【正文】 1 學(xué)生畢業(yè)論文 題目： 流動人口管理制度創(chuàng)新問題研究 — 以黑龍江省哈爾濱市為例 2 摘 要 隨著哈爾濱市流動人口數(shù)量的逐年增加，哈爾濱市政府和各相關(guān)部門面臨的管理壓力越來越大。流動人口管理政策制定得是否合理，決定了中央有關(guān)構(gòu)建和諧社會的精神在哈爾濱是否能得到有效的貫徹，決定了哈爾濱的 經(jīng)濟 是否能夠持續(xù)地高速 發(fā)展 。 本文正是在這一背景下，對哈爾濱市流動人口管理政策進行了理論上的分析和根據(jù)哈爾濱的實際情況進行問題剖析。通過對哈爾濱市按時間順序?qū)枮I相關(guān)政策的縱向梳理，更清晰地呈現(xiàn)哈爾濱的流動人口管理政策演變過程。在此基礎(chǔ)上，本文通過對已出臺的哈爾濱市流動人口管理政策進行分析，借鑒國內(nèi)外在這方面的先進經(jīng)驗，針對目前出現(xiàn)的主要問題，引入新公共管理理論中所提倡的職能分離、下放權(quán)力和以市場為導(dǎo)向等理論，為完善哈爾濱市流動人口管理政策提出各方面的對策。旨在通過本文，嘗試著對哈爾濱市流動人口管理政策進行一個比較全面的研 究，并對現(xiàn)行管理上出現(xiàn)的主要問題進行剖析，從中看出一些政策的不足，從而得出完善相關(guān)政策的對策，那么筆者的目的也就達到了。 本文的研究方法主要有 歷史 比較法、內(nèi)容分析法等，分別對國內(nèi)和國外的相關(guān)管理政策進行研究，得出有益于哈爾濱市借鑒的經(jīng)驗。本文的創(chuàng)新之處在于把對管理政策的研究作為本文的切入點，利用縱橫交錯的比較對研究內(nèi)容進行細化。 關(guān) 鍵 詞 ： 流動人口 管理政策 對策建議 3 Abstract With the city of Harbin floating population has increased year by year, the Harbin city hall and the relevant departments of the management more and more pressure.
