè)的行為，堅決取締任何從事禁止類產(chǎn)業(yè)的外商投資企業(yè)，切實提高利用外資質(zhì)量。（十三）切實提高外商投資企業(yè)登記管理數(shù)據(jù)監(jiān)測分析質(zhì)量和水平。（十二）進(jìn)一步提高外商投資企業(yè)登記信息化水平。強(qiáng)化登記管理，積極配合有關(guān)部門做好“兩高一資”和低水平、過剩產(chǎn)能擴(kuò)張類外商投資企業(yè)的變更登記、注銷登記和吊銷營業(yè)執(zhí)照工作，提高經(jīng)濟(jì)社會可持續(xù)發(fā)展能力。積極引導(dǎo)境內(nèi)外自然人在區(qū)內(nèi)設(shè)立外商投資合伙企業(yè)，明確其經(jīng)營主體資格，促進(jìn)邊境經(jīng)濟(jì)合作區(qū)建設(shè)。（七）積極服務(wù)外商投資企業(yè)跨地區(qū)轉(zhuǎn)移。使用外國（地區(qū)）出資企業(yè)字號的外商獨(dú)資企業(yè)、外方控股的外商投資企業(yè)，注冊資本達(dá)到3000萬元人民幣，從事現(xiàn)代服務(wù)業(yè)和高新技術(shù)產(chǎn)業(yè)的，可以在名稱中間使用“（中國）”字樣。加強(qiáng)引導(dǎo)，注重配合，提高效率，鼓勵具有先進(jìn)技術(shù)和管理經(jīng)驗的外國企業(yè)或者個人在中國境內(nèi)設(shè)立合伙企業(yè)，增加外商投資企業(yè)類型，擴(kuò)大對外經(jīng)濟(jì)合作和技術(shù)交流的途徑。（二）積極支持外商投資企業(yè)以債權(quán)增資。第一篇：國家工商行政管理總局關(guān)于充分發(fā)揮工商行政管理職能作用進(jìn)一步做好服務(wù)外商投資企業(yè)發(fā)展工作的若干意見國家工商行政管理總局文件國家工商行政管理總局工商外企字〔2010〕94號關(guān)于充分發(fā)揮工商行政管理職能作用進(jìn)一步做好服務(wù)外商投資企業(yè)發(fā)展工作的若干意見各省、自治區(qū)、直轄市及計劃單列市、副省級市工商行政管理局、市場監(jiān)督管理局：為認(rèn)真貫徹落實國務(wù)院《關(guān)于進(jìn)一步做好利用外資工作的若干意見》，充分發(fā)揮工商行政管理職能作用，進(jìn)一步做好服務(wù)外商投資企業(yè)發(fā)展工作，更好地發(fā)揮利用外資在推動科技創(chuàng)新、產(chǎn)業(yè)升級、區(qū)域協(xié)調(diào)發(fā)展等方面的積極作用，加快提高利用外資質(zhì)量和水平，積極推動經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變,現(xiàn)提出如下意見：一、進(jìn)一步鼓勵外商增加投資（一）積極支持外商投資企業(yè)集團(tuán)化經(jīng)營。母公司可以在企業(yè)名稱中使用“集團(tuán)”或者“（集團(tuán)）”字樣；子公司可以在自己的名稱中冠以企業(yè)集團(tuán)名稱或者簡稱；參股公司經(jīng)企業(yè)集團(tuán)管理機(jī)構(gòu)同意，可以在自己的名稱中冠以企業(yè)集團(tuán)名稱或者簡稱。（三）積極鼓勵外商投資設(shè)立合伙企業(yè)。二、積極促進(jìn)利用外資結(jié)構(gòu)優(yōu)化（五）大力支持外商投資服務(wù)業(yè)企業(yè)加快發(fā)展?？鐕驹谌A設(shè)立地區(qū)總部、研發(fā)中心、采購中心
