【正文】 要按照便利、管用、高效的原則,采取先行試點(diǎn),再逐步推開的方式進(jìn)行,切忌一刀切,確保直屬機(jī)關(guān)派駐機(jī)構(gòu)實(shí)行統(tǒng)一管理工作進(jìn)展順利。在界定派駐機(jī)構(gòu)工作職責(zé)和工作權(quán)限的基礎(chǔ)上,要制定齊全的制度,為派駐機(jī)構(gòu)全面履行職責(zé)提供堅(jiān)強(qiáng)有力的機(jī)制制度保障,保證派駐機(jī)構(gòu)各項(xiàng)工作在制度規(guī)范下運(yùn)行。要按照中央五部委9號(hào)文件和有關(guān)紀(jì)檢監(jiān)察隊(duì)伍建設(shè)要求,采取公開招考的方式,嚴(yán)格把好入口關(guān),擇優(yōu)選配派駐紀(jì)檢監(jiān)察干部。組織、編制、人事部門要按照縣紀(jì)委的意見,及時(shí)落實(shí)人員和編制,人員考察使用必須經(jīng)紀(jì)委常委會(huì)議研究提出任用建議,由組織部門呈報(bào)同級(jí)黨委常委會(huì)討論決定。從鄉(xiāng)鎮(zhèn)實(shí)施派駐管理的實(shí)踐看,要實(shí)施縣直紀(jì)委統(tǒng)一管理,必須由紀(jì)檢監(jiān)察機(jī)關(guān)直接負(fù)責(zé),派駐機(jī)構(gòu)要對(duì)發(fā)現(xiàn)的情況和問題直接向紀(jì)檢監(jiān)察機(jī)關(guān)請(qǐng)示報(bào)告。正視現(xiàn)實(shí)情況和當(dāng)前存在的主要問題,就必須對(duì)縣直紀(jì)檢監(jiān)察機(jī)構(gòu)實(shí)施改革,進(jìn)行統(tǒng)一管理,這關(guān)系到黨風(fēng)廉政建設(shè)和反腐敗工作的大局,關(guān)系到事業(yè)興衰成敗的大局。問題七:思想不夠穩(wěn)定。有些同志沖不破“人情網(wǎng)”,頂不住“說情風(fēng)”,碰不得“硬對(duì)手”。部分同志在工作中仍然照搬老一套,存在“多一事不如少一事”的想法,不愿積極主動(dòng)創(chuàng)新方法,難以適應(yīng)新的要求。從知識(shí)結(jié)構(gòu)上看,雖然大多是法律、經(jīng)管專業(yè),但大部分都沒有經(jīng)過系統(tǒng)的培訓(xùn)。問題五:隊(duì)伍不夠精干。當(dāng)前反腐倡廉的任務(wù)越來越艱巨,違紀(jì)的手法和形式越來越詭秘,呈現(xiàn)出高智能化、高科技化的趨勢(shì),反調(diào)查能力在不斷增強(qiáng)。同時(shí),提拔要靠單位一把手推薦,考核或民意測(cè)評(píng)要靠單位干部職工劃票,這種現(xiàn)實(shí)狀況使基層紀(jì)檢監(jiān)察機(jī)構(gòu)難以獨(dú)立地行使職權(quán),一定程度上存在著不敢監(jiān)督、不能監(jiān)督、不愿監(jiān)督的現(xiàn)象。問題三:監(jiān)督不夠有力。絕大多數(shù)紀(jì)委書記在單位還分管常務(wù)等工作,甚至有的在班子中還分管業(yè)務(wù)工作,紀(jì)檢監(jiān)察機(jī)構(gòu)陷入單位具體的日常工作,從事紀(jì)檢監(jiān)察本職工作的精力得不到保障。問題二:職責(zé)不夠清晰。在人事任免、辦公經(jīng)費(fèi)、福利待遇等一系列問題上,全部依賴本單位,存在著依附關(guān)系。但客觀地說,由于形勢(shì)的發(fā)展變化和各項(xiàng)改革的深入實(shí)施,縣直紀(jì)檢監(jiān)察組織建設(shè)的現(xiàn)狀與當(dāng)前反腐倡廉的新形勢(shì)、新要求、新任務(wù)相比還存在諸多不相適應(yīng)的地方,存在如下七個(gè)問題:?jiǎn)栴}一:關(guān)系不夠順暢。 ideological instability, can not be content with their jobs.
