【正文】 涌入而興起的以交通、電力為主的建設(shè)項(xiàng)目已相繼開工，可以預(yù)計(jì)，山西省經(jīng)濟(jì)發(fā)展較快的靈石縣在今后一段時(shí)間內(nèi)水泥將會(huì)有更加穩(wěn)定上升的市場(chǎng)。本項(xiàng)目充分利用當(dāng)?shù)刭Y源，采用國(guó)內(nèi)先進(jìn)成熟的水泥生產(chǎn)技術(shù)及設(shè)備，生產(chǎn)市場(chǎng)前景良好的礦渣硅酸鹽水泥，投資省、節(jié)能利廢，生產(chǎn)成本較低，大大提高了產(chǎn)品的競(jìng)爭(zhēng)能力，也為當(dāng)?shù)厥袌?chǎng)水泥的供應(yīng)提供了保證，并從根本上改變了企業(yè)的裝備水平和產(chǎn)品結(jié)構(gòu)，在靈石縣地方企業(yè)中起到龍頭作用，為當(dāng)?shù)亟?jīng)濟(jì)建設(shè)做出更大的貢獻(xiàn)。2001～，投產(chǎn)的新型干法窯相應(yīng)的由151臺(tái)增加到493臺(tái)。同比增長(zhǎng)26%⑤科學(xué)發(fā)展形成共識(shí)；不具備經(jīng)濟(jì)規(guī)模和落后工藝的水泥項(xiàng)目已普遍不被認(rèn)同，這是去年宏觀調(diào)空取得的一個(gè)重要成果。②盲目投資得到遏制；2004年一季度水泥投資增速為129%，通過清理整頓，一些不符合產(chǎn)業(yè)政策的項(xiàng)目停建，盲目發(fā)展勢(shì)頭得到遏制，%。2004年我國(guó)水泥工業(yè)在“發(fā)展大型預(yù)分解窯生產(chǎn)線、加快結(jié)構(gòu)調(diào)整”的主基調(diào)中已取得了突出成效，據(jù)中國(guó)水泥協(xié)會(huì)統(tǒng)計(jì)，截止2004年全國(guó)共有規(guī)模以上（國(guó)有及年銷售收入500萬(wàn)元以上）水泥企業(yè)5027家（含水泥粉磨站），%，%，%；，%，%；其它旋窯水泥產(chǎn)量為7900萬(wàn)噸，%，%（見下表）2004年各種工藝水泥產(chǎn)量表水泥總產(chǎn)量（萬(wàn)噸）其中各種工藝新型干法同比增長(zhǎng)（%）占總產(chǎn)量（%）其它旋窯同比增長(zhǎng)（%）占總產(chǎn)量（%）立窯同比增長(zhǎng)（%）占總產(chǎn)量（%）97000314887900576122004年我國(guó)水泥工業(yè)取得的成績(jī)主要表現(xiàn)為：①：結(jié)構(gòu)調(diào)整效果顯著；從產(chǎn)品結(jié)構(gòu)看，2004年是我國(guó)水泥工業(yè)結(jié)構(gòu)調(diào)整取得成效最大的一年，新型干法水泥發(fā)展迅速，立窯等落后生產(chǎn)能力加快淘汰。第二章 市場(chǎng)預(yù)測(cè)與分析近年來受固定資產(chǎn)投資、第二產(chǎn)業(yè)、建筑業(yè)及房地產(chǎn)業(yè)投資高速增長(zhǎng)的拉動(dòng)，我國(guó)水泥工業(yè)市場(chǎng)需求旺盛、生產(chǎn)能力快速擴(kuò)張、結(jié)構(gòu)調(diào)整加快、效益顯著提高，特別是隨著新型干法水泥生產(chǎn)線建設(shè)成本的大幅度下降。本報(bào)告根據(jù)上述編制可研報(bào)告的主要依據(jù)，對(duì)該項(xiàng)目的原材料情況、生產(chǎn)工藝、設(shè)備選型進(jìn)行分析研究、論證，確定技術(shù)方案，并進(jìn)行項(xiàng)目的投資估算與經(jīng)濟(jì)效益分析。認(rèn)真執(zhí)行水泥行業(yè)有關(guān)環(huán)保標(biāo)準(zhǔn)和項(xiàng)目“三同時(shí)”的原則，注重本建設(shè)項(xiàng)目的環(huán)境保護(hù)，使工程投產(chǎn)后“三廢”排放均控制在國(guó)家標(biāo)準(zhǔn)規(guī)定的允許排放濃度范圍之內(nèi)。合理規(guī)劃、減少投資，使其產(chǎn)生良好的投資效益。并正式委托我院編制該項(xiàng)目的可行性研究報(bào)告。現(xiàn)實(shí)際生產(chǎn)能力為日產(chǎn)1500噸熟料。其中，支持建設(shè)單套磨機(jī)年產(chǎn)水泥20萬(wàn)噸以上的粉磨站，鼓勵(lì)以淘汰落后的方式發(fā)展新型干法水泥或改建粉磨站。加快推進(jìn)全省循環(huán)經(jīng)濟(jì)和清潔生產(chǎn)，以提高資源利用率和減少污染排放為核心，以多聯(lián)產(chǎn)、潔凈化為方向，引導(dǎo)鼓勵(lì)煤炭、焦炭、冶金、電力、建材、煤化工等行業(yè)的企業(yè)，按照循環(huán)經(jīng)濟(jì)的要求改進(jìn)設(shè)備、工藝技術(shù)和生產(chǎn)流程，提高產(chǎn)品加工深度和附加值，促進(jìn)資源節(jié)約、資源再利用和污染減排。到2010年，四大傳統(tǒng)支柱產(chǎn)業(yè)銷售收入分別達(dá)到800－2000多億元。意見指出：全省水泥工業(yè)要堅(jiān)持走新型工業(yè)化道路，嚴(yán)格執(zhí)行水泥工業(yè)產(chǎn)業(yè)政策，加快產(chǎn)業(yè)調(diào)整步伐，制止低水平重復(fù)建設(shè)，整合市場(chǎng)資源，提高集中度，加強(qiáng)環(huán)保、節(jié)能和資源綜合利用，實(shí)現(xiàn)經(jīng)濟(jì)循環(huán)，提高全省水泥工業(yè)經(jīng)濟(jì)增長(zhǎng)的質(zhì)量和效益。整體水平與全國(guó)相比發(fā)展相對(duì)緩慢，在技術(shù)結(jié)構(gòu)、規(guī)模結(jié)構(gòu)、產(chǎn)品結(jié)構(gòu)方面不合理。通過幾年的結(jié)構(gòu)調(diào)整，我省水泥工業(yè)正逐步走向健康的發(fā)展軌道。我國(guó)的水泥工業(yè)必須立足減少環(huán)境污染和資源能源消耗，加快技術(shù)進(jìn)步，緊跟世界科技革命的浪潮，實(shí)現(xiàn)可持續(xù)發(fā)展?！笆晃濉睍r(shí)期資源利用效率顯著提高。十屆全國(guó)人大四次會(huì)議2006年3月14日表決通過了《中華人民共和國(guó)國(guó)民經(jīng)濟(jì)和社會(huì)發(fā)展第十一個(gè)五年規(guī)劃綱要》的決議，《綱要》指出“十一五”時(shí)期促進(jìn)國(guó)民經(jīng)濟(jì)持續(xù)快速協(xié)調(diào)健康發(fā)展和社會(huì)全面進(jìn)步，要以鄧小平理論和“三個(gè)代表”重要思想為指導(dǎo)，以科學(xué)發(fā)展觀統(tǒng)領(lǐng)經(jīng)濟(jì)社會(huì)發(fā)展全局。水泥工業(yè)走可持續(xù)發(fā)展和循環(huán)經(jīng)濟(jì)的道路，大量利用和消耗工業(yè)廢渣、生活垃圾等有毒有害廢棄物，實(shí)現(xiàn)“四零一負(fù)”的戰(zhàn)略目標(biāo)，已是中外業(yè)界人士的普遍共識(shí)。境內(nèi)南同蒲鐵路及108國(guó)道，大運(yùn)高速公路，貫穿南北，縣鄉(xiāng)公路縱橫連網(wǎng)。about39。You39。I arrived in London at last.
