Dangerous goods are modities that possess potentially dangerous features. These features will not make their transportation by air dangerous, provided that suitable precautions are taken. There are internationally agreed rules to ensure the safe transportation of dangerous goods by air. These are published by the International Civil Aviation Organization (ICAO) as the Technical Instructions (TI) for the Safe Transport of Dangerous Goods by Air. The IATA DGR are recognized by ICAO as the field document for the transport of dangerous goods by air. The DGR is plied with ICAO Technical Instructions and in some cases are more restrictive, by taking account of industry practices or operational considerations. (如第 1 類不一定比第 2 類危險(xiǎn)品危險(xiǎn) ) Classes are further divided into ―Divisions‖ to identify a particular risk within the class. Only Dangerous Goods in Classes 1, 2, 4, 5 and 6 are with divisions. Division are expressed by 2 digit numbers. The first digit identifies the Class number and the second identifies the variation within that class. For example, oxidizer is Class 5, Division 1 which should read as ―Division ‖ The order in which the classes are numbered is for convenience and does not imply a relative degree of danger. (ie.
