【正文】 《可行性報告》，連同 “ 長沙市科技綜合信息管理系統(tǒng) ” 指明的有關(guān)附件材料的紙質(zhì)文檔共 3 套，報送至相關(guān)推薦部門。 〔 2022〕 23 號文件中關(guān)于全年計劃項目推薦指標相關(guān)要求，在申報時段內(nèi)對收集的項目進行篩選和核實，簽署推薦意見，并將入選項目在長沙市公共項目發(fā)展專項資金管理平臺和長沙科技網(wǎng)上的 “ 長沙市科技綜合信息管理系統(tǒng) ” 中同步確認推薦。同時將所推薦項目的紙質(zhì)材料一次性報送到長沙科技成果轉(zhuǎn)化服務(wù)中心企業(yè)與項目服務(wù)科，無推 薦單位的項目申報原則上不受理。 ，截止日統(tǒng)一為 2022 年 9 月 25 日（由于今年情況特殊，時間節(jié)點經(jīng)與財政協(xié)商后，可作相應(yīng)調(diào)整，請及時關(guān)注網(wǎng)上相關(guān)通知），并在 10 月 31日前完成專項資金預(yù)草案算編制報送至市財政局。 （三）審核程序 。由市財政局牽頭，負責篩選同一單位或同一項目多頭申報多個專項的情況，在平臺公示。市科技局會同相關(guān)部門對申報資料的真實性、合法性、完整性進行審核，剔除多頭申報的項目，篩選出符合申報條件的項目。市科技局應(yīng)及時通 知項目申請單位補充資料，必要情況下可要求申報單位提供資料原件進行面審。部門審核完成后，由市科技局登陸進入平臺，根據(jù)部門審核的結(jié)果提交審核意見。 。 10 月 25 日前，市科技局委托具備相關(guān)項目評估資質(zhì)的機構(gòu)隨即抽取專家，對部門審核后篩選出的項目，根據(jù)平臺數(shù)據(jù)及其他相關(guān)信息進行專家評審。 （四）會商公示 。市科技局對專家評審后的項目組織會議審議，提出擬立項項目及資金安排方案。會同市財政局審查后，由分管科技的副市長召集市科技局、市財政局會商審議擬立項項目和資金安排。市科 技主管部門會同市財政主管部門根據(jù)審議意見，擬定當批次列入預(yù)算安排項目計劃報分管科技的副市長審批。 。市人大會議審議通過的一個月之內(nèi)，市財政局將市人大的專項資金預(yù)算和績效目標批復(fù)轉(zhuǎn)至市科技局，市科技局在一個月內(nèi)將專項資金安排結(jié)果及績效目標在平臺等媒體上公示。 （五）有關(guān)要求 1．對項目申報單位或個人提供的附件材料要求 （一）項目單位基本信息 （二）項目基本信息表 （三）項目績效目標 （四）項目申報表 （五）項目可行性研究報告，其內(nèi)容包 括： 項目的背景與意義； 國內(nèi)外研究現(xiàn)狀與發(fā)展趨勢； 項目實施主要內(nèi)容、關(guān)鍵技術(shù)與創(chuàng)新點、預(yù)期目標及成果； 應(yīng)用或產(chǎn)業(yè)化前景與市場需求； 現(xiàn)有工作基礎(chǔ)、條件、特色與優(yōu)勢； 項目實施方案、組織方式與課題分解； 進度安排與年度計劃內(nèi)容； 項目承擔單位和主要承擔人員簡況； 資金預(yù)算 (來源、使用及籌資能力分析 )； 項目的經(jīng)濟、社會效益分析； 1有關(guān)上級單位或評估機構(gòu)的意見。 （六）有關(guān)附件 (工商稅務(wù)登記復(fù)印件、項目知識產(chǎn)權(quán)相關(guān)證明材料、申報單位上年度經(jīng)審計的財務(wù)報表、專家評議意見或推薦意見等 )。 申請一般項目只需提供上述（一）、（二）、（三）、（四）、（六）項，申請重大專項、重點項目需提供上述（一）、（二）、（三）、（四）、（五）、（六）項。 （一）、（二）、（三）項在長沙市公共項目發(fā)展專項資金管理平臺中下載；（四）、（五）、（六）項在長沙市科技綜合信息管理系統(tǒng)中下載。 2．對項目推薦單位的要求 （ 1）科技計劃項目的推薦單位為各區(qū)（縣、市）、有關(guān)園區(qū)、高 校和科研院所（ 9 月 25 日前暫不對高校、科研院所申報的項目進行受理，原有推薦權(quán)限的高校、科研院所的項目具體申報流程另行通知）的科技管理部門及其它經(jīng)認可的機構(gòu)。 （ 2）各推薦單位應(yīng)高度重視科技計劃項目管理工作，對科技計劃項目的申報、推薦、審核、跟蹤管理與驗收等各環(huán)節(jié)進行流程管理，明確責任領(lǐng)導(dǎo)與具體責任人；制定或修改本區(qū)域科技資金與計劃項目的管理辦法，規(guī)范本級科技計劃項目管理工作。 （ 3）項目推薦單位應(yīng)以自然年度為基準，認真規(guī)劃好全年項目申報與推薦工作，做好推薦指標和項目類型的控制與協(xié)調(diào)；對其所推 薦的單位和項目持科學(xué)審慎態(tài)度，嚴格把關(guān)，認真對項目進行篩選、甄別和推薦，確?？萍加媱濏椖宽樌瓿?；實行項目捆綁責任制，推薦單位有義務(wù)對所推薦項目進行后續(xù)跟蹤管理，并對項目績效評價和驗收負連帶責任，否則，將取消其推薦資格，并予以通報。 （ 4）各推薦單位對推薦獲立項支持的重大專項和重點項目要進行一定比例的配套支持。 3．其它要求 （ 1）同一單位一年內(nèi)原則上只能立項支持一個項目； （ 2）指導(dǎo)性項目由市科技局相關(guān)處室初審后報市科技局局務(wù)會審定； （ 3）建立項目申報 “ 信譽制 ” ， 有不良信譽檔案的單位和項目負責人，影響其新的項目申報和立項。 4．咨詢方式 （ 1）長沙市財政信息管理中心負責項目申報程序解釋。 地址：長沙市政府二辦公樓，電話： 0731— 88665482 （ 2）長沙市科技局發(fā)展計劃處負責科技計劃解釋。 地址：長沙市政府大樓 11 樓，電話： 0731— 88666169。 （ 3）長沙科技成果轉(zhuǎn)化服務(wù)中心企業(yè)與項目服務(wù)科負責項目受理及咨詢。 地址：長沙高新區(qū)火炬城 M7— 1 棟 C4 金鑫大廈 4 樓（銀盆南路預(yù)制場附近），電話： 0731— 8861250 88612508。 （ 4）長沙市科技局監(jiān)察室負責監(jiān)督和受理投訴。 地址：長沙市政府大樓 11 樓，電話： 0731— 88668071 （英文版 ） Two regulations promulgated for implementation is in the party in power for a long time and the rule of law conditions, the implementation of prehensive strictly strategic plan, implementation in accordance with the rules and discipline to manage the party, strengthen innerparty supervision of major initiatives.
