The rooms with work equipments and puter servers have became the important place of exchange and storage of data which should be protected under special measure. So it is very necessary to design surveillance and control system to guarantee the reliable operation of munication equipments. And the managers of rooms can understand the real time situation to realize the remote supervise if necessary. The existing munications equipment and redundant resources of control system in unmanned room are used to lower maintenance costs. With the new business emerging, the demands of power, equipment and the environment are increasing. So the target of this article is to realize unmanned room to guarantee the normal operation of valuables equipment and apparatus and work data security, to avoid the munication accidents because of fire, water, brigandage and so on, to improve the service quality and lower the management cost. This dissertation has discussed the position and also principle of the surveillance and control system of China Rail in Harbin which takes charge of munication of railway transportation. The major businesses include scheduling traffic figures, TDCS, infrared, unloading votes, conference and so on. And the main features include the work dedicated, strong confidentiality, all weather and so on. So higher requirements for normal operation of munication are put forward. It’s necessary for the surveillance and control system of unmanned room to collect different parameter of access, distribution, temperature, humidity and UPS. The data of those parameters are transmitted to PC through PTSN. There should be date cache in the system for the data transmitted.
