【正文】 摘要 I 摘 要 近年來(lái) 審計(jì)部門(mén) 部門(mén) 實(shí)行了 電子政務(wù)工程 。隨著網(wǎng)絡(luò)技術(shù)和 Web 服務(wù)的發(fā)展，審計(jì)部門(mén) 部門(mén) 的 公文審核 方式也已由原來(lái)的手工或半手工操作模式發(fā)展到目前的利用網(wǎng)絡(luò) 公文審核 的形式。但是到目前為止，國(guó)內(nèi)的網(wǎng)上 公文審核 系統(tǒng)并不完善，還要結(jié)合各種傳統(tǒng)的 公文審核 管理手段才能完成 公文審核 流程 ， 并且實(shí)現(xiàn) 公文審核 、網(wǎng)上 交 材料 和查詢(xún) 公文數(shù)據(jù) 功能的 高校 審計(jì)部門(mén) 部門(mén)公文審核 系統(tǒng)很少；而在國(guó)外，特別是一些發(fā)達(dá)國(guó)家網(wǎng)上 公文審核 的技術(shù)比我們成熟很多，能夠通過(guò)網(wǎng)絡(luò)辦理一切 公文審核 的手續(xù)。因此對(duì)國(guó)內(nèi)高校而言，為適應(yīng) 公文審核 的需求，架構(gòu)一個(gè)高 效、靈活、能夠隨需而變的網(wǎng)上 公文審核 系統(tǒng)勢(shì)在必行。 基于 SOA 理論 ， 本文以 某 審計(jì)部門(mén) 部門(mén) 公文審核 系統(tǒng)的設(shè)計(jì)為例，運(yùn)用面向服務(wù)的分析與設(shè)計(jì)方法（ SOAD）和 Web 服務(wù)技術(shù)，利用可視化統(tǒng)一建模語(yǔ)言 UML和面向服務(wù)的統(tǒng)一過(guò)程（ SOUP） 進(jìn)行分析和建模。 系統(tǒng) 應(yīng)用 以下 技術(shù)提高整體性能：采用 Web 緩存技術(shù)加快系統(tǒng)的響應(yīng)時(shí)間， 采用數(shù)據(jù)庫(kù)連接池技術(shù)提高數(shù)據(jù)庫(kù)的存儲(chǔ)訪問(wèn)效率，采用同步令牌機(jī)制 Token 避免重復(fù)提交，有效減少了冗余數(shù)據(jù)的產(chǎn)生等等。 從總體來(lái)看，系統(tǒng)使 公文審核 業(yè)務(wù)流程實(shí)現(xiàn) 了 網(wǎng)絡(luò)化；設(shè)計(jì)的軟件系統(tǒng)松耦合，易擴(kuò)展、可 重用，為 審計(jì)部門(mén) 部門(mén) 公文審核 開(kāi)發(fā)適合自身需求的網(wǎng)上 公文審核 系統(tǒng)提供了 一個(gè) 參考模型。 關(guān)鍵詞 ： 公文審核 ，網(wǎng)上 公文審核 系統(tǒng)， SOA， Web 服務(wù)， SOUPABSTRACT ABSTRACT In recent years the government departments to implement the egovernment project. As the work technology and the development of Web services, government document review by the original way also has manual or half manual operation mode to the current use of work development of the form of official review. But so far, the domestic online document audit system is not perfect, bine all sorts of traditional documents audit management means to plete document review process, and realize the document review, online materials and inquires into the college government official data function systems rarely ； official audit department And in foreign countries, especially in some developed countries online document review technology than we mature through the work, can handle a lot of official audit all the formalities. So on domestic university is concerned, in order to adapt to the demand, the framework document review an efficient, flexible and can swivel to changing online document audit system is imperative. Based on SOA theory, taking a government department documents audit system design, for example, using service oriented analysis and design method (SOAD) and Web services technology, use visualization unified modeling language UML and service oriented unified process (the) analysis and modeling. The following technology improve the system application overall performance： using Web cache technology accelerate system response time, using database connection pool technology improve the efficiency of the memory access database, using synchronous Token mechanism Token to avoid repeated submit, effectively reduce redundant data generation, etc. Overall, the system makes from official audit business flow realizes work； Design software loose coupling, easy extension, reusable, for government departments for their own needs official audit development of online document audit system provides a reference model.
