中文摘要 企業(yè)安全文化建設(shè)是近年來安全科學(xué)領(lǐng)域提出的一項(xiàng)企業(yè)安全生產(chǎn)保障新對(duì) 策,是安全系統(tǒng)工程和現(xiàn)代安全管理的一種新思路、新策略,也是企業(yè)事故預(yù)防 的重要基礎(chǔ)工程。安全文化理論的提出,為實(shí)現(xiàn)安全生存和保障企業(yè)安全生產(chǎn)的 實(shí)踐中,增添了新的策略和方法。 企業(yè)安全文化是近年來人們對(duì)安全管理方式與制度的創(chuàng)新,是一種新型的安 全管理科學(xué)。鐵路企業(yè)安全文化建設(shè)是保障鐵路安全的重要基礎(chǔ)。鐵路企業(yè)要把 安全工作提高到文化的高度予以認(rèn)識(shí),加強(qiáng)對(duì)企業(yè)安全文化建設(shè),結(jié)合企業(yè)的自 身特點(diǎn),積極建設(shè)企業(yè)安全文化, 從而改善提升中國鐵路企業(yè)的核心競(jìng)爭(zhēng)力。 本文在深入研究了企業(yè)安全文化理論和綜合評(píng)價(jià)方法的基礎(chǔ)上,對(duì)鐵路企業(yè) 安全文化綜合評(píng)價(jià)的指標(biāo)和方法進(jìn)行了研究,運(yùn)用層次分析法構(gòu)建了包含 37個(gè)評(píng) 價(jià)指標(biāo)的鐵路企業(yè)安全文化評(píng)價(jià)指標(biāo)體系。之后設(shè)計(jì)了鐵路企業(yè)安全文化評(píng)價(jià)模 型,分析了模型的評(píng)價(jià)結(jié)論,指出了其安全文化的薄弱環(huán)節(jié)。最后,運(yùn)用本文所 建立的模型,對(duì)徐州車路段安全文化建設(shè)提出了一些建議以及改進(jìn)措施。 關(guān)鍵詞 :安全文化 。鐵路安全文化建設(shè) 。評(píng)價(jià)指標(biāo)體系 。評(píng)估模型 。層次分析法 分類號(hào) : ABSTRACT ABSTRACT: Establishment of Corporate safety culture is a new countermeasure to insure the safety of corporate producing. It is not only a kind of new ideas and new strategies, but also is a kind of base of preventing the happening of production accident. Corporate safety culture provides new method for production safety. Corporate safety culture is a new type of security management science in recent years. It is a kind of innovation for the safety management style. Railway corporate should pay high attention to the improvement of corporate safety culture, and strengthen the establishment of corporate culture according to the features of the pany itself, so as to improve the core petence of the corporate. Establishment of Railway corporate culture is the basis to ensure the railway safety. This paper studies the theory of corporate safety culture and prehensive evaluation methods and use the method of analytic hierarchy process to build the index contains 22 of the Railway Safety Culture Index system. Then, design the railway corporate culture evaluating model, and analyze the evaluation result, pointing out the weaknesses of railway corporate safety culture. At last, use the model to evaluate the corporate safety culture of Xuzhou railway operation section, and give some suggestions for the improvement of its safety culture establishment.
